Bolivia IDV/KYC Challenges
Bolivia Has Been on the FATF Grey List Since June 2025
KYC in Bolivia carries more weight since the FATF placed the country under increased monitoring in June 2025, with an action plan on beneficial ownership, professional-firm supervision and money laundering cases. Shufti gives firms SEGIP-checked identities, screened owners and case files that hold up to closer review.
New UIF Rules for Financial Entities Arrived in 2026
The UIF issued a new instructivo for financial entities in March 2026 and rewrote its cash and electronic reporting thresholds in June, giving entities 90 days to adapt. Shufti's AI Journey Builder updates checks by product and risk tier without rebuilding onboarding.
Beneficial Owners Are Declared, Not Always Verified
Companies declare owners holding 20% or more to SEPREC and the tax service, but the FATF action plan still asks Bolivia to sanction breaches of those duties. Shufti maps ownership from company documents and registry data and screens every 20% holder.
Thin Case Files Weaken Reports to the UIF
Article 57 of the UIF instructivo requires a suspicious transaction report within 24 hours of an operation being judged suspicious, with no minimum amount and supporting documents attached. Shufti's case management keeps identity, screening and transaction data together in report-ready bundles.
Documents and Languages
Individual Documents Shufti Verifies in Bolivia
Shufti verifies 12 Bolivian identity document types plus passports and ID cards from other countries. The cards below cover the core documents Bolivian onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsCédula de Identidad Digital (SEGIP Digital)
Adults can carry their cédula in SEGIP's official app, where it stays valid for two years and is protected by a dynamic QR code. Shufti confirms the digital card's CI number and holder details against SEGIP records and matches the live face before approval.
Cédula de Identidad (CI)
SEGIP is the sole issuer of the CI under Ley 145, and each card carries a fingerprint, a photo and an online verification code. Shufti checks the card's security features, matches a live face and confirms the CI against SEGIP records.
Cédula de Identidad de Extranjero
Foreigners holding a residence permit from the Dirección General de Migración receive this SEGIP-issued card. Shufti verifies it through the same SEGIP route as a citizen's CI and records the holder's resident status in the case file.
Bolivian Passport
The Dirección General de Migración issues Bolivia's electronic passport. Shufti reads its chip by NFC and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Non-resident investors, visiting workers and foreign directors of Bolivian companies onboard with these documents in the same flow.
Bolivian Driving License
SEGIP issues driving licenses as a plastic card and as a digital license in the SEGIP Digital app. Shufti checks authenticity, expiry and the face match, a fit for lenders, car rental firms and delivery platforms.
Proof of Address
Domicile is part of the customer data the UIF instructivo lists, and the CI records an address too. Shufti reads electricity and water bills and bank statements, then matches the name and address to the CI in one step.
Entity Identity
Matrícula de Comercio (SEPREC)
SEPREC took over Bolivia's commercial register on 1 April 2022 and issues the matrícula every company keeps current through annual renewal. Shufti checks the matrícula for tampering and matches the company name, number and status against live registry data at every check.
Testimonio de Escritura de Constitución
A notarised deed founds every Bolivian company and records its partners, capital and administrators. AI-OCR reads ownership, capital and signing authority from the testimonio and its amendments, and flags GAN-generated or edited pages before they reach an analyst.
Registered Powers of Attorney
The UIF instructivo lists registered powers among the documents firms collect from a company client. Shufti reads who holds authority and for which acts, then matches each attorney to the person actually onboarding or signing.
Business Address Proof
The principal office address on the SEPREC record and the tax registration is cross-checked against recent electricity or water bills, so a borrowed, virtual or mail-drop address surfaces before the company is approved.
Tax Identity
Número de Identificación Tributaria (NIT)
The Servicio de Impuestos Nacionales (SIN) issues the NIT through its Registro Nacional de Contribuyentes and, since August 2026, QR-verifiable registration certificates. Shufti extracts the NIT, legal name and tax address and checks them against the SEPREC record.
