Slovakia IDV/KYC Challenges
The Strongest Legal Route Hangs on a Code People Forget
Act 297/2008 treats a qualified electronic signature or the úradný autentifikátor as identification in person. Both need the chip card and a BOK that locks after five tries.
Slovak Surnames Change Shape with the Person
Nováková is the feminine form of Novák, and the marks on č, š, ž, ť, ľ and ô drop out of the machine-readable zone, so databases split names that should match.
Beneficial Ownership Is Filed, Not Published
Companies file beneficial owner data into the Commercial Register, but Section 10(5) of Act 530/2003 keeps it unpublished, so you collect it from the client and verify it. Only the RPVS register, for public money, is open.
goAML Registration Closes 30 November 2026
Act 73/2026 amended the AML Act on 1 June 2026, transposing AMLD6. New obliged persons register in the FIU’s goAML in 30 days, existing ones by 30 November 2026.
Regulatory Update
What AMLR Changes for Identity Verification in Slovakia
The EU Anti-Money Laundering Regulation (EU) 2024/1624 applies directly in Slovakia from 10 July 2027, with no transposition period. It sets the due diligence rules Act 297/2008 will operate under. AMLA, the EU supervisor in Frankfurt, supervises from 2028.
Timeline
- 30 November 2026 Slovak deadline: existing obliged persons register in goAML, and foreign trusts register
- End of 2026 Member State wallet issuance duty
- 10 July 2027 AMLR applies, no transposition
- December 2027 (derived) Relying parties must accept wallets
- 2028 AMLA direct supervision begins
eIDAS Becomes an Explicit Route
Article 22(6)(b) lets obliged entities verify identity with electronic identification means at the eIDAS substantial or high levels and qualified trust services. Slovakia already treats a qualified electronic signature as in-person identification, so that route carries into AMLR.
The Ownership Test Tightens
AMLR sets the ownership test at 25% or more, matching Section 6a of Act 297/2008. Both also count control, which carries no threshold.
Existing Customers Get Re-Checked
AMLR expects existing customer records to be brought up to standard on a risk basis, not just new onboarding. Continuous monitoring keeps back-book files current between reviews.
Accountability Stays With You
Article 18 keeps customer due diligence accountable with the obliged entity even when work is outsourced. Section 13(3) of Act 297/2008 says the same of third-party reliance.
FOR NBS-SUPERVISED BUSINESSES
Streamline NBS-Supervised Onboarding in Slovakia
Connect identity verification, QES and compliance evidence in one configurable workflow for businesses operating within the supervisory remit of Národná banka Slovenska. Reduce customer drop-off and manual handovers while giving compliance teams a review-ready record of every decision.
1. Verify the customer
Verify identity using the configured route, such as the Slovak eID card and BOK, NFC document reading or document and biometric checks.
2. Complete qualified signing
Apply and validate the QES within the same journey, keeping the signed document, verification result and supporting evidence together.
3. Confirm the payment account
Optional: Penny Drop confirms first payment from an account in the customer’s name, a Section 12(2)(a)2. enhanced measure separate from QES.

.Supported Verification Methods for Slovakia
Every Verification Route Slovakia Uses, in One Platform
Shufti supports the remote verification routes Slovak law provides, from the EUDI Wallet and notified eID to document and biometric checks. Slovak law codifies no attended video identification, so no video row appears below.
EUDI Wallet
Wallet-ready · from 2027AMLR points to electronic identification means at the eIDAS substantial or high levels. Member states must offer a wallet by the end of 2026. Shufti is built to accept wallet-based verification as the Slovak wallet goes live.
Notified eID
Live · eIDAS HighThe občiansky preukaz s čipom is Slovakia's notified eID, used with the BOK code and through the eIdentita and eDoklady apps. Shufti verifies all three today.
Docless Database eIDV
LiveDatabase-driven verification confirms identity in seconds for low-risk onboarding, with no document upload. Shufti confirms which sources are available for Slovakia at scoping and escalates as risk rises.
NFC Chip Verification
LiveShufti reads the secure chip in the Slovak ePassport and in the občiansky preukaz issued from 1 December 2022, when biometric data began being written to the card chip itself.
Document and Face Biometric
LivePermitted by AMLR Article 22(6)(a). Document authentication of the občiansky preukaz, the doklad o pobyte and the Slovak ePassport, paired with iBeta Level 3 Conformance to ISO/IEC 30107-3 liveness to confirm a real, present person.
Qualified Electronic Signature
LiveSection 8(1)(f) of Act 297/2008 treats identification verified with a qualified electronic signature as made in the client's physical presence. Shufti runs eIDAS-qualified signing powered by Evrotrust, an EU qualified trust service provider, producing PAdES-LTV signatures. In Slovakia the signing check runs on NFC and face biometrics.

