Dominican Republic IDV/KYC Challenges
Two Cédula Generations Circulate Until March 2027
KYC in the Dominican Republic now meets two cédulas at once, because the Junta Central Electoral (JCE) began issuing a chip-enabled card in April 2026 and accepts the earlier card nationally until 31 March 2027. Shufti verifies both generations and reads the new card's chip.
Remittance and Exchange Flows Demand Continuous Monitoring
Remittances reached US$11.9 billion in 2025 on preliminary Banco Central figures, and Article 39 of Ley 155-17 requires continuous due diligence on every relationship. Shufti checks transactions against each customer's profile, refreshes sanctions and PEP data every 15 minutes and flags ownership changes.
Six Supervisors Apply Six AML Rulebooks
Ley 155-17 splits AML supervision between the Superintendencia de Bancos, the securities and insurance superintendencies, IDECOOP, the gaming regulator and the DGII, and each issues its own rules. Shufti's AI Journey Builder configures checks by supervisor, product and risk tier.
Thin Case Files Weaken goAML Reports
Article 55 of Ley 155-17 gives obligated firms five business days to report a suspicious operation to the Unidad de Análisis Financiero (UAF), and an incomplete file eats into that time. Shufti's case management keeps identity, screening and transaction evidence together in report-ready bundles.
Documents and Languages
Individual Documents Shufti Verifies in the Dominican Republic
Shufti verifies Dominican identity documents plus passports and ID cards from other countries. The cards below cover the core documents Dominican onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsNew Cédula de Identidad y Electoral
The JCE issues the new polycarbonate cédula with a cryptographic chip. Shufti reads the chip over NFC, runs nine forensic detection layers and biometric liveness, and validates the holder's cédula number and face against the JCE's master registry under your firm's JCE service agreement.
Earlier-Generation Cédula
The previous cédula has no chip and stays valid while holders switch to the new card. Shufti checks its security features, data fields and photo for tampering and alteration, then confirms the cédula number with the JCE under your firm's service agreement.
Cédula for Foreign Residents and DGM Residence Cards
Under Ley 285-04, the Dirección General de Migración (DGM) issues residence cards and the JCE issues a cédula to permanent and temporary residents, now as a silver chip card. Shufti authenticates both, reads the chip where present and matches the holder's face.
Dominican Passport
The Dominican e-passport, issued since January 2026, carries a biometric chip, and earlier booklets stay valid until expiry. Shufti reads the chip by NFC and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Foreign residents, tourists, property investors and non-resident clients onboard with these documents.
Dominican Driving Licence
The Instituto Nacional de Tránsito y Transporte Terrestre (INTRANT) began issuing a laser-engraved polycarbonate licence in March 2026. Shufti checks the authenticity and expiry of both the new and earlier licences and matches the holder's face, giving lenders and mobility platforms a second photo ID.
Proof of Address
Electricity, water, telephone and internet bills and bank statements in the customer's name are verified in one step with the ID, with the name and address matched against the cédula or passport and the application.
Entity Identity
Certificado de Registro Mercantil
The Cámaras de Comercio y Producción keep the Registro Mercantil under Ley 3-02 and issue electronic certificates with a verification code. Shufti validates the certificate against live registry data at every check, confirming the company's status, managers and registered address.
Estatutos Sociales and Shareholder Meeting Minutes
AI-OCR reads ownership, capital and signing authority from the statutes and minutes of SRLs, SAs and SASs formed under Ley 479-08, and flags GAN-generated or edited pages before an analyst relies on them.
Business Address Proof
Leases, utility bills and bank statements in the company's name are cross-checked against the registered address on the Registro Mercantil certificate, so a mismatch or a virtual office surfaces before the account opens.
Tax Identity
Registro Nacional de Contribuyentes (RNC)
The Dirección General de Impuestos Internos (DGII) assigns companies a nine-digit RNC, while individuals use their cédula number. Shufti extracts the RNC from incorporation and tax documents and cross-checks the name and status against DGII records.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign-owned entities and overseas parents are verified with their home-country tax registrations, and FATCA and CRS self-certifications are captured, signed and checked for consistency with the entity's other records.
