Chile IDV/KYC Challenges
Foreign Residents Onboard With Documents From Across the Region
Chile's 2024 Census counted 1.6 million residents born abroad, led by Venezuelans, Peruvians and Colombians, and many open accounts with documents from home. Shufti verifies identity documents it has never seen before, so unfamiliar foreign IDs do not stall onboarding.
No Public Register Shows Who Owns a Chilean Company
UAF Circular 62 requires firms to identify everyone holding 10% or more of a customer company, yet Chile's beneficial ownership register is still a bill in Congress. Shufti builds the ownership chain from registry records, deeds and declarations, then screens every owner.
Customer Risk Has To Stay Current Between Reviews
Circular 62 requires due diligence that is kept up to date and monitoring that runs for the whole relationship, so a check at onboarding is not enough. Shufti tests transactions against each profile, refreshes sanctions and PEP data every 15 minutes and flags ownership changes.
Thin Case Files Weaken Reports to the UAF
A suspicious operations report (ROS) to the Unidad de Análisis Financiero is only as strong as the evidence behind it, and records spread across tools delay filing. Shufti's case management keeps alerts, evidence and analyst decisions together, ready for the UAF reporting portal.
Documents and Languages
Individual Documents Shufti Verifies in Chile
Shufti verifies 9 Chilean identity document types plus passports and ID cards from other countries. The cards below cover the core documents Chilean onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsClaveÚnica (State Digital Identity)
ClaveÚnica is the State's login for natural persons, run by the Secretaría de Gobierno Digital. Resolución Exenta 733 of 2025 opens it to private firms only with explicit legal authorisation, such as pension fund administrators. Shufti supports ClaveÚnica authentication for every firm that holds it.
Cédula de Identidad
Issued by the Servicio de Registro Civil e Identificación under Ley 19.477, the cédula carries the holder's RUN. Shufti reads the chip on 2013 and 2024 cards, runs nine forensic detection layers and biometric liveness, and checks the card's status with the Registro Civil.
Chilean Passport
The Registro Civil issues the passport for 10 years with a contactless chip in the data page. Shufti reads it over NFC and applies nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Recent arrivals use them while their cédula para extranjeros is issued, and non-residents use them throughout.
Chilean Driving Licence
Municipal Direcciones de Tránsito issue the licence and record it in the Registro Nacional de Conductores. Shufti checks its authenticity and expiry and matches the holder's face to the licence photo, which helps ride-hailing, delivery and car rental platforms vet drivers.
Proof of Address
Chilean customers prove address with utility bills, AFP statements, lease contracts or a certificado de residencia from a Junta de Vecinos or notary. Shufti extracts the address and matches it to the ID data in the same verification step.
Entity Identity
Certificado de Vigencia
Issued by the Registro de Empresas y Sociedades with an advanced electronic signature, it shows whether a company is vigente, disuelta, terminada or migrada. Shufti reads that status and checks it against live registry data, so a dissolved company is caught at onboarding.
Escritura de Constitución and Registro de Comercio Extract
Companies formed through a notary are inscribed in the Registro de Comercio at the local Conservador, with an extract published in the Diario Oficial. Shufti's AI-OCR reads partners, capital and administration clauses, and flags edited or GAN-generated pages.
Estatutos and Powers of Attorney
The bylaws and power of attorney deeds name who may act and sign for the company. Shufti extracts each named representative and their signing powers, then verifies that person's identity before any instruction is accepted.
Business Address Proof
Shufti cross-checks the registered domicile in the company's constitution documents against utility bills or lease contracts in the company's name, and flags addresses that do not match or point to virtual offices.
Tax Identity
RUT (Rol Único Tributario)
The Servicio de Impuestos Internos (SII) keeps the RUT under Article 66 of the Código Tributario, and companies formed in the Registro de Empresas y Sociedades receive one on filing. Shufti validates the check digit and matches RUT, legal name and activity against SII records.
Inicio de Actividades
Article 68 of the Código Tributario requires a business to declare its start of activities to the SII within two months. Shufti compares the declared activity with what the customer says it does, so a shell company posing as a trader stands out.
