Curaçao IDV/KYC Challenges
Remote Onboarding Must Meet New Joint Provisions by May 2027
Identity verification in Curaçao changed with the July 2026 joint provisions from the CBCS, FIU and CGA on remote identification. Unattended flows need liveness detection and reliable face matching, with existing solutions due by 1 May 2027. Shufti builds both into every unattended flow.
Online Casinos Have Settled Criminal Cases Over Unverified Players
In July 2025, twelve legal entities running online casinos settled with the Public Prosecutor's Office after players opened and funded accounts without identity checks, the first enforcement of the identification ordinance against online gaming. Shufti verifies identity and age before the first deposit.
Firms Must Prove Ownership Without Access to the UBO Register
Since June 2024, Curaçao entities record everyone holding 25% or more in a UBO register that only authorities such as the CBCS, FIU and CGA can consult, yet firms still verify beneficial owners themselves. Shufti maps ownership from company records and screens every owner.
Tight FIU Deadlines Expose Thin Case Files
Most service providers must send objective unusual transaction reports to FIU Curaçao within 48 hours, and subjective reports follow at most 10 working days of research. Evidence spread across tools eats into that window. Shufti's case management builds report-ready bundles as alerts arise.
Documents and Languages
Individual Documents Shufti Verifies in Curaçao
Shufti verifies 4+ Curaçao identity documents plus passports and ID cards from other countries. The cards below cover the core documents Curaçao onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsCuraçao Identity Card (Sedula)
Kranshi issues the sedula under the National Ordinance on Identity Cards, with a machine-readable zone but no chip. Shufti validates the MRZ, checks the hologram film and other security features for tampering, and matches the holder to the card photo with biometric liveness.
Passport Issued in Curaçao
Dutch nationals registered in Curaçao apply in person at Kranshi for a biometric passport with a contactless chip. Shufti reads the chip and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Residence Permits
The Admission Organisation Curaçao grants residence permits to foreign nationals under the National Ordinance on Admission and Expulsion, and holders receive a sedula valid no longer than their permit. Shufti reads the permit decision, matches it to the passport and flags a lapsed stay.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. That covers foreign nationals who live and work in Curaçao and the non-resident players, investors and clients who onboard from abroad.
Curaçao Driving Licence
Kranshi's driving licence department issues the card with the same holographic film as the sedula, and the identification ordinance accepts it as proof of identity. Shufti checks its authenticity and expiry and matches the photo to the person presenting it.
Proof of Address
Aqualectra water and electricity bills, telecom statements and bank letters are the address evidence most Curaçao residents hold. Shufti extracts the name and address, checks the issue date and verifies both in one step with the identity document.
Entity Identity
Commercial Register Extract
Article 3(2) of the NOIS identifies a legal entity through a certified extract from the Curaçao Chamber of Commerce and Industry. Shufti checks the registration number, legal form, address and directors on the extract against live registry data at every check.
Deed of Incorporation and Articles
Curaçao N.V.s and B.V.s are formed by notarial deed. AI-OCR reads ownership, capital and signing authority from the deed, in Dutch or English, and flags GAN-generated or edited pages before they reach a case file.
Establishment Licence (Vestigingsvergunning)
Companies setting up in Curaçao generally need an establishment licence from the Ministry of Economic Development. Shufti reads the licence, matches its holder and activity to the register extract and flags a licence that has lapsed.
Business Address Proof
Leases and Aqualectra bills in the company's name are cross-checked against the address on the register extract and the establishment licence, so a virtual office or mismatched site stands out.
Tax Identity
CRIB Number
The Tax Inspector assigns a CRIB number to every record-keeping taxpayer under the General National Ordinance on National Taxes. Shufti extracts it from tax documents and cross-checks the holder's name against the register extract and the company's other records.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Entities with foreign parents or overseas owners present their home tax registrations and FATCA or CRS self-certifications. Shufti reads each form, checks it against the entity's records and flags gaps for review.