Foreign Tax Registrations
Foreign parent companies and non-resident founders are verified against their home tax registrations, and Shufti flags any mismatch between those records, the Bolivian NIT, the shareholder list and the ownership chart before onboarding completes.
Ownership and Control
Beneficial Owner Declarations
Decreto Supremo 5200 of 2024 requires companies on the commercial register to declare their beneficial owners to SEPREC, and the SIN keeps a second register updated every year. Shufti extracts every declared owner at 20% and above and screens them.
Shareholder List and Ownership Chart
Where a chain of companies sits between the client and its owner, Article 39 of the UIF instructivo asks for each entity's name, NIT, registration and qualifying holders. Shufti maps every layer through intermediate companies to the people at the top and screens them.
Directors, Legal Representatives and Signatories
Each director, legal representative and authorized signatory is identity-verified through the cédula or a passport and screened against sanctions and PEP lists, and Shufti alerts the team when a SEPREC filing changes who controls the company.
Languages We Cover
Spanish, English and Expat Document Parsing
Bolivian identity documents are printed in Spanish, and non-residents bring documents in many other scripts. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy, including accented characters and the CI number on every cédula design. It averages 93% accuracy against Google Vision's 78.4% in its published benchmark, and zero-shot document intelligence reads a new design on first sight, with no template.
Bolivian Name Matching
Bolivians usually carry two surnames, paternal then maternal, and records may drop or reorder one of them. Phonetic and spelling-variant rules keep these forms from splitting one person into several identities in sanctions and PEP screening.
Cross-Document Consistency Checks
Names and the CI number are reconciled across the physical and digital cédula, passport, driving license, NIT records and SEPREC ownership declarations, so a mismatch between any two records surfaces before a customer or company is approved.

Every Verification Route Bolivian Firms Rely On, in One Platform
The UIF instructivo requires firms to confirm each customer's identity by consulting SEGIP through its system (Article 34) and to weigh non-face-to-face service as a channel risk (Article 25). Shufti supports the SEGIP route and the digital cédula, plus chip, database, document and video routes for non-residents and customers without a CI.
SEGIP Online Verification
LiveArticle 34 makes the SEGIP consultation the official online check, with a CI photocopy only when the system is down. Shufti validates the CI against SEGIP as the customer onboards and stores the response as evidence.
SEGIP Digital Cédula
LiveCustomers who carry the digital cédula present it from their phone instead of a plastic card. Shufti captures it, confirms the CI with SEGIP and pairs it with a live selfie in the same session.
Docless Database (eIDV)
LiveCustomers enter their CI number and date of birth, and Shufti checks them against government identity records without a document upload, returning a decision in seconds that suits lower-risk products under simplified due diligence.
NFC Chip Verification
LiveShufti reads the chip in Bolivia's electronic passport and in most foreign biometric passports by NFC, checking the signed chip data against the printed page. This is the high-assurance route for travelers, expats and customers without a CI.
Document and Face Biometric
LiveiBeta Level 3 certified liveness confirms a real person is present before Shufti matches the face to the document photo. This is the route most non-residents and foreign directors of Bolivian companies take.
Fraud Prevention Across the Bolivian Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Bolivian businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for cédulas and Spanish-language bills catches glare, blur and cropped edges before submission, so fewer customers are asked to try again.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decision history, packaged as report-ready bundles for ROS filing with the UIF.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file, while perpetual KYC/KYB tracks ownership, director and transaction behavior changes.
SEGIP Digital and CI-First Flow Design
Bolivians and resident foreigners verify through SEGIP and the cédula first, while non-residents move to passport verification in the same flow.
Shufti's IDV/KYC Solutions for Bolivia
KYC Solutions
Bolivian customers arrive with a physical or digital cédula, resident foreigners with a Cédula de Identidad de Extranjero and non-residents with foreign passports. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
The UIF instructivo treats non-face-to-face service as a channel risk, which puts weight on the selfie. Shufti pairs iBeta Level 3 liveness with a 99.5% first-try pass rate, so genuine customers clear the step quickly.