Foreign Tax Registrations and FATCA/CRS
For foreign parents and non-resident shareholders, Shufti extracts foreign tax identification numbers and collects FATCA and CRS self-certifications inside the same onboarding flow, with each form stored in the company's case file.
Ownership and Control
Beneficial Owner Declaration
Chile's beneficial ownership register is still a bill (Boletín 16.475-05), so UAF Circular 62 has firms collect a declaration naming every natural person with 10% or more, or effective control. Shufti gathers it through due diligence forms and verifies each person named.
Shareholder Register and Ownership Chart
Shufti maps ownership through holding companies and foreign parents down to the natural persons who hold 10% or more, and screens each of them against sanctions, PEP and adverse media lists before the company is approved.
Directors, Managers and Legal Representatives
Shufti verifies the identity of each director, manager and legal representative named in the bylaws or powers, screens them against sanctions and PEP lists, and raises an alert when the board or representatives change.
Languages We Cover
Spanish, English and Expat Document Parsing
Chilean documents use Spanish with accented characters and the ñ, and residents also present Venezuelan, Peruvian, Colombian and Haitian documents, some in French. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy, so accents and both surnames are captured exactly. It averages 93% accuracy against Google Vision's 78.4% in its published benchmark, and its zero-shot document intelligence reads unseen layouts on first sight, with no template needed.
Two-Surname Name Matching
Chilean names carry a paternal and a maternal surname, and since Ley 21.334 took effect in 2022 parents can choose their order and adults can swap it once. Shufti's native phonetic models match names across reordering, accents and spelling variants in sanctions and PEP screening.
Cross-Document Consistency Checks
Shufti reconciles names, RUN and RUT numbers across the cédula, passport, driving licence, SII records and beneficial owner declarations. Any mismatch, such as a swapped surname or a wrong check digit, goes to review instead of passing silently.

Every Verification Route Chilean Regulators Recognize, in One Platform
The CMF's rule on current accounts (RAN Chapter 2-2) lets banks open accounts remotely through secure authentication procedures, with or without an advanced electronic signature, under board-approved safeguards against impersonation. Shufti supports each of those routes, plus chip, database, document and video routes for non-residents and customers without a Chilean cédula.
Registro Civil Validity Check
LiveShufti checks a cédula or passport against the Servicio de Registro Civil e Identificación's document records, catching cards reported lost, stolen or blocked, and stores every result in the case file.
ClaveÚnica Authentication
LiveFor firms authorised to integrate ClaveÚnica, Shufti adds the State login to the onboarding flow and keeps the authentication record next to the document, face and screening results for the same customer.
Docless Database (eIDV)
LiveShufti matches a customer's name, RUN and date of birth against permitted Chilean data sources and returns a decision in seconds, with no document upload for low-risk customers and a fallback to document checks when data does not match.
NFC Chip Verification
LiveShufti reads the chip on 2013 and 2024 cédulas, the Chilean passport and most foreign biometric passports, and validates the issuer's signature on the chip data. It is the high-assurance route for residents who cannot use ClaveÚnica.
Document and Face Biometric
LiveiBeta Level 3 certified liveness confirms a real person is present, then Shufti matches the face to the document photo in seconds. This is the route most non-residents and visitors take.
Fraud Prevention Across the Chilean Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Chilean businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for the cédula, its chip and accented Spanish fields cuts blurred, cropped and misread images before they ever reach review.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes, and decision history, building report-ready files for UAF filing.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, director, and transaction behavior changes.
Cédula and ClaveÚnica-First Flow Design
Residents verify through the cédula chip, or ClaveÚnica where the firm is authorised. Non-residents move to passport verification in the same flow.
Shufti's IDV/KYC Solutions for Chile
KYC Solutions
Chilean onboarding mixes citizens with chip cédulas, foreign residents with a cédula para extranjeros and non-residents with a passport alone, while authorised firms can add ClaveÚnica. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Selfie onboarding invites deepfakes and masks. Shufti matches the face to the cédula photo with iBeta Level 3 liveness and a false match rate below 0.001 in DHS RIVR 2025 testing, and passes 99.5% of genuine users first time.