Ownership and Control
Beneficial Owner Declarations to the DGII
Under Article 104 of Ley 155-17 and Decreto 408-17, companies declare everyone holding 20% or more, or exercising effective control, to the DGII at RNC registration and in the annual IR-2 return. Shufti extracts each declared owner and screens them.
Shareholder Register and Ownership Chart
Shufti maps ownership through intermediate companies and trusts to the people at the top of the chain, and screens every shareholder and controller against sanctions, PEP and adverse media lists.
Managers, Directors and Authorised Signatories
Each manager, director and legal representative is identity-verified and screened, and Shufti alerts the case owner when the Registro Mercantil records a change in who runs or represents the company.
Languages We Cover
Spanish, English and Expat Document Parsing
Dominican cédulas, passports, licences and registry certificates are issued in Spanish, while foreign residents arrive with documents in many languages. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy, keeps accents such as á, é and ñ intact and averages 93% against Google Vision's 78.4% in its published benchmark. Zero-shot document intelligence reads unseen layouts on first sight, without waiting for a template.
Dominican Name Matching
Phonetic models handle compound given names, paternal and maternal surnames, particles such as "de" and "del" and dropped accents in sanctions and PEP screening, so a reordered or unaccented name still reaches its true match.
Cross-Document Consistency Checks
Names, dates of birth and identifiers are reconciled across the cédula, passport, licence, RNC records and beneficial owner declarations, so one inconsistent detail is flagged before approval.

Every Verification Route Dominican Republic Regulators Recognize, in One Platform
Circular SB CSB-REG-2026000013, issued in July 2026, lets financial intermediaries onboard customers remotely when identity is verified against a cédula or passport with proof of life, giving confidence equivalent to in-person onboarding, and allows video identification as an added control. Shufti supports these routes, plus chip, database, document and video routes for non-residents and customers without a cédula.
JCE Master Registry and Biometric Validation
LiveUnder your firm's JCE service agreement, Shufti checks the cédula number against the Archivo Maestro de Cedulados and runs Validación Biométrica de Identidad on the customer's face, storing every JCE response in the case file.
Docless Database (eIDV)
LiveCustomers who cannot complete a document capture verify with their cédula number and personal details against the JCE master registry through your firm's service agreement, with a decision in seconds, no upload and the source recorded in the case file.
NFC Chip Verification
LiveShufti reads the chip in the new cédula, the foreign residents' cédula, the Dominican e-passport and most foreign biometric passports, the high-assurance route for non-residents and for customers who already hold a chip card.
Document and Face Biometric
LiveShufti authenticates the cédula or passport, then matches a live selfie with iBeta Level 3 liveness, delivering the proof of life the circular asks for on the route most non-residents take.
Fraud Prevention Across the Dominican Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Dominican businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for both cédula generations, chip reads and Spanish-language documents catches glare, cropping and blur before submission, so customers rarely need a second attempt.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decisions, packaged as report-ready bundles for filing through the UAF's goAML system.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, director and transaction changes, managing the full compliance lifecycle.
JCE and Cédula-First Flow Design
Dominicans and residents verify through the cédula chip and JCE validation first, while non-residents move to passport verification in the same flow.
Shufti's IDV/KYC Solutions for the Dominican Republic
KYC Solutions
Customer verification in the Dominican Republic serves cédula holders on two card generations, foreign residents, non-resident investors and Dominicans onboarding from abroad. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Remote account opening depends on matching a live face to the cédula or passport photo. Shufti's face matching delivers a 99.5% first-try pass rate, and DHS RIVR 2025 testing measured a false match rate below 0.001.
.Age Verification
Licensed gaming operators may only accept players aged 18 and over, and other services restrict minors too. Shufti estimates age from a selfie in under five seconds, blocks 99.8% of underage attempts and falls back to a document check when the estimate is close.
.Bank Account Verification
Payouts and transfers fail when an account number or holder name is wrong. Shufti validates Dominican bank account details and matches the holder's name in real time before the first transfer, so funds reach the right customer.