Ownership and Control
UBO Declaration and Supporting Evidence
Entities file their owners with the Chamber's UBO register, but firms cannot query it, so ownership evidence has to come from the client. Shufti collects the UBO declaration and supporting documents, extracts each owner holding 25% or more and screens them.
Shareholder Register and Ownership Chart
Chamber extracts show directors but not always the shareholders behind them. Shufti maps ownership through intermediate companies to everyone who owns or controls 25% or more and screens each against sanctions, PEP and adverse media lists.
Directors, Proxy Holders and Authorised Signatories
The NOIS requires directors, proxy holders and representatives to be identified like any individual client. Shufti verifies and screens each one and alerts the case owner when the board changes.
Languages We Cover
Dutch, Papiamentu, English and Expat Document Parsing
Curaçao documents use Dutch, Papiamentu and English, Papiamentu is the main home language, and many residents arrive with Spanish-language documents. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and averages 93% against Google Vision's 78.4% in its published benchmark. Zero-shot document intelligence reads unseen layouts on first sight, so every field reaches the case file as structured data without a template.
Papiamentu and Dutch Name Matching
Dutch surname prefixes such as van and de, Papiamentu spellings and double Spanish surnames all change how a name is written. Shufti's phonetic and transliteration rules match these variants in sanctions and PEP screening, cutting false hits without missing true ones.
Cross-Document Consistency Checks
Names, dates of birth and ID numbers are reconciled across the sedula, passport, driving licence, CRIB record and UBO declaration, so a mismatch surfaces before approval rather than during an examination.

Every Verification Route Curaçao Regulators Recognize, in One Platform
The provisions the CBCS, FIU and CGA issued in July 2026 name the routes for identifying a customer without physical contact, from document scanning against security features to biometric face matching, videoconferencing and checks against official records. Shufti supports each of them, plus a chip route for non-residents and customers without a sedula.
Document Scan and Security-Feature Checks
LiveShufti compares each sedula, passport and licence against known templates and security features, including holograms, microprinting and engraved detail, which are the advanced-technology checks the provisions describe for validating a document remotely.
Face Biometrics and Liveness
LiveFor unattended onboarding, the provisions require liveness detection and strong, reliable face matching judged against ISO/IEC or NIST standards. Shufti's liveness holds iBeta Level 3 certification, and every match result is stored in the case file.
NFC Chip Verification
LiveShufti reads the chip in passports issued in Curaçao and in most foreign biometric passports, confirming the data and photo were not altered. It is the highest-assurance remote route, since the sedula carries no chip.
Video Identification
LiveAn agent verifies the customer live, in the language your customers use, inspects the document on camera and records the full session as evidence. Agents are trained to spot deception and document unusual behaviour, as the provisions require for attended sessions.
Fraud Prevention Across the Curaçao Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Curaçao businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for sedulas, passports and Dutch-language documents catches glare, cropping and blur before submission, so customers get it right the first time.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decision history, packaged as report-ready bundles for goAML filing with FIU Curaçao.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, director, and transaction behavior changes, managing the full compliance lifecycle.
Sedula and Chip Passport-First Flow Design
Residents verify first with their sedula or chip passport, and non-residents move to foreign passport checks in the same flow without starting over.
Shufti's IDV/KYC Solutions for Curaçao
KYC Solutions
Curaçao onboarding reaches sedula holders, Dutch nationals with chip passports, foreign residents on permits and players or investors abroad. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Remote onboarding now calls for liveness detection and a reliable match between the face and the document photo. Shufti's face verification checks both in one capture and defends against masks, replays and injected video, so impersonators fail while real customers pass on the first try.
.Age Verification
The National Ordinance on Games of Chance bars minors from play, so online casinos need an age check before the first bet. Shufti estimates age from a selfie in under five seconds and steps up to a document check when the estimate is close.