.Age Verification
Gaming operators and age-restricted platforms need to tell adults from minors before an account opens. Shufti estimates age from a selfie in under 5 seconds and falls back to the cédula's date of birth when the estimate is close.
.Bank Account Verification
Loan disbursements, payouts and remittance credits go wrong when the account belongs to someone else. Shufti validates the account number and matches the account holder's name to the verified customer in real time.
.Address Verification
Bolivian utility bills and bank statements all use different layouts. Shufti's layout-aware extraction reads the name, address and issue date, fuzzy-matches them to the cédula and rejects documents older than the accepted window.
.Document Verification
Older cédula formats stay valid until they expire, alongside the current card and its digital version. Shufti verifies each design, plus passports and licenses, within seconds and flags tampering, screenshots and replayed images.
.Identity Verification
Identity verification in Bolivia often spreads one customer across separate tools for documents, selfies, SEGIP checks and addresses. Shufti runs document, biometric, NFC, address and eIDV checks in one API session, with one decision and one audit record.
.KYB Solutions
Due diligence on a Bolivian company starts with the SEPREC matrícula and deed, follows owners through holding companies, and identifies the beneficial owners Decreto Supremo 4904 defines. Shufti's live registry calls keep that picture current.
Explore MoreBusiness Verification
Onboarding a Bolivian company means confirming its matrícula, NIT, legal representative and everyone who owns or controls 20% or more. Shufti's live registry call pulls that picture together in one check, putting corporate onboarding under two minutes.
.Enhanced Due Diligence
The UIF instructivo requires intensified due diligence for high-risk customers and specific measures for politically exposed persons (Article 54). Shufti's branching questionnaires score each answer, flag source-of-funds gaps and request owner verification by link.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Shufti's perpetual KYC rescreens every customer against 4,000+ watchlists, including the UN Security Council lists Bolivian firms must check under Article 48, refreshed every 15 minutes, with every hit kept in one case file.
Explore More
Business AML Screening
A Bolivian company's risk often sits with its partners and legal representatives. Shufti screens the entity and every owner and administrator against UN designations, PEP and adverse media sources, and perpetual KYB rescreens them whenever a SEPREC filing changes the company.
.
Transaction Monitoring
Under RA UIF/050/2026, financial entities report cash operations from USD 10,000 and domestic transfers from USD 2,000 to the UIF. Shufti's library of 500+ pre-built rules covers structuring, smurfing and mule activity, cuts false positives by 60% and builds case bundles ready for the UIF.
.Travel Rule
FATF standards expect originator and beneficiary data to travel with every virtual asset transfer. Shufti's Travel Rule solution exchanges IVMS101 data across major networks through one integration and verifies ownership of unhosted wallets before funds move.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits, and paired surnames multiply them. Shufti's AI Compliance Co-Pilot reviews every hit, assigns a 0 to 100 confidence score with a written reason, and leaves the final call with your compliance officer.
.Built To Fit Bolivia's Compliance Landscape
AML compliance in Bolivia runs under Ley 393 and the UIF's instructivos, with ASFI, the APS and the gaming authority supervising their sectors, while SEGIP, SEPREC and the tax service hold the records firms verify against. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each license your group holds.
Ley 393 de Servicios Financieros
Bolivia's 2013 financial services law makes the UIF the body that sets anti-money laundering rules (Article 495). It requires financial entities to apply know-your-customer policies whose scope ASFI regulates (Article 501), and to follow the due diligence procedures and other provisions the UIF issues (Article 502).
Unidad de Investigaciones Financieras (UIF)
Bolivia's financial intelligence unit registers obliged entities and receives their reports. Its instructivo for financial entities, RA UIF/016/2026 as amended by RA UIF/050/2026, sets the 20% beneficial owner threshold (Article 39), the 24-hour suspicious transaction report (Article 57) and record retention (Article 66).
Autoridad de Supervisión del Sistema Financiero (ASFI)
ASFI supervises banks, other financial entities and the securities market. Its regulation on supervising AML obligations sits in Book 3, Title X of the RNSF, and its information security regulation now requires ASFI's no-objection before a supervised entity contracts cloud computing services.
