Belarus IDV/KYC Challenges
Belarusian Names Appear in Three Spellings
KYC in Belarus reads documents filled in Belarusian, Russian and a Latin transliteration, so one customer can carry three spellings of the same name. Shufti's OCR reads both Cyrillic versions, and its phonetic matching links every spelling before a sanctions or PEP check runs.
Remote Onboarding Must Prove a Live Person and a Genuine Document
Decree No. 148 allows remote biometric identification only with automatic detection of a live person and a comparison with the document photo. Shufti pairs iBeta Level 3 liveness with document forensics and the chip photo, so each condition leaves evidence.
Beneficial Owners Start at 10%, and the Register Arrives in 2027
Article 1 of Law No. 165-Z treats anyone holding 10% or more as a beneficial owner, yet the Unified State Register will only record owners from July 2027, and never for joint-stock companies. Shufti maps ownership through every layer down to that threshold.
NBRB Anti-Fraud Standards Took Effect in July 2026
Since 1 July 2026, NBRB standards SFUT 9.06-2026 and SFUT 9.07-2026 set how banks score operations for fraud and build a device's digital fingerprint. Shufti's device fingerprinting, behavioral biometrics and transaction monitoring score every session and payment against those signals.
Documents and Languages
Individual Documents Shufti Verifies in Belarus
Shufti verifies 6+ Belarusian identity documents plus passports and ID cards from other countries. The cards below cover the core documents Belarusian onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsID Card E-Signature and MSI Identification
The ID card's chip holds an e-signature certificate from the State PKI (GosSUOK), and Decree No. 148 lets financial firms identify customers through that certificate or through Interbank Identification System (MSI) data. Shufti authenticates the certificate and records each customer's route in one case file.
Biometric Identification Card
Citizenship and migration units of the Interior Ministry have issued the ID card since 1 September 2021 under Edict No. 107, with face and fingerprint data on an ICAO-standard chip. Shufti reads the chip by NFC, checks its security features and matches a live selfie.
Biometric Residence Permit
Foreigners granted permanent residence hold a biometric residence permit card under Article 60 of Law No. 105-Z. Shufti reads its chip, checks the expiry date and matches the holder's face, and verifies temporary residence permits for newer arrivals.
Belarusian Passport
Chipped biometric passports date from September 2021, and older ones stay valid until expiry. Shufti reads the chip by NFC and checks every passport across nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Foreign workers, students and non-resident investors rely on them before they hold a Belarusian residence permit.
Belarusian Driving Licence
Traffic police units of the Interior Ministry issue the licence under Council of Ministers Resolution No. 441 of 2011. Shufti checks authenticity, expiry and the photo against a live selfie, which helps delivery, taxi and car-sharing platforms onboard drivers.
Proof of Address
Housing and utility bills, bank statements and the certificate of place of residence from the state e-services portal are verified in the same step as the ID, with the extracted address matched against the one the customer entered at sign-up.
Entity Identity
Certificate of State Registration
Shufti reads the certificate of state registration and confirms the company's registration number, status and legal form against the Unified State Register (EGR) of the Ministry of Justice with a live registry call at every check.
Extract From the Unified State Register (EGR)
Shufti reads EGR extracts for limited liability companies (OOO), additional liability companies (ODO), joint-stock companies and unitary enterprises, and compares the director, address and status with live register data.
Charter (Ustav)
AI-OCR reads ownership, capital and signing authority from the company's charter, including amendments filed with the registering body, and flags GAN-generated or edited pages.
Business Address Proof
Leases and utility bills are cross-checked against the legal address recorded in the EGR and in the company's tax registration.
Tax Identity
Payer Account Number (UNP)
Tax authorities assign every company and sole trader a nine-digit UNP, and its last digit is a check digit. Shufti extracts the number, validates the check digit and matches the legal name to the company's EGR record.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign-owned entities and overseas parents are verified with their home-country tax registrations, and FATCA and CRS self-certifications are captured in the same case file.
Ownership and Control
Beneficial Ownership Declarations and the EGR
Article 8 of Law No. 165-Z requires companies to identify their beneficial owners and hand that information to obliged firms on request, and Law No. 150-Z adds it to the EGR from July 2027. Shufti extracts everyone holding 10% or more and screens each person.