.Address Verification
Electricity, water and telecom bills differ by provider and region. Shufti's layout-aware extraction and fuzzy matching verify them at a 99.3% pass rate, and docless checks confirm an address in under three seconds without an upload.
.Document Verification
Dominican onboarding draws on two cédula generations, the foreign residents' cédula, e-passports, licences and registry certificates. Shufti verifies each within seconds, reading Spanish fields and testing every document for tampering, screenshots and synthetic edits.
.Identity Verification
Separate tools for documents, selfies, JCE checks and addresses split one customer across several records. Shufti runs document, biometric, NFC, address and docless checks in one API session and returns one decision with its evidence.
.KYB Solutions
Business verification in the Dominican Republic means reconciling Registro Mercantil certificates, RNC records and ownership that often runs through holding companies. Shufti calls the registries live and identifies beneficial owners at the threshold Decreto 408-17 sets.
Explore MoreBusiness Verification
Onboarding a Dominican company means confirming its Registro Mercantil status, RNC, signatories and everyone who owns or controls 20% or more. Shufti's live registry call confirms the Registro Mercantil record, and declared owners are checked against the shareholder register and the DGII declaration the company provides.
.Enhanced Due Diligence
Layered ownership, high-risk sectors, PEP links and registry mismatches call for a deeper review. Shufti's branching questionnaires, configurable risk scoring and verification links for beneficial owners collect the evidence and record every answer in the case file.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Shufti's perpetual KYC rescreens every customer against 4,000+ watchlists, including the UN Security Council lists the UAF distributes and national designations under Decreto 407-17, refreshed every 15 minutes, with every hit in one case file.

Business AML Screening
A company's risk often sits with its owners and managers. Shufti screens entities, beneficial owners and directors against UN and national designations, global sanctions lists and 50,000+ adverse media sources, and perpetual KYB rescreens the whole portfolio.
.
Transaction Monitoring
Article 52 of Ley 155-17 requires cash transactions of US$15,000 or more, single or multiple, to be reported to the UAF. Shufti's library of 500+ pre-built rules covers structuring, smurfing and mule activity, with 60% fewer false positives and report-ready case bundles for goAML.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit and gives a confidence score with a written reason, so analysts clear obvious false positives quickly while your compliance officer keeps the final call.
.Built To Fit the Dominican Republic's Compliance Landscape
Ley 155-17 and its regulations apply to every obligated firm in the Dominican Republic, while the Superintendencia de Bancos, the securities and insurance superintendencies, IDECOOP, the DGII and the gaming regulator add their own rules. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each licence your group holds.
Ley 155-17 Against Money Laundering and Terrorist Financing
Ley 155-17 replaced most of Ley 72-02 in June 2017. Article 38 requires firms to identify and verify each customer and beneficial owner, Article 39 requires continuous due diligence, Article 46 treats PEPs as high risk and Article 43 keeps records at least 10 years after the relationship ends.
Decreto 408-17 (Reglamento de Aplicación de la Ley 155-17)
The implementing regulation of Ley 155-17 sets the beneficial ownership test at a holding of 20% or more, or effective control by other means. Articles 38 and 39 require companies and other legal entities to identify those owners and declare them to the DGII, which collects the declarations.
Unidad de Análisis Financiero (UAF)
The UAF is the Dominican Republic's financial intelligence unit and receives reports through its goAML platform. It takes suspicious operation reports and the cash transaction reports Article 52 requires, and Article 53 has firms send the previous month's cash records within the first 10 calendar days.
Junta Monetaria and Banco Central de la República Dominicana (BCRD)
The Junta Monetaria sets the rules for the financial system. Its Reglamento de Sistemas de Pago, rewritten in August 2025, requires e-money issuers, wallet providers and other payment firms to run money laundering risk controls, and bars payment system participants from offering products based on virtual assets.
Superintendencia de Bancos (SB)
The SB supervises banks, exchange agents and remittance firms. Circular SB 005/22 sets its due diligence rules, and Circular CSB-REG-2026000013 limits remote onboarding to low and medium-risk products, requires prior SB non-objection and keeps verification evidence for 10 years from onboarding.
