Poland Vetoes EU MiCA Crypto Law for the Third Time

Poland’s President Karol Nawrocki has vetoed legislation that would bring the European Union’s Markets in Crypto-Assets (MiCA) regulation into national law, the third time he has rejected a version of the bill, as reported by Cointelegraph.

Nawrocki said he supports regulating the crypto sector and strengthening consumer protections, but argued the job must be done properly. He noted that the government had accepted only one of 16 key amendments prepared by his office, and described the latest text as almost identical to the two versions he had already vetoed. He indicated he would sign a revised bill, and has separately raised concerns about over-regulation, a lack of transparency, and the compliance burden the rules could place on smaller firms.

The timing matters. The EU-wide transitional grandfathering period ends on 1 July 2026, after which crypto-asset service providers must either hold MiCA authorisation or stop serving customers in the EU. Poland is currently the only member state without domestic legislation to implement MiCA, which could leave providers operating there without a clear legal basis to continue serving EU customers.

The veto has deepened a standoff with Prime Minister Donald Tusk’s government, which backs the bill. Parliament tried to overturn an earlier veto in April but fell short of the 263 votes required. The dispute lands amid a wider EU push to centralise financial crime supervision, underlined when AMLA held its first conference earlier this month.

For crypto-asset service providers, the regulatory direction across the EU is unchanged regardless of the Polish impasse. MiCA expects authorised firms to run rigorous onboarding and continuous AML controls, from verifying customers to screening them against sanctions and monitoring activity over time.
