Ecuador IDV/KYC Challenges
Three Cédula Formats, Plus Refugee and Residence Cards
Identity verification in Ecuador meets older cédulas, the chip-enabled electronic cédula issued since 2021 and the cédula digital, plus residence, refugee and asylum cards. Shufti's zero-shot document intelligence checks every format's security features, including redesigns it has never seen.
Keeping Customer Risk Current Requires Continuous Monitoring
Article 43 of Ecuador's 2024 AML law, in force since July 2025, requires ongoing due diligence that tests transactions against what the firm knows about the customer. Shufti checks transactions against each profile, rescreens as sanctions and PEP lists change and flags ownership changes.
Beneficial Owners Start at 10% of Capital
Article 92 of the AML law treats anyone holding 10% or more of a company's capital as a beneficial owner, well below the 25% many group policies assume. Shufti maps ownership to that threshold and checks it against the SRI's REBEFICS filings.
Thin Case Files Strain the Five-Day SISLAFT Deadline
Article 57 gives firms five business days from detection to send UAFE a suspicious transaction report through SISLAFT, and a file missing its evidence eats into that window. Shufti's case management keeps identity, alerts and analyst reasoning together, so each report starts complete.
Documents and Languages
Individual Documents Shufti Verifies in Ecuador
Shufti verifies 14 Ecuadorian identity documents plus passports and ID cards from other countries. The cards below cover the core documents Ecuadorian onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsCédula Digital
The Registro Civil's cédula digital, held in the government's mobile app, has had the same legal validity as the physical card since October 2024, with close to 3 million registrations by August 2026. Shufti validates its QR code and matches a live selfie.
Cédula de Identidad (Cédula de Ciudadanía)
Article 93 of the Ley Orgánica de Gestión de la Identidad y Datos Civiles makes the 10-digit cédula mandatory for adults. Shufti reads the electronic card's contactless chip, matches a live selfie with liveness and confirms the number against Registro Civil records.
Cédulas for Resident Foreigners, Refugee and Asylum Cards
Resident foreigners receive a cédula once the Ministerio de Relaciones Exteriores y Movilidad Humana grants their visa, while refugees and asylum seekers carry their own carnets. Shufti verifies each card, reads its expiry date and matches the holder's face.
Ecuadorian Passport
The Registro Civil has issued ICAO-compliant electronic passports since September 2020. Shufti reads the chip by NFC and checks every passport across nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Migrants, foreign investors and non-resident customers rely on them before they hold an Ecuadorian cédula.
Ecuadorian Driving Licence
The Agencia Nacional de Tránsito issues a plastic licence and a digital licence with QR verification, valid under ANT Resolution 044-DIR-ANT-2020. Shufti checks authenticity, expiry and the photo against a live selfie, which helps delivery and ride-hailing platforms onboard drivers.
Proof of Address
Electricity, water and phone bills from public utilities are verified in the same step as the ID, with the extracted address matched against the one the customer entered at sign-up.
Entity Identity
Escritura de Constitución and SCVS Company Record
Shufti reads the notarised deed of incorporation, including for SAS companies formed online, and confirms the company's status, address and administrators against the Superintendencia de Compañías, Valores y Seguros record with a live registry call at every check.
Estatutos and Capital Structure
AI-OCR reads ownership, capital and signing authority from the company's bylaws and registered amendments, and flags GAN-generated or edited pages.
Certificado de Cumplimiento de Obligaciones
Shufti confirms the company is active and up to date with its SCVS obligations, and flags any entity marked as non-compliant, in liquidation or dissolved.
Nombramiento del Representante Legal
Shufti reads the legal representative's registered appointment, its date and term, then verifies and screens the person named, so only someone with current authority signs for the company.
Business Address Proof
Utility bills and leases are cross-checked against the address held in the company's SCVS record and its RUC.
Tax Identity
Registro Único de Contribuyentes (RUC)
The Servicio de Rentas Internas assigns a 13-digit RUC to every company and individual trading in Ecuador, built on the cédula for individuals. Shufti extracts the number, checks its format and status, and matches the legal name to the SCVS record.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign-owned entities and overseas parents are verified with their home-country tax registrations, and FATCA and CRS self-certifications are captured in the same case file.