.Bank Account Verification
Player payouts and loan disbursements fail, or reach the wrong person, when an account number or holder name is wrong. Shufti validates the account format and matches the holder's name to the verified customer before money moves.
.Address Verification
Curaçao addresses arrive on utility bills, bank letters and leases, each with its own layout. Shufti reads them with layout-aware extraction and fuzzy matching, so a short street name or missing house number does not send the customer back.
.Document Verification
Curaçao onboarding mixes chipless sedulas, chip passports, driving licences, permits and foreign documents. Shufti checks each for screenshots, replays, print-and-scan copies and generative edits, returning a decision within seconds.
.Identity Verification
Separate tools for documents, faces and chips leave gaps an examiner will find. Shufti runs document, biometric, NFC and address checks in one API session, so each customer ends up with a single, complete record.
.KYB Solutions
Business verification in Curaçao means reconciling Chamber of Commerce extracts, establishment licences, CRIB numbers and ownership chains that often run through holding companies, while the UBO register stays closed to firms. Shufti's live registry calls and owner mapping bring that evidence into one file.
Explore MoreBusiness Verification
Onboarding a Curaçao company means confirming its register extract, CRIB number, signatories and everyone who owns or controls 25% or more. Shufti's live registry call confirms the Chamber record, and owners are checked against the UBO declaration and supporting documents the client provides.
.Enhanced Due Diligence
Higher-risk clients, PEPs and layered structures need more than standard due diligence under the NOIS. Shufti's due diligence forms branch by risk, score each answer, send UBO verification links and log every decision, so enhanced reviews follow one documented method.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Perpetual KYC rescreens customers against 4,000+ watchlists, including Curaçao's national terrorist designations and UN Security Council lists, refreshed every 15 minutes, with every alert kept in one case file.
Explore More
Business AML Screening
A company's risk sits with its owners and directors, and NORUT requires a sanctions match to be reported to FIU Curaçao without delay. Shufti screens every owner and director, and perpetual KYB rescreens them whenever ownership or the board changes.
.
Transaction Monitoring
Casinos must complete due diligence once a player's transactions reach NAf 4,000, and gaming transactions of NAf 5,000 or more must be reported to FIU Curaçao. Shufti's library of 500+ pre-built rules tracks both alongside structuring, smurfing and mule activity, with 60% fewer false positives and goAML-ready case bundles.
.Travel Rule
Virtual asset service providers now need a CBCS licence under the 2025 supervision ordinance and run full due diligence under the NOIS. Shufti's Travel Rule solution exchanges originator and beneficiary data through one integration using IVMS101, with a 12,000+ entity directory and four ways to prove unhosted wallet ownership.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit, gives a confidence score and a written reason, and leaves the final call with your MLRO, so analysts spend their time on the matches that matter.
.Built To Fit Curaçao's Compliance Landscape
AML compliance in Curaçao rests on two national ordinances that apply to every service provider, while the CBCS, FIU Curaçao and the CGA each supervise their own sectors under their own rules. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each licence your group holds.
National Ordinance on Identification when Rendering Services (NOIS)
The NOIS (P.B. 2017 no. 92, last amended in 2024) sets customer due diligence for every service provider. Article 1 defines beneficial owners at 25% or more, Article 2 requires ongoing monitoring, Article 3 governs identification without physical contact and Article 7 sets a five-year retention minimum.
National Ordinance on the Reporting of Unusual Transactions (NORUT)
NORUT (P.B. 2017 no. 99, last amended in 2024) requires service providers to report unusual transactions to FIU Curaçao without delay, including any client whose identity matches a sanctions list. Since 2024, the FIU can suspend a transaction for up to five working days, extendable to fifteen.
Central Bank of Curaçao and Sint Maarten (CBCS)
The CBCS supervises banks, insurers, money transfer companies, trust and company service providers, securities intermediaries and virtual asset service providers for AML compliance. Its sector Provisions and Guidelines on Combating Money Laundering and the Financing of Terrorism and Proliferation, mostly issued in June 2023, set detailed expectations.