Banco Central de Bolivia (BCB)
The central bank oversees the national payment system. Board Resolution 082/2024 of June 2024 lifted the 2020 ban on virtual assets in that system, and fintech firms that offer virtual asset services now operate under Decreto Supremo 5384 of 2025 and ASFI's fintech regulation.
Autoridad de Fiscalización y Control de Pensiones y Seguros (APS)
The APS supervises insurers and the wider insurance market. Insurance companies are obliged entities and follow a UIF instructivo written for their sector, issued in 2022 and amended in 2024, alongside the registration and reporting duties every obliged entity carries with the UIF.
Autoridad de Fiscalización del Juego (AJ)
The AJ licenses and supervises gaming, and Article 495 of Ley 393, as amended by Ley 856, gives it the duty to oversee compliance with UIF norms in its sector. Casinos and other gaming operators apply a UIF instructivo issued in 2023 and amended in 2024.
Servicio General de Identificación Personal (SEGIP)
SEGIP is the only issuer of the cédula and the driving license under Ley 145 of 2011. Decreto Supremo 4342 of 2020 requires every CI to carry an online, real-time verification code, and the UIF requires financial entities to consult SEGIP when they identify a customer.
Servicio Plurinacional de Registro de Comercio (SEPREC)
SEPREC has run the commercial register since 1 April 2022 under Ley 1398 and Decreto Supremo 4596, replacing the former private operator. Since Decreto Supremo 5200 of 2024, it also receives each company's beneficial owner declaration and refers companies that fail to file for sanction.
Servicio de Impuestos Nacionales (SIN)
The SIN registers taxpayers and issues the NIT. Since RND 10-25-00000005 of January 2025, companies report their beneficial owners at tax registration and update them every year with the profits tax return, and an August 2026 resolution added online NIT status checks.
UN Security Council Sanctions Lists
Ley 262 of 2012 sets Bolivia's procedure for freezing the funds of people and entities on UN lists, with the foreign ministry passing designations to the UIF, which orders the freeze. Article 48 of the instructivo requires checks at onboarding and throughout the relationship.
Ciudadanía Digital (AGETIC)
Ley 1080 of 2018 created Bolivia's digital citizenship, which lets citizens and resident foreigners aged 18 or over complete procedures online without appearing in person. Enrolment checks the applicant against SEGIP records and adds a liveness photo reviewed by a registration operator.
GAFILAT
GAFILAT, the regional FATF-style body, adopted Bolivia's fourth-round mutual evaluation in December 2023 and reviewed its technical compliance again in July 2025. Bolivia has appeared on the FATF list of jurisdictions under increased monitoring since June 2025 and stayed on it in June 2026.
Bolivia Data Residency and Deployment
Bolivia has no region from a major public cloud provider, so Shufti runs on-premises in your own infrastructure, air-gapped if required, keeping identity data inside the country. Where you choose Shufti's cloud, hosting locations and transfer arrangements are defined in your agreement.
Constitutional Privacy Protections
Bolivia has no general personal data protection law yet, and AGETIC's 2024 draft bill is still a proposal. The Constitution protects privacy (Article 21) and gives people the acción de protección de privacidad (Article 130). Shufti uses biometric data only for verification.
ASFI Cloud Computing Rules
Since Circular ASFI/955/2026 of June 2026, a financial entity needs ASFI's no-objection before contracting cloud services, and new contracts must carry the content the regulation sets. Shufti supplies the certifications, audit reports and contract terms entities file with that request.
Retention Controls
The UIF instructivo and Decreto Supremo 4904 keep due diligence and transaction records for at least 10 years after a transaction or relationship ends. Shufti configures retention by client and license, applies legal holds and treats statutory minimums as floors, not deletion dates.
Encryption and Security
Shufti encrypts data in transit and at rest and logs every access under role-based permissions. Its ISO 27001:2022 certification and SOC 2 Type 2 report give banks, insurers and fintech firms the evidence their vendor reviews ask for before signing.