Shareholder Register and Ownership Chart
Shufti reads the shareholder register and the ownership chart the customer supplies, maps ownership through holding companies, trusts and foreign parents, and screens every person and entity in the chain.
Directors, Managers and Authorised Signatories
Each person is identity-verified and screened, and Shufti alerts the case owner when the company's EGR record shows a new director or representative.
Languages We Cover
Belarusian, Russian and Latin Document Parsing
Belarusian documents are filled in Belarusian, Russian and a Latin transliteration, while foreign residents bring documents in other scripts. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and averages 93% accuracy against Google Vision's 78.4% in its published benchmark. Zero-shot document intelligence extracts data from layouts it has never seen, on first sight, without waiting for a template.
Belarusian Name Matching
Native phonetic models for 80+ languages link Belarusian, Russian and Latin forms of one name, such as Аляксандр, Александр and Aliaksandr, and handle patronymics in sanctions and PEP screening.
Cross-Document Consistency Checks
Names, dates of birth and the 14-character identification number are reconciled across the ID card, passport, licence, UNP record and ownership declarations, so one customer never splits into mismatched records.

Every Verification Route Belarusian Regulators Recognize, in One Platform
Online KYC in Belarus rests on Decree No. 148 on digital banking technologies, which lets financial firms identify customers remotely through MSI data, a State PKI e-signature certificate, a biometric identity document or remote biometric identification. Shufti supports the e-signature, chip and biometric routes and runs beside the MSI, plus document and video routes for non-residents and customers without a Belarusian ID card.
Interbank Identification System (MSI)
LiveNKFO ERIP runs the MSI for banks, non-bank financial institutions and payment providers under Decree No. 148. Shufti's checks run in the same flow as a firm's MSI lookup, so customers missing from the MSI still finish onboarding.
ID Card E-Signature
LiveThe ID card's GosSUOK certificate also opens the Unified Identification System that NCES runs for state e-services. Shufti authenticates ID card holders through it via your firm's connection with NCES and stores the signed result in the case file.
Document Validity Check
LiveShufti checks ID cards, passports and residence permits against the document validity service NCES has offered organisations since September 2023, which draws on Interior Ministry data, so a cancelled document fails even when it looks genuine.
NFC Chip Verification
LiveShufti reads the chip in the ID card, the biometric passport and the biometric residence permit, plus most foreign biometric passports, covering the biometric document route Decree No. 148 names for remote identification.
Document and Face Biometric
LiveNBRB Resolution No. 379 sets the conditions for remote biometric identification, including liveness detection and a document authenticity check. Shufti authenticates the document and matches a live selfie with iBeta Level 3 liveness, the route most non-residents take.
Fraud Prevention Across the Belarusian Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Belarusian businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for ID cards, biometric passports and Cyrillic documents catches glare, cropping and blur before submission, so customers rarely retake a photo.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decisions, packaged as report-ready bundles for special forms filed with the DFM.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, director and transaction changes, managing the full compliance lifecycle.
ID Card and MSI-First Flow Design
Residents verify first through the ID card chip, its e-signature or an MSI lookup, and non-residents move to passport and selfie checks in one flow.
Shufti's IDV/KYC Solutions for Belarus
KYC Solutions
Identity verification in Belarus serves ID card holders, residents with older passports, foreign residents and non-residents, some with an NFC phone and some without. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Remote biometric identification under Decree No. 148 depends on proving that the person holding an ID card is its owner. Shufti's face matching delivers a 99.5% first-try pass rate, and DHS RIVR 2025 testing measured a false match rate below 0.001.
.Age Verification
Online gambling is limited to players aged 21 and over, and many online services must keep minors out. Shufti estimates age from a selfie in under five seconds, blocks 99.8% of underage attempts and falls back to an ID check when the estimate is close.
.Bank Account Verification
Payouts and direct debits fail when an account number or holder name is wrong. Shufti validates Belarusian IBANs and their checksum and matches the holder's name in real time before the first transfer, so funds reach the right customer.
