Royal Kram NS/RKM/0620/021 replaced the 2007 law and its 2013 amendment. Securities and Exchange Regulator of Cambodia (SERC)
SERC licenses securities firms and market participants, issues investor IDs and runs a FinTech regulatory sandbox, which granted its first license in January 2024. It is developing the licensing framework for digital asset businesses, alongside the NBC's rules for banks and payment institutions offering cryptoasset services.
Ministry of Commerce Online Business Registration
Companies form under the Law on Commercial Enterprises and register online with the Ministry of Commerce, which issues electronic certificates through CamDX-linked registration.