Ownership and Control
REBEFICS Beneficial Ownership Register
Article 91 of the AML law requires every legal entity to register its beneficial owners with the SRI, which runs the REBEFICS register with an annual February filing. Shufti extracts everyone holding 10% or more of capital or control, and screens each person it finds.
Shareholder List and Ownership Chart
Shufti reads the shareholder list on the SCVS record and the ownership chart the customer supplies, maps ownership through holding companies, trusts and foreign parents, and screens every person and entity in the chain.
Administrators, Legal Representatives and Authorised Signatories
Each person is identity-verified and screened, and Shufti alerts the case owner when the company record shows a new administrator or legal representative.
Languages We Cover
Spanish, English and Foreign Document Parsing
Ecuadorian cédulas, passports and company records are in Spanish, while migrants and investors bring documents in other scripts. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and averages 93% against Google Vision's 78.4% across its published benchmark. Zero-shot document intelligence reads layouts it has never seen on first sight, so an investor's foreign document needs no template.
Ecuadorian Name Matching
Native phonetic models for 80+ languages match two given names with paternal and maternal surnames, accented and unaccented spellings such as Ordóñez and Ordonez, and compound surnames such as de la Torre in sanctions and PEP screening.
Cross-Document Consistency Checks
Names, dates of birth and cédula numbers are reconciled across the cédula, passport, licence, RUC and REBEFICS filings, so one customer never splits into mismatched records.

Every Verification Route Ecuador Firms Rely On, in One Platform
Article 43 of Ecuador's AML law requires firms to verify identity with reliable documents, data or information from reliable sources, without naming a channel. Shufti supports the cédula digital and Registro Civil checks Ecuadorian firms rely on, plus chip, document and video routes for non-residents and customers without a cédula.
Cédula Digital Verification
LiveCustomers who carry the cédula digital show it on their phone instead of a plastic card. Shufti validates the document's QR code, confirms its details against the civil record and matches the holder's face with liveness.
NFC Chip Verification
LiveShufti reads the contactless chip in the electronic cédula, the Ecuadorian ePassport and most foreign biometric passports and checks it against the printed data, the high-assurance route for customers who do not use the cédula digital.
Document and Face Biometric
LiveShufti authenticates the cédula, passport, residence or refugee card and matches a live selfie with iBeta Level 3 liveness, the route most non-residents and recently arrived migrants take to open an account.
Fraud Prevention Across the Ecuadorian Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Ecuadorian businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for older cédulas, the electronic cédula and Spanish-language documents catches glare, cropping and blur before submission, so customers rarely need a second attempt.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decisions, packaged as report-ready bundles for filing through UAFE's SISLAFT system.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, administrator and transaction changes, managing the full compliance lifecycle.
Cédula Digital and Cédula-First Flow Design
Cédula holders verify through the cédula digital or Registro Civil checks first, while non-residents move to passport and selfie checks in the same flow.
Shufti's IDV/KYC Solutions for Ecuador
KYC Solutions
KYC verification in Ecuador serves cédula holders, resident foreigners, refugees and non-residents, some with the cédula digital and some with an older card. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Remote onboarding depends on proving that the person holding a cédula is its owner. Shufti's face matching delivers a 99.5% first-try pass rate, and DHS RIVR 2025 testing measured a false match rate below 0.001.
.Age Verification
Ecuador's 2026 sports law bans anonymous bets, and many other online services restrict minors. Shufti estimates age from a selfie in under five seconds, blocks 99.8% of underage attempts and falls back to a cédula check when the estimate is close.
.Bank Account Verification
Payouts and direct debits fail when an account number or holder name is wrong. Shufti validates Ecuadorian bank and cooperative account details and matches the holder's name in real time before the first transfer, so funds reach the right customer.