Individual Documents We Verify
Shufti verifies 12+ Slovak identity and business documents.
View All Supported DocumentsSlovak Identity Card (Občiansky preukaz)
Primary identity document for Slovak citizens, issued with an electronic chip since December 2013 and carrying biometric data on that chip since 1 December 2022.
Slovak Passport (Cestovný pas)
Slovak biometric passport built to ICAO Document 9303. The chip supports NFC reading for cross-border onboarding where the customer holds no Slovak identity card.
Slovak Driver's Licence (Vodičský preukaz)
EU-format photocard licence carrying the SK country code. Shufti checks it as supporting evidence, and it is not a substitute for the občiansky preukaz in CDD.
Entity Identity
Extract from Commercial Register (Výpis z obchodného registra)
Extract from the Obchodný register kept by the registry courts. It confirms legal existence, registered seat, legal form and the appointed directors for KYB.
Company Identification Number (IČO)
Organisation identifier assigned by the Statistical Office under Act 272/2015. Held in the Register of Legal Entities and used across registry records.
Tax Identity
Tax Identification Number (DIČ)
Domestic tax identifier assigned by the tax administrator on registration. It supports entity matching and fiscal identity checks during business onboarding.
VAT Identification Number (IČ DPH)
EU VAT identifier in the SK plus ten digit format, assigned on VAT registration. Shufti checks it to confirm a business is registered for cross-border VAT.
Ownership & Control (UBO)
Commercial Register UBO Data
Beneficial owner data filed under Act 530/2003 since 1 November 2018. The register holds it but does not publish it, so Shufti reconciles it against your evidence.
Register of Public Sector Partners (RPVS)
Public beneficial ownership register kept by the Ministry of Justice under Act 315/2016 for entities that receive public funds. Registration runs at Okresný súd Žilina.
Languages We Cover
Slovak-Language Document Processing
Slovak marks seventeen letters with acute, caron, circumflex and diaeresis signs, and the machine-readable zone drops every mark. Shufti keeps both forms across 150+ supported languages.
Name Matching With Slovak Characters
Feminine surnames take the -ová ending, so Nováková is the feminine form of Novák. Matching resolves that pairing and the stripped diacritics together, keeping false mismatches down.
Evidence Consistency Across KYC and KYB Steps
Document checks, face verification and screening outputs sit in one case record, so the individual and business sides of a file reconcile without a manual handover.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer avoidable re-submissions
Capture tuned to the občiansky preukaz designs in circulation, plus NFC chip reads, cuts avoidable re-submissions and manual review.
Cleaner audit trails
Structured logs aligned to the five-year retention rule in Section 19 of Act 297/2008 keep every decision audit-ready.
Better name matching outcomes
Matching handles Slovak diacritics and the -ová feminine surname ending, reducing false positives and manual review.
One workflow, one back office
KYC, KYB and AML screening are consolidated in one operational case view, so one back office team works every customer file.
National ID-first flow design
Občiansky preukaz-first onboarding reflects Slovakia's own national identity ecosystem and the way customers actually verify.
Continuous Compliance
Compliance that does not stop at onboarding
AMLR treats customer due diligence as a continuing obligation. Perpetual monitoring keeps the customer picture current between reviews, so risk is caught when it appears, not at the next annual check.
Surface Changes as it happens
DetectPerpetual monitoring flags risk when it appears, not at the next annual review. Behavioural biometrics, background fraud signals, and ongoing sanctions and PEP screening watch every active relationship.
Step up when the signal fires
VerifyWhen a signal fires, re-verification confirms the person or the ownership change using the same live methods above, so a flag turns into a resolved decision.
Keep the file audit-ready
ComplyEvery check and decision is logged to the record-keeping standard in Section 19 of Act 297/2008, so the file is organised and retrievable for supervisory review.
Perpetual KYC
pKYCKeeps individual customer risk current with behavioural biometrics, background fraud signals and ongoing AML screening, so back-book records stay standard-ready.
Perpetual KYB
pKYBMonitors the Obchodný register and the Register of Public Sector Partners for shareholding and control changes, so a shift past the 25% UBO threshold is caught early.
Built To Fit Slovakia's Compliance Landscape
Národná banka Slovenska (NBS)
Supervises banks, insurers, the capital market and crypto-asset service providers under MiCA. Shufti supports NBS inspections under Section 29(3) with structured identity evidence, risk logs and ongoing monitoring.
Financial Intelligence Unit (Finančná spravodajská jednotka)
Receives reports of a neobvyklá obchodná operácia under Section 17. Decision audit trails, risk indicators and escalation logs support that reporting.
Office for Personal Data Protection (Úrad na ochranu osobných údajov SR)
Slovakia's data protection authority, enforcing the GDPR and Act 18/2018 on personal data protection. Data minimisation, lawful-basis processing and EU-region hosting keep Slovak personal data handling defensible.