Automated Decisions and Biometric Data
Customers want to know why a check failed, and ASFI's information security rule now defines personal data for the entities it supervises. Verification results, reasons and evidence are available through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Article 32 of the UIF instructivo bars firms from delegating customer and beneficial owner identification to third parties, so the decision stays with you. Shufti processes data only on your written instructions as a service provider, and its privacy notice identifies any activities it carries out independently.

Identity Verification Built Around Your Industry in Bolivia
Verify Every Customer Through SEGIP And Keep Data Current
Banks and other financial entities follow the UIF instructivo under ASFI supervision, consulting SEGIP for each customer and refreshing data every two or three years by risk (Article 47). Shufti verifies the cédula against SEGIP, matches a live face, screens every customer and rescreens the book.
Frequently Asked Questions
Does Shufti support the SEGIP Digital cédula, and what happens when customers cannot use it?
Yes. Shufti captures the digital cédula from the SEGIP Digital app, confirms the CI with SEGIP and matches a live selfie. Customers without the app use their plastic CI, while non-residents move to passport NFC, document and face biometrics or video identification.
Is a cédula image enough to verify a Bolivian customer?
No. An image can be edited, replayed or printed from a template, and the UIF instructivo requires an official SEGIP consultation. Shufti checks the cédula's security features, runs a liveness check, matches the live face to the card and confirms the CI with SEGIP.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI adapts to unfamiliar layouts without a template, so a non-resident's national ID or a newly redesigned card can be verified on first sight, with forensic checks and face matching running as they do for familiar documents.
How accurately does Shufti read Bolivian identity documents?
Shufti's OCR reads the Spanish fields on the cédula, passport and driving license, extracting both surnames, the date of birth and the CI number. It handles accents and older card layouts, then passes the record to the SEGIP check for confirmation.
How does Shufti verify ownership when a Bolivian company has several corporate layers?
Shufti reads the SEPREC record, deed and shareholder list for each Bolivian company in the chain, maps holdings through foreign parents, and identifies every natural person at 20% or above or in control by other means. Each one is identity-verified and screened.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 33 of the UIF instructivo makes monitoring the third stage of due diligence, after identifying and verifying the customer. Shufti monitors transactions against behavioral baselines, rescreens customers and flags registry, director and ownership changes as they happen.
How does Shufti keep screening current and handle Bolivian name variations?
Sanctions, PEP and adverse media data refresh every 15 minutes, including the UN lists named in Article 48 and other lists the UIF instructs. Native phonetic models for 80+ languages match paired surnames, dropped surnames and spelling variants, so one person stays one record.
Can we choose where data is hosted or run verification inside our own infrastructure?
Yes. Deploy Shufti on-premises, air-gapped if required, so identity data stays in Bolivia on your own network, or use Shufti's cloud with hosting locations and transfer terms set in your agreement and the documents ASFI reviews before granting its no-objection.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every access. Biometric data is used only for verification, CI numbers can be masked by role, and ISO 27001:2022 and SOC 2 Type 2 reports support your vendor due diligence.
Can we configure different retention periods for different Bolivian licenses?
Yes. Retention is set per client, license and record type, so due diligence files run 10 years from the end of the relationship while occasional-transaction records run from the transaction date. Legal holds pause deletion whenever a review or inquiry needs the records kept.
What does Shufti provide when our compliance team needs to prepare a ROS for the UIF?
Shufti's case file holds the verified identity, screening results, transaction history, alerts and analyst notes in one place. Your compliance officer exports a report-ready bundle to attach to the electronic ROS form, well inside the reporting window Article 57 sets.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as SEGIP validation, NFC chip reads, video identification and address proof by product and risk tier, so changes such as the 2026 UIF thresholds go live without code changes to your app.
How does Shufti make verification queries easier for our customer support team?
Every decision appears in the back office with its reason, the failed check and the captured evidence. Support agents can tell a customer exactly what went wrong, ask for a sharper cédula photo or send a disputed result for human review without pulling in compliance.