.Address Verification
Utility bills differ by provider and city across Ecuador. Shufti's layout-aware extraction and fuzzy matching verify them at a 99.3% pass rate, and docless checks confirm an address in under three seconds without an upload.
.Document Verification
Ecuadorian onboarding draws on older and electronic cédulas, the cédula digital, passports, and residence and refugee cards. Shufti verifies each within seconds, reading Spanish fields and testing every document for tampering, screenshots and synthetic edits.
.Identity Verification
Separate tools for documents, selfies, Registro Civil checks and addresses split one customer across several records. Shufti runs document, biometric, NFC, address and docless checks in one API session and returns one decision with its evidence.
.KYB Solutions
Business verification in Ecuador means reconciling the SCVS company record, the SRI's RUC and REBEFICS filings, and ownership that often runs through holding companies. Shufti calls the registries live and identifies beneficial owners at the 10% threshold set by Article 92 of the AML law.
Explore MoreBusiness Verification
Onboarding an Ecuadorian company means confirming its SCVS record, RUC, legal representative and everyone who owns or controls 10% or more. Shufti's live registry call pulls that picture together in one check, putting corporate onboarding under two minutes.
.Enhanced Due Diligence
Layered ownership, high-risk sectors, PEP links and cash-heavy activity call for the enhanced due diligence Article 46 of the AML law requires. Shufti's branching questionnaires, configurable risk scoring and verification links for beneficial owners collect the evidence and record every answer.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Shufti's perpetual KYC rescreens every customer against 4,000+ watchlists, including the UN Security Council lists Article 55 of the AML law requires firms to monitor, refreshed every 15 minutes, with every hit in one case file.
Explore More
Business AML Screening
A company's risk often sits with its owners and legal representatives. Shufti screens entities, beneficial owners and administrators against UN Security Council lists, domestic and foreign PEP lists, global sanctions and 50,000+ adverse media sources, and perpetual KYB rescreens the whole portfolio.
.
Transaction Monitoring
Transactions of USD 10,000 or more, alone or combined within a month, must reach UAFE by the 15th of the next month. Shufti's library of 500+ pre-built rules covers structuring, smurfing and mule activity, with 60% fewer false positives and case bundles ready for SISLAFT.
.Travel Rule
Article 52 of the AML law requires originator and beneficiary details to travel with every virtual asset transfer and be kept for ten years. Shufti's single integration connects to major Travel Rule networks, exchanges IVMS101 data and verifies ownership of unhosted wallets before funds move.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit and gives a confidence score with a written reason, so analysts clear obvious false positives quickly while your compliance officer keeps the final call.
.Built To Fit Ecuador's Compliance Landscape
AML compliance in Ecuador starts with the 2024 AML law and UAFE's reporting rules, which apply to every obligated subject, while the Superintendencia de Bancos, SEPS, SCVS and the Junta de Política y Regulación Financiera y Monetaria add sector rules. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each licence your group holds.
Ley Orgánica de Prevención, Detección y Combate del Delito de Lavado de Activos y de la Financiación de Otros Delitos
Published on 29 July 2024 and in force since July 2025, the law replaced the 2016 AML law. Article 43 sets due diligence including ongoing monitoring, Article 92 the 10% ownership threshold and Article 48 ten-year record keeping. Executive Decree 298 of January 2026 is its Reglamento.
Unidad de Análisis Financiero y Económico (UAFE)
UAFE is Ecuador's financial intelligence unit. Obligated subjects register with it, appoint a compliance officer and file through SISLAFT. Article 57 requires suspicious transaction reports within five business days of detection, and Article 58 requires reports on transactions of USD 10,000 or more by the 15th of each month.
Superintendencia de Bancos
Under Article 65 of the AML law, the Superintendencia de Bancos supervises public and private banks, card issuers, exchange houses, payment system entities, cash transport firms and virtual asset service providers for AML. It applies the Junta's AML risk norm alongside its own codified rules for the financial system.
Junta de Política y Regulación Financiera y Monetaria
The Junta now combines the former financial and monetary policy boards. Its Resolution JPRFM-2026-023-T, approved on 27 May 2026, rewrote the AML risk norm for financial obligated subjects, requiring each one to run a PARLAFT prevention programme that covers its entire business and keep electronic transfer data ten years.