Financial Intelligence Unit Curaçao (FIU Curaçao)
FIU Curaçao receives unusual transaction reports through its goAML portal, in use since January 2021, and supervises real estate agents, dealers in high-value goods, lawyers, notaries, accountants and tax advisers. Its indicator regulation, last amended in 2024, sets the objective and subjective reporting triggers for each sector.
Curaçao Gaming Authority (CGA)
The National Ordinance on Games of Chance took effect on 24 December 2024, replacing the old offshore gaming law and turning the Gaming Control Board into the CGA, which now licenses operators directly. Under regulations dated January 2025, the CGA supervises casinos and online gaming for AML.
Provisions for Identification and Verification without Physical Contact
Issued jointly by the CBCS, FIU and CGA in July 2026 under Article 3 of the NOIS, the provisions apply to every service provider except money transfer companies. They require liveness detection, pre-implementation fraud testing, audit trails and encryption, and existing solutions must comply by 1 May 2027.
National Ordinance on the Supervision of Virtual Asset Service Providers
Published as P.B. 2025 no. 18 and brought into force by decree later in 2025, the ordinance bars virtual asset services without a CBCS licence. Licensed providers also fall under the NOIS and NORUT, which a 2024 amendment extended to virtual asset, e-money and payment service providers.
Curaçao Chamber of Commerce and Industry
The Chamber keeps the Commercial Register and, since June 2024, the UBO register created by the UBO Registration Decree (P.B. 2024 no. 58). Entities record anyone holding 25% or more and report changes within two weeks, while access is limited to authorities including the Public Prosecutor and Tax Inspector.
Omnibus Sanctions Decree Curaçao
Issued in May 2025 under the Sanctions National Ordinance and the Kingdom Sanctions Act, the decree (P.B. 2025 no. 52) consolidates Curaçao's sanctions measures, gives effect to UN Security Council resolutions and lets the Minister designate entries on the national terrorist list. It was amended in June 2026.
Ministry of Finance and the CFATF Evaluation
The Ministry of Finance coordinates AML policy, published the first National Risk Assessment in May 2023 and adopted a national strategy and action plan in June 2024. In May 2025, the CFATF adopted Curaçao's fourth-round mutual evaluation and placed it under enhanced follow-up, requiring progress within set deadlines.
Kranshi (Public Affairs)
Kranshi keeps Curaçao's population register and issues sedulas, passports and driving licences. The National Ordinance on Identity Cards makes the sedula compulsory from age 12, and the population register ordinance gives private third parties no direct access, so firms rely on verifying the documents customers present.
Curaçao Data Residency and Deployment
No major cloud provider runs a region inside Curaçao, so firms that must keep identity data on the island can deploy Shufti on premises, air-gapped if required. Otherwise Shufti cloud processes data in jurisdictions with strong data protection laws, with locations and transfer terms fixed in the agreement.
National Ordinance on Personal Data Protection
In force since 1 October 2013, the ordinance governs how identity and biometric data is processed and allows transfers outside the Kingdom only where the destination offers an adequate level of protection. Shufti supports it with encryption, role-based access and configurable retention.
Vendor Assurance Under the Remote Identification Provisions
The July 2026 provisions expect outsourced verification providers to show ISO 27001-aligned security and independent SOC or ISAE 3402 Type 2 assurance, with biometric data stored in encrypted form. Shufti holds ISO 27001:2022 certification and SOC 2 Type 2 reports for vendor assessments.
Retention Controls
Retention is configurable by client and licence. Article 7 of the NOIS sets a five-year minimum after a transaction or the end of a relationship, extendable to ten years on FIU instruction, and those minimums are not automatic deletion dates. Legal holds keep records under review.
Encryption and Security
Data is encrypted in transit and at rest, with role-based access, multi-factor authentication for back-office users and audit logging of every access and change, the controls the 2026 provisions list for tamper-proof verification technology. Annual penetration testing checks that those controls hold.