Superintendencia del Mercado de Valores (SIMV)
The SIMV supervises securities intermediaries, fund managers and other participants in the market governed by Ley 249-17. Its AML regulation, R-CNMV-2018-12-MV, was amended by R-CNMV-2025-04-MV in 2025 and sets how market participants apply the customer due diligence and reporting duties of Ley 155-17.
Superintendencia de Seguros (SIS)
The SIS supervises insurers, reinsurers and insurance brokers under Ley 146-02, all of which Article 32 of Ley 155-17 lists as financial obligated subjects. Resolución 07-2017 approved the sector's AML norm, which sets how insurers apply due diligence, beneficial owner and reporting duties.
Instituto de Desarrollo y Crédito Cooperativo (IDECOOP)
IDECOOP supervises savings and credit cooperatives, which Article 32 of Ley 155-17 lists among financial obligated subjects. Cooperatives therefore carry the same identification, beneficial owner, monitoring and reporting duties as banks, applied through IDECOOP's own AML norm for the cooperative sector.
Dirección General de Impuestos Internos (DGII)
The DGII supervises obligated subjects with no other supervisor, including real estate agents, builders, lawyers, notaries, accountants, vehicle dealers and jewellers, through Normas 01-18 to 05-18. It also receives the beneficial owner declarations companies file with their RNC records and annual returns.
Ley 86-26 and the Dirección General de Juegos de Azar
Ley 86-26, published in the Gaceta Oficial on 2 October 2026, regulates gambling and creates the Dirección General de Juegos de Azar. The Dirección de Casinos y Juegos de Azar issued Resolución 217-2025 on AML for casinos and betting, and Resolución 184-2026 on an 18+ age limit and national self-exclusion.
Junta Central Electoral (JCE)
The JCE issues the cédula and keeps the Archivo Maestro de Cedulados. Its 2020 regulation lets companies query cédula data and validate a fingerprint or face under a service agreement, with the holder's written authorisation, and the JCE answers each biometric check with a similarity score.
UN Security Council Sanctions and Decreto 407-17
Decreto 407-17 has the Ministry of Foreign Affairs pass UN Security Council lists to the UAF for dissemination, and lets the Dirección Nacional Antiterrorista designate people for the national list. Articles 82 to 84 of Ley 155-17 require obligated firms to check those lists and freeze designated assets.
Comité Nacional contra el Lavado de Activos y Financiamiento del Terrorismo (CONCLAFIT)
Created by Article 88 of Ley 155-17, CONCLAFIT coordinates national AML policy, with the UAF as its technical secretariat. It published the executive report of the country's second National Risk Assessment in November 2024, and its resolutions update fines and the cash payment limits in Article 64.
Dominican Republic Data Residency and Deployment
No hyperscale cloud region operates in the Dominican Republic yet, so the agreement names where Shufti stores and processes data, or Shufti deploys on-premises inside your own infrastructure, air-gapped if required. Either option gives the Superintendencia de Bancos the visibility its outsourcing rules expect.
Ley 172-13 on Personal Data Protection
Ley 172-13 requires free, express and conscious consent, in writing or an equivalent medium, unless an exception in Article 27 applies, and Article 80 governs transfers abroad. Shufti captures consent in the flow, encrypts identity and biometric data and applies configurable retention.
Superintendencia de Bancos Outsourcing Rules
Circular SB 011/12 requires banks to describe any data kept or processed abroad and to give the SB permanent access to it, and the 2025 Reglamento sobre Riesgo Operacional lets the SB review outsourced processes at the provider. Shufti supports both with audit logs and contractual access rights.
Retention Controls
Retention is configurable by client and licence, covering the 10-year AML minimum and the 10 years of onboarding evidence the SB expects. Statutory minimums are not automatic deletion dates, and legal holds keep records in place when an investigation or examination is under way.
Encryption and Security
Data is encrypted in transit and at rest, with role-based access and audit logging throughout. ISO 27001:2022 and SOC 2 Type 2 reports support vendor assessments, including the reviews banks run under the Junta Monetaria's Reglamento de Seguridad Cibernética y de la Información.