Superintendencia de Economía Popular y Solidaria (SEPS)
SEPS supervises savings and credit cooperatives, mutual associations and other entities of the popular and solidarity financial sector. Its AML norm, Resolution SEPS-IGT-2025-0113 of 29 July 2025, sets risk-based prevention duties and requires records to be kept ten years on paper and fifteen years in digital form.
Superintendencia de Compañías, Valores y Seguros (SCVS)
The SCVS keeps the company register and supervises insurers, securities firms, fund managers, factoring, leasing and money transfer companies for AML, along with companies in real estate, construction, vehicle sales and precious metals. It issued new AML norms for the securities and insurance markets on 22 July 2026.
Banco Central del Ecuador (BCE)
The BCE runs Ecuador's national payment system. Its August 2024 statement confirms that crypto assets are neither legal tender nor an authorised means of payment, while virtual asset service providers remain obligated subjects under Article 31 of the AML law, supervised by the Superintendencia de Bancos.
Servicio de Rentas Internas (SRI)
The SRI issues the RUC and runs REBEFICS, the beneficial ownership register required by Article 91 of the AML law. Under Resolution NAC-DGERCGC24-00000033, companies file owners holding 10% or more each February, with data as of 31 December, and report later changes the following month.
Dirección General de Registro Civil, Identificación y Cedulación
The Registro Civil issues cédulas and passports under the Ley Orgánica de Gestión de la Identidad y Datos Civiles, whose Article 93 makes the cédula mandatory for adults and resident foreigners. Resolution 034-DIGERCIC-CGAJ-DPyN-2024 gave the cédula digital the same legal validity as the physical card.
UN Security Council Sanctions in Ecuador
Ecuador publishes no separate national sanctions list. Article 55 of the AML law requires obligated subjects to monitor UN Security Council lists on terrorism and proliferation, Article 79 of the Reglamento has UAFE supply PEP and sanctions data for bulk queries, and CONCLAFT coordinates national AML policy.
GAFILAT Mutual Evaluation of Ecuador
Ecuador is a member of GAFILAT, the FATF-style regional body for Latin America. The mutual evaluation adopted in December 2022 rated Ecuador compliant or largely compliant on 28 of 40 FATF Recommendations, and Ecuador was not on the FATF list of jurisdictions under increased monitoring in June 2026.
Ecuador Data Residency and Deployment
The LOPDP sets no data localisation rule, but transfers abroad need adequate protection or safeguards under Articles 55 to 61. Shufti runs on-premises inside your own infrastructure, including air-gapped deployments, or as SaaS or private cloud, with hosting locations and transfer safeguards fixed in your agreement.
Ley Orgánica de Protección de Datos Personales (LOPDP)
The LOPDP, published in May 2021 with sanctions applying since May 2023, classes biometric data as sensitive, and Article 43 requires breaches to reach the SPDP within five days. Shufti protects identity and biometric data with encryption, role-based access and configurable retention.
SPDP Biometric Data Norm
The Superintendencia de Protección de Datos Personales issued Resolution SPDP-SPD-2026-0039-R in 2026, a general norm on processing biometric data. Shufti uses only the facial data each verification needs, records consent with the check and deletes biometric data on the schedule you set.
Retention Controls
Retention is configurable by client and licence, covering the AML law's ten-year minimum and the fifteen-year term SEPS sets for digital records. Statutory minimums are not automatic deletion dates, and legal holds keep records in place when UAFE or a supervisor asks for them.
Encryption and Security
Data is encrypted in transit and at rest, with role-based access and audit logging throughout. ISO 27001:2022 and SOC 2 Type 2 reports support vendor assessments, including the technology provider reviews that banks and cooperatives run before outsourcing a regulated process.