.Age Verification
Selling alcohol and other age-restricted goods online means proving a customer is an adult. Shufti estimates age from a selfie in under 5 seconds, blocks 99.8% of underage attempts and falls back to the cédula when needed.
.Bank Account Verification
Payouts and refunds go wrong when an account belongs to someone else. Shufti checks a Chilean bank account in real time and matches the account holder's name to the verified customer before money moves.
.Address Verification
Chilean proof of address arrives in dozens of layouts, from water bills to Junta de Vecinos certificates. Shufti's layout-aware extraction and fuzzy matching read them all and pass 99.3% of genuine addresses.
.Document Verification
Three generations of cédula circulate alongside foreign IDs, so no single template covers your customers. Shufti returns a decision within seconds, testing each document against forgery, screenshots, replays and AI-generated edits.
.Identity Verification
Shufti runs document, biometric, NFC, address and docless checks in one API session, so a Chilean customer verified at onboarding carries one record into AML screening and ongoing monitoring without re-entering data.
.KYB Solutions
Chilean companies are formed in the Registro de Empresas y Sociedades or through a notary and the Registro de Comercio, often with holding layers above them. Shufti's live registry calls and ownership mapping give you the 10% beneficial owner view UAF Circular 62 asks for.
Explore MoreBusiness Verification
Onboarding a Chilean company means confirming its Certificado de Vigencia, RUT, legal representatives and everyone who owns or controls 10% or more. Shufti's live registry call pulls that picture together in one check, putting corporate onboarding under two minutes.
.Enhanced Due Diligence
PEPs, foreign parents and cash-heavy businesses need more than standard checks under Circular 62. Shufti's due diligence forms branch by risk, score each answer, send owners verification links and record senior management sign-off.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Perpetual KYC screens every customer and owner against 4,000+ watchlists, including the UN Security Council lists Chile applies, refreshes every 15 minutes and keeps every hit in one case file.
Explore More
Business AML Screening
Sanctions exposure often sits with an owner or director rather than the company. Shufti screens companies and the people behind them against sanctions, PEP lists and 50,000+ adverse media sources, then rescreens as perpetual KYB picks up changes.
.
Transaction Monitoring
Shufti monitors payments 24/7 at 500ms per call with a library of 500+ pre-built rules covering structuring, smurfing, and mule activity. Behavioral baselining cuts false positives by 60%, and case management builds report-ready files for UAF ROS and cash reports.
.Travel Rule
Since July 2025, Circular 62 requires originator and beneficiary data on transfers of USD 1,000 or more, covering virtual asset transfers by Fintech Law providers. Shufti exchanges IVMS101 data across major Travel Rule networks and proves self-hosted wallet ownership.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews each one, gives a 0 to 100 confidence score and a written reason, and your compliance officer keeps the final call.
.Built To Fit Chile's Compliance Landscape
Ley 19.913 and the UAF's instructions apply to every reporting entity in Chile, while the CMF, the Banco Central and sector superintendencies add rules for the firms they supervise. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each license your group holds.
Ley 19.913
Ley 19.913 created the UAF and lists reporting entities in Article 3, from banks and insurers to notaries, casinos and Fintech Law providers, all bound to report suspicious operations. Article 5 requires records of cash operations above USD 10,000, kept at least five years.
Unidad de Análisis Financiero (UAF)
UAF Circular 62, in force since June 2025, consolidates the UAF's instructions. It requires risk-based due diligence, beneficial owners identified at 10% or effective control, enhanced PEP checks and records kept five years after a relationship ends. Reports go through the Portal de Entidades Reportantes.
Comisión para el Mercado Financiero (CMF)
The CMF supervises banks, insurers, securities firms and Fintech Law providers. RAN Chapter 1-14, updated by Circular 2.368 in January 2026 to match Circular 62, makes customer identification a non-delegable bank duty, and RAN Chapter 20-7 governs outsourcing, including where outsourced data is processed.