Financial Directorate of the Slovak Republic (Finančné riaditeľstvo SR)
Head of the Financial Administration under Act 35/2019, seated in Banská Bystrica. Its tax offices assign the DIČ and the IČ DPH that KYB checks reconcile.
Gambling Regulation Office (Úrad pre reguláciu hazardných hier)
Licenses and supervises gambling operators under Act 30/2019. Operators are obliged entities under Section 5 of Act 297/2008, and age verification, identity checks and player-file evidence support them inside that remit.
Ministry of Finance of the Slovak Republic (Ministerstvo financií SR)
Oversees financial market policy and the application of EU and UN restrictive measures. Act 289/2016 gives Slovakia no national designation list of its own.
AMLA (EU Anti-Money Laundering Authority)
The new EU-level supervisor has been established in Frankfurt since July 2025. It begins direct supervision of selected high-risk cross-border entities from 2028 and shapes technical standards under AMLR.
Deployment Option
Cloud in EU regions, or on-premise deployment, hosts Slovak customer data in-region and supports GDPR accountability.
Regulatory Alignment
Aligned with the due diligence, beneficial ownership and record-keeping duties in Act 297/2008, with the GDPR and Act 18/2018, and with AMLR from 10 July 2027. Shufti provides verification technology as a data processor, not legal or regulatory advice. The controller sets the lawful basis, and biometric data used for unique identification engages Article 9 GDPR with human review available in the workflow. Responsibility for customer due diligence and for the choice of verification method stays with the obliged entity, documented in its own risk assessment.
Retention Controls
Section 19 of Act 297/2008 sets five years from the end of the relationship or the transaction, and the FIU can require up to five more. From 10 July 2027 AMLR Article 77 governs.
Encryption & Security
Encryption in transit and at rest, with access controls and audit logging, supports Article 32 GDPR and Act 18/2018 obligations under our ISO 27001 certification.

Frequently Asked Questions
Which identity documents can be used for KYC in Slovakia?
Customers can use the občiansky preukaz, including its notified eID and NFC chip. The Slovak biometric passport and the doklad o pobyte for foreign nationals are also accepted, as are eligible EU and EEA identity documents where Act 297/2008 allows. Shufti supports document, eID, NFC and biometric verification in one workflow.
How does Shufti support NBS-supervised businesses in Slovakia?
Shufti connects identity verification, KYB, AML screening, QES, account verification and decision evidence in one configurable workflow. Businesses inside the supervisory remit of Národná banka Slovenska cut manual hand-offs, standardise compliance records and prepare clearer evidence for internal audit and supervisory review.
What documents are required for KYB in Slovakia?
Typically an Obchodný register extract, the IČO, the DIČ, the IČ DPH and beneficial ownership evidence. Commercial Register UBO data is filed but not published, so Shufti reconciles what you collect and screens the people behind it.
How are Slovak name variants and diacritics handled in screening?
Matching accounts for the seventeen accented Slovak letters, the stripped machine-readable form and the -ová feminine ending, so variants such as Novák and Nováková resolve correctly.
How long must AML records be retained in Slovakia?
Five years. Section 19 of Act 297/2008 counts the period from the end of the client relationship for due diligence records, and from the transaction for transaction records. The Financial Intelligence Unit can require a longer period in writing, capped at a further five years.
Is EU-region data hosting available for Slovak customer data?
Yes. Shufti offers EU-based cloud regions, so Slovak customer data stays in-region in line with the GDPR and Act 18/2018 on personal data protection. On-premise deployment is available where residency requirements are stricter.
What changes for Slovakia under AMLR from July 2027?
AMLR applies directly, so no Slovak transposition law is needed for the core rules. Article 22(6) gives two means and ranks neither: an identity document with reliable independent sources, or eIDAS electronic identification with qualified trust services. The ownership test stays at 25% or more, and control counts.
Can a qualified electronic signature replace a face-to-face check?
Where the client was already identified, Section 8(1)(f) of Act 297/2008 treats a qualified electronic signature or the úradný autentifikátor as verification carried out in the client's own physical presence. Shufti connects QES, identity evidence and the signed file in a single workflow.
When will the EU Digital Identity Wallet be usable in Slovakia?
Under eIDAS 2.0, member states target wallet availability from the end of 2026, and regulated businesses are required to accept wallet-based verification from late 2027. No Slovak launch date has been published. Shufti is built to accept wallet-based verification as the Slovak wallet goes live.
Is remote video identification allowed in Slovakia?
Slovak law codifies no attended video identification regime. Section 8(1)(a) of Act 297/2008 allows verification by technical means where the result is comparably reliable to a check in physical presence, and NBS Opinion 1/2018 on remote client identification is non-binding guidance. Firms document the method and the reliability test.