Automated Decisions and Biometric Data
Article 20 of the LOPDP gives people the right not to be subject to decisions based solely or partly on automated assessments. Shufti returns verification results and supporting reasons through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Under Article 34 of the LOPDP, a data processor (encargado) acts only on the controller's written instructions and may not use the data for other purposes. Shufti processes data as that encargado for your firm, and its privacy notice identifies any activities where it acts independently.

Identity Verification Built Around Your Industry in Ecuador
Open Accounts Remotely Under Superintendencia de Bancos Rules
Banks run a PARLAFT programme under the Junta's 2026 AML norm and verify identity from reliable sources under Article 43 of the AML law. Shufti combines cédula digital, Registro Civil and chip checks in one flow, opens accounts for non-residents through passport NFC and keeps every decision ready for examination.
Frequently Asked Questions
Does Shufti support the cédula digital, and what happens when customers cannot use it?
Yes. Shufti validates the cédula digital's QR code, matches the holder's face and checks cédula data against Registro Civil records. Customers without the cédula digital verify with the electronic cédula's chip, a passport or a residence card in the same flow.
Is scanning a cédula enough, or should verification include its chip?
A scan shows only what is printed, while the electronic cédula's chip holds the holder's data, photo and fingerprints in a form far harder to forge. Shufti reads the chip where the card has one, checks older cards' security features and matches a live selfie.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI adapts to unfamiliar layouts without a template, so a migrant's national ID or a recently redesigned passport is checked for authenticity and tampering like any known format. Refugee and asylum carnets issued in Ecuador are supported as well.
How does Shufti OCR compare with Google OCR for Spanish-language identity documents?
Shufti's OCR reads Spanish fields at 99.7% accuracy, keeps accents and ñ intact and separates paternal and maternal surnames. Across the languages in its published benchmark it averages 93% accuracy against Google Vision's 78.4%, which matters for the documents migrants and foreign investors bring.
How does Shufti verify ownership when an Ecuadorian company has several corporate layers?
Shufti pulls SCVS records for each company in the chain, maps shareholdings through every holding entity and identifies owners at the 10% threshold in Article 92 of the AML law. It then compares the result with the beneficial owners filed in the SRI's REBEFICS register.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 43 of the AML law requires ongoing due diligence that checks transactions against what the firm knows about the customer. Shufti monitors transactions against each customer's baseline, rescreens customers and owners, and alerts you when company, administrator or ownership records change.
How does Shufti keep screening current and handle Ecuadorian name variations?
Watchlists, including the UN Security Council lists Article 55 requires firms to monitor, update within 15 minutes of a change at source. Phonetic matching handles two surnames, accents, ñ and compound names such as de la Cruz, so spelling differences never hide a match.
Can we choose Ecuadorian hosting or run verification inside our own infrastructure?
Yes. Run Shufti on-premises in your own data centre in Ecuador, air-gapped if required, or use SaaS or private cloud. The LOPDP sets no localisation rule, and your agreement names where data is processed and the transfer safeguards Articles 55 to 61 expect.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every access. Biometric data, which the LOPDP treats as sensitive, is used only with consent, limited to what verification needs and deleted on your schedule under the SPDP's biometric norm.
Can we configure different retention periods for different Ecuadorian licences?
Yes. Retention is set per client, licence and record type, so AML records run ten years after the relationship ends or the last transaction under Article 48, and cooperatives can keep digital records fifteen years for SEPS. Legal holds pause deletion when authorities request records.
What does Shufti provide when our compliance team needs to prepare a SISLAFT report?
Shufti's case file holds the customer's verified identity, screening results, transaction history, alerts and analyst notes in one place. Your compliance officer exports a report-ready bundle and files the suspicious transaction or threshold report through SISLAFT within the deadlines in Articles 57 and 58.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as Registro Civil verification, NFC or address verification without code changes. Routing rules send customers to different checks by product, risk tier or residency, so a non-resident moves straight to passport verification.
How does Shufti make verification queries easier for our customer support team?
Every decision is shown in the back office with the reason, the failed check and the captured evidence. Support teams can tell a customer exactly what to fix, such as a glare-covered cédula or an expired residence card, and escalate disputed results to compliance.