CMF NCG 502 (Fintech Law)
Ley 21.521 brought crowdfunding, alternative trading systems, intermediation, custody and payment initiation under CMF registration. NCG 502 of January 2024 sets how these providers register and requires AML/CFT policies under Ley 19.913 and the UAF's rules. Registered providers also report to the UAF as obligated entities.
Banco Central de Chile
Chapter III.J of the Banco Central's Compendio de Normas Financieras governs payment card issuers and operators. It requires them to apply CMF and UAF instructions on AML/CFT and due diligence, and lets issuers ask payment service providers to prove adequate AML standards using objective criteria.
Superintendencia de Casinos de Juego (SCJ)
The SCJ supervises land casinos licensed under Ley 19.995. Joint Circular UAF 63 and SCJ 150, in force from 1 October 2026, sets due diligence from USD 3,000, semiannual cash reports above USD 10,000 and five-year records. No Chilean law yet authorizes online gambling.
Superintendencia de Pensiones
The Superintendencia de Pensiones supervises pension fund administrators (AFPs), which are UAF reporting entities. Book IV, Title XI, Chapter II of its Compendio requires customer due diligence, ongoing monitoring, a senior compliance officer and record retention of at least five years for pension fund activity.
Servicio de Registro Civil e Identificación
Ley 19.477 makes the Registro Civil the issuer of the cédula, the passport and the RUN. The 2013 cédula added a contactless ICAO chip, and the format issued since 16 December 2024 adds facial and fingerprint match-on-card. Older cards stay valid until their printed expiry.
UN Security Council Lists (UAF)
Chile applies the UN Security Council lists rather than a domestic sanctions list. Circular 62 requires periodic checks against lists under resolutions such as 1267, 1373 and 1718, and an immediate ROS on any match, after which the UAF seeks a freeze under Article 38 of Ley 19.913.
Ley 20.393 (Corporate Criminal Liability)
Ley 20.393 makes companies criminally liable for money laundering, terrorist financing and bribery, with a crime prevention model under Article 4, certifiable by CMF-registered certifiers, as their defence. Ley 21.595 of 2023, the Economic Crimes Law, amended it and widened laundering predicate offences in Ley 19.913.
Mesa Intersectorial (MILAFT)
Created by Decreto 1.724 of 2016 and chaired by the Ministry of Finance, MILAFT brings together the public bodies behind Chile's AML/CFT system and runs its 2023 to 2027 national strategy, informed by the 2024 National Risk Assessment. Chile is on neither FATF list of high-risk jurisdictions.
Chile Data Residency and Deployment
Shufti can host Chilean customer data in-country on Google Cloud's Santiago region (southamerica-west1) or Oracle's Santiago region, or run on-premises inside your own infrastructure. Hosting locations and any transfer arrangements are fixed in your agreement, so records stay where you decide.
Chile Personal Data Protection Law (Ley 19.628 and Ley 21.719)
Ley 21.719 rewrites Ley 19.628, creates the Agencia de Protección de Datos Personales and is scheduled to apply from 1 December 2026, with fines up to 20,000 UTM. It classes biometric data as sensitive. Shufti applies role-based access and configurable retention to identity and biometric data.
CMF Outsourcing Rules for Banks
RAN Chapter 20-7 lets banks process data abroad but requires them to know the country and city of every data centre, keep CMF access to the data and hold a contingency site in Chile for strategic services. Shufti's Santiago hosting and contract-defined locations support each requirement.
Retention Controls
Circular 62 requires due diligence records for at least five years after a relationship ends, and Ley 21.719 lets legal duties override erasure requests. Shufti sets retention by client and license, treats legal minimums as floors rather than deletion dates, and supports legal holds.
Encryption and Security
Ley 21.719 asks for security measures proportionate to risk and names encryption among them. Shufti encrypts data with AES-256 at rest and TLS 1.2+ in transit, enforces role-based access and audit logging, and holds ISO 27001:2022 and SOC 2 Type 2 for vendor assessments.