Automated Decisions and Biometric Data
Curaçao's data protection ordinance lets individuals learn the logic behind automated decisions about them. Shufti returns verification results and supporting details through the API and back office, so support teams can explain an outcome and escalate a disputed result to a person.
Scope of Our Role
Shufti processes personal data on your firm's instructions as its processor. Your firm stays responsible for its due diligence decisions and its duties under Curaçao law, and Shufti's privacy notice sets out the limited activities where it acts as an independent controller.

Frequently Asked Questions
Can Curaçao customers onboard remotely under the July 2026 provisions?
Yes. The joint CBCS, FIU and CGA provisions permit remote identification through document authentication, biometric face matching with liveness or videoconferencing. Shufti supports each route, records timestamps and evidence for the audit trail and redirects unclear captures to video or in-person review.
Is a sedula image enough to verify a Curaçao customer?
Not on its own for remote onboarding. The sedula has a machine-readable zone but no chip, so Shufti validates the MRZ, checks security features for tampering and matches the holder's face with liveness. Customers holding a chip passport can add an NFC read.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI adapts to unfamiliar layouts without a template, so a foreign resident's passport or a newly issued ID card is checked for authenticity and data consistency on first sight, with any low-confidence result routed to an analyst for review.
How does Shufti OCR compare with Google OCR for Dutch-language identity documents?
Curaçao documents use Latin script, so the difference shows in field accuracy. Across the languages in its published benchmark, Shufti's OCR averages 93% accuracy against Google Vision's 78.4%, and it keeps diacritics and surname prefixes intact. It returns structured, validated fields from sedulas, passports and deeds, where generic OCR returns raw text that still needs manual entry.
How does Shufti verify ownership when a Curaçao company has several corporate layers?
Shufti pulls the Chamber of Commerce record for each company in the chain, maps shareholdings through every holding layer and collects the client's UBO declaration, since the UBO register is closed to firms. Everyone holding 25% or more is verified and screened.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 2 of the NOIS requires ongoing monitoring of the business relationship and its transactions against what the firm knows of the client. Shufti checks transactions against each profile, rescreens customers as lists change and flags registry, director and ownership changes.
How does Shufti keep screening current and handle Papiamentu and Dutch name variations?
Watchlists, including Curaçao's national terrorist designations, refresh around the clock, and existing customers are rescreened automatically. Phonetic and transliteration rules match Dutch surname prefixes, Papiamentu spellings and double surnames, so a variant spelling still finds its match without flooding analysts.
Can we choose Curaçao hosting or run verification inside our own infrastructure?
Yes. You can deploy Shufti inside your own data centre in Curaçao, with an air-gapped setup where required. Firms using Shufti cloud get processing in jurisdictions with strong data protection laws, the standard the 2026 provisions set for outsourced verification systems.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every access and change. Independent certifications support your vendor assessment, and retention rules let you delete data once your legal minimum has passed and no legal hold applies.
Can we configure different retention periods for different Curaçao licences?
Yes. Retention is set per client, licence and record type, so a bank, an online casino and a trust office in one group can each follow their own policy above the NOIS five-year minimum, and legal holds pause deletion while a case is open.
What does Shufti provide when our compliance team needs to prepare a goAML report?
Shufti's case file holds the customer's verified identity, screening results, transaction history, alerts and analyst notes in one place. Your team exports a report-ready bundle and files it with FIU Curaçao through goAML, inside the deadline the FIU sets for that report type.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as NFC, video identification or address verification by jurisdiction, product and risk tier, so a casino and a bank in the same group can run different flows from one integration.
How does Shufti make verification queries easier for our customer support team?
Every decision is shown in the back office with the reason, the failed check and the captured images, so support staff can tell a customer exactly what to fix. Disputed results go to an analyst, and every action is logged for later review.