Automated Decisions and Biometric Data
Ley 172-13 has no rule on automated decisions, but JCE biometric checks need the holder's written authorisation. Shufti records that authorisation and returns verification results and reasons through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Shufti processes personal data on the firm's instructions as its service provider, while the firm stays responsible for its own files under Ley 172-13 and for its duties under Ley 155-17. Shufti's privacy notice identifies any activities where it acts independently.

Identity Verification Built Around Your Industry in the Dominican Republic
Open Accounts Remotely Under The SB Onboarding Circular
Banks need prior SB non-objection before onboarding customers digitally, may do so only for low and medium-risk products and must keep the verification evidence. Shufti combines cédula chip reads, JCE validation under your service agreement, liveness and video identification in one flow, with every result stored in the case file.
Frequently Asked Questions
Does Shufti support JCE identity validation, and what happens when customers cannot use it?
Yes. Under your firm's JCE service agreement, Shufti checks the cédula number against the master registry and runs JCE biometric validation on the customer's face. Customers who cannot complete it, including non-residents without a cédula, move to passport NFC or document and selfie verification in the same flow.
Is scanning a cédula enough, or should verification include its chip?
For the new cédula, the chip adds assurance a scan cannot. Shufti reads the chip's data and compares it with the printed card, so a cloned or altered card fails. Earlier cédulas have no chip, so Shufti relies on forensic checks and JCE validation.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI adapts to unfamiliar layouts without a template, checking a foreign resident's national ID or a recently redesigned passport for authenticity and tampering like any known format. The holder is then matched to a live selfie with liveness in the same session.
How does Shufti OCR compare with Google OCR on the foreign documents Dominican firms receive?
Shufti's document-tuned OCR reads Spanish fields with accents intact. Across the languages in its published benchmark it averages 93% accuracy against Google Vision's 78.4%, so foreign residents' documents are extracted accurately and transliterated for sanctions screening.
How does Shufti verify ownership when a Dominican company has several corporate layers?
Shufti pulls Registro Mercantil records for each company in the chain, maps shareholdings through every holding entity and identifies owners at the 20% threshold. It then compares the result with the beneficial owner declaration the company filed with the DGII.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 39 of Ley 155-17 requires continuous due diligence and review of transactions against the customer's profile. Shufti monitors transactions against each customer's baseline, rescreens customers and beneficial owners, and alerts you when registry, manager or ownership records change.
How does Shufti keep screening current and handle Dominican name variations?
Watchlists, including UN Security Council lists and national designations under Decreto 407-17, update within 15 minutes of a change at source. Phonetic matching handles compound surnames, particles such as "de" and missing accents, so a spelling difference does not hide a true match.
Can we choose where data is hosted or run verification inside our own infrastructure?
Yes. Your agreement names the hosting location and transfer arrangements, or Shufti deploys on-premises in your own environment, air-gapped if required. Either way you hold the data description and access terms the Superintendencia de Bancos expects for outsourced processing abroad.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every access. Biometric data is processed with the customer's consent, limited to what verification needs and deleted on your schedule, in line with the consent and security duties of Ley 172-13.
Can we configure different retention periods for different Dominican licences?
Yes. Retention is set per client, licence and record type, so AML records run their 10-year clock from the end of the relationship or the occasional transaction, and onboarding evidence from the date of onboarding. Legal holds pause deletion when an authority requests records.
What does Shufti provide when our compliance team needs to prepare a goAML report?
Shufti's case file holds the customer's verified identity, screening results, transaction history, alerts and analyst notes in one place, linked to the alert that opened the case. Your team exports a report-ready bundle and files the suspicious operation or cash transaction report with the UAF through goAML.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as JCE validation, NFC or video identification without code changes. Routing rules send customers to different checks by supervisor, product or risk tier, so higher-risk customers get extra steps while low-risk customers finish quickly.
How does Shufti make verification queries easier for our customer support team?
Every decision is shown in the back office with the reason, the failed check and the captured evidence. Support teams can tell a customer exactly what to fix, such as a glare-covered cédula or an expired residence card, and escalate disputed results to compliance.