Automated Decisions and Biometric Data
Article 8 bis of the amended law gives people rights to an explanation and human review of automated decisions, and Article 16 ter requires telling them how biometric data is used. Shufti returns results and reasons through the API and back office, so your team can explain any outcome.
Scope of Our Role
Shufti processes data on your instructions as a service provider, under the processor duties in Article 15 bis, and your firm keeps responsibility for its customers and decisions. Shufti's privacy notice identifies any activities where it acts as an independent controller.

Frequently Asked Questions
Does Shufti support ClaveÚnica, and what happens when customers cannot use it?
Yes, for firms legally authorised to integrate ClaveÚnica under Resolución Exenta 733 of 2025, such as AFPs. Every other firm, and every customer without ClaveÚnica, verifies through the cédula chip, a Registro Civil validity check, docless database checks or document and face biometrics.
Is scanning a cédula enough, or should verification include its chip?
A scan shows only what is printed, while the chip holds Registro Civil-signed data. On 2013 and 2024 cédulas, Shufti reads the chip and compares its photo and data with the card, so a cloned or edited card fails. Chipless 2002 cards get forensic checks.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot document models learn a new format in minutes, so a Venezuelan cédula, Peruvian DNI or Haitian passport in an unfamiliar version is checked for security features and data consistency instead of being rejected, and the customer keeps moving.
How accurately does Shufti read Chilean documents with accents and two surnames?
Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and keeps accents, the ñ and both surnames exactly as printed. Fields are then reconciled across the cédula, passport and SII records, so a dropped accent does not create a false mismatch.
How does Shufti verify ownership when a Chilean company has several corporate layers?
Shufti pulls each company's registry status and records, maps every holding layer up to the natural persons behind it and applies the 10% threshold UAF Circular 62 sets. Each owner is identity-verified and screened, and the declaration is stored with the evidence.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Section F of UAF Circular 62 requires monitoring across the whole relationship, not only list checks. Shufti watches transactions against each customer's profile, tracks registry, director and ownership changes for companies, and rescreens everyone whenever a list updates, without waiting for the annual review.
How does Shufti keep screening current and handle Chilean name variations?
Lists, including the UN Security Council lists Chile applies, refresh every 15 minutes. Shufti's phonetic models match paternal and maternal surnames in either order, with or without accents, so a reordered name under Ley 21.334 still matches while false positives fall.
Can we choose Chilean hosting or run verification inside our own infrastructure?
Yes. Shufti can host your data in Santiago on Google Cloud or Oracle, or run on-premises, including air-gapped deployments, inside your own infrastructure. Your agreement fixes the hosting location, which supports the data centre disclosures banks owe the CMF under RAN Chapter 20-7.
What controls help us protect identity and biometric data?
Biometric data is sensitive under Ley 21.719, so Shufti encrypts it in transit and at rest, limits access by role, logs every access and lets you set retention. ISO 27001:2022 and SOC 2 Type 2 reports support your vendor due diligence.
Can we configure different retention periods for different Chilean licenses?
Yes. A bank, an AFP and a casino in the same group can each keep records for their own required period, at least five years under UAF Circular 62. Retention is set per client and license, legal holds pause deletion, and expired records are purged.
What does Shufti provide when our compliance team needs to prepare a ROS for the UAF?
A report-ready case file with the alert, the customer's verified identity and ownership, the transactions involved, screening results, analyst notes and decision history. Your compliance officer reviews it and files the ROS through the UAF's Portal de Entidades Reportantes without rebuilding the evidence.
Can we add verification checks without rebuilding our onboarding journey?
Yes. Shufti's Journey Builder adds or reorders checks such as cédula NFC, liveness, address or AML screening without code, and routes customers by risk, product or nationality. Integration through REST API or mobile SDKs typically takes two to three days.
How does Shufti make verification queries easier for our customer support team?
Every decision comes with its reason, such as an expired cédula, a face mismatch or a failed chip read, visible in the back office and the API. Support agents can explain the outcome and send the customer straight to the right retry step.