.Address Verification
Address documents vary by issuer across Belarus's six regions and Minsk. Shufti's layout-aware extraction and fuzzy matching verify them at a 99.3% pass rate, and docless checks confirm an address in under three seconds without an upload.
.Document Verification
Belarusian onboarding draws on ID cards, biometric and older passports, residence permits and driving licences. Shufti verifies each within seconds, reading Cyrillic fields and testing every document for tampering, screenshots and synthetic edits.
.Identity Verification
Separate tools for documents, selfies, chip reads and addresses split one customer across several records. Shufti runs document, biometric, NFC and address checks in one API session and returns one decision with its evidence.
.KYB Solutions
Business verification in Belarus means reconciling EGR records, the UNP and each company's own beneficial ownership information, often through holding companies abroad. Shufti calls the register live and identifies beneficial owners at the 10% threshold set by Law No. 165-Z.
Explore MoreBusiness Verification
Corporate onboarding in Belarus means confirming the company's EGR record, UNP, director and everyone who owns or controls 10% or more. Shufti's live registry call confirms the EGR record, and owners are checked against the shareholder register and ownership information the company provides.
.Enhanced Due Diligence
Foreign PEPs need written approval from senior management before a contract, and Article 6 of Law No. 165-Z adds reasonable steps to establish the source of their funds. Shufti's branching questionnaires, configurable risk scoring and verification links for beneficial owners collect the evidence and record every answer.
.AML Screening
A customer who is clean at onboarding can land on a list next week, so AML screening in Belarus cannot stop at sign-up. Shufti's perpetual KYC rescreens every customer against 4,000+ watchlists, including the KGB's list of organisations and individuals involved in terrorist activities and UN Security Council lists, refreshed every 15 minutes, with every hit in one case file.

Business AML Screening
A company's risk often sits with its owners and directors. Shufti screens entities, beneficial owners and directors against the national terrorism and proliferation list, PEP lists and 50,000+ adverse media sources, and perpetual KYB rescreens the whole portfolio.
.
Transaction Monitoring
Operations above the Article 7 thresholds, and suspicious ones, must reach the DFM as a special form by the next working day. Shufti's library of 500+ pre-built rules covers structuring, smurfing and mule activity, with 60% fewer false positives and report-ready case bundles for the DFM.
.Travel Rule
HTP crypto platforms and exchanges must run blockchain analytics on client operations under their internal control rules. Shufti's single integration connects to major Travel Rule networks, exchanges IVMS101 data and verifies ownership of unhosted wallets before funds move.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit and gives a confidence score with a written reason, so analysts clear obvious false positives quickly while your compliance officer keeps the final call.
.Built To Fit Belarus's Compliance Landscape
NBRB AML rules apply to banks and other financial firms, the HTP Supervisory Board sets rules for token businesses, and Law No. 165-Z sets the duties every supervisor enforces. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each licence your group holds.
Law No. 165-Z on Preventing the Legalisation of Criminal Proceeds
In force since January 2015 and last reshaped by Law No. 292-Z of 2023, the law sets the 10% beneficial ownership threshold in Article 1, five-year record keeping in Article 6 and risk-based data updating in Article 8. Article 16 names each AML supervisor.
National Bank of the Republic of Belarus (NBRB)
The NBRB supervises banks, non-bank financial institutions, leasing, microfinance and forex companies for AML. Resolution No. 818 sets banks' internal control rules, Resolution No. 494 covers leasing, microfinance and forex firms, and Resolution No. 379 sets the conditions for remote identification.
Department of Financial Monitoring (DFM)
The DFM, part of the State Control Committee, is the financial intelligence unit. Under Article 6 of Law No. 165-Z, firms file special forms as electronic documents by the next working day after an operation, and on the same day when they freeze funds.
High-Tech Park Supervisory Board
Decree No. 8 of 2017 lets HTP residents run crypto platforms and token exchanges, and Decree No. 367 of 2024 routes individuals' token deals through them. The Supervisory Board's internal control rules require web-ID with liveness, blockchain analytics and five-year retention, video included.
Ministry of Finance
The Ministry supervises securities market participants, insurers and brokers, dealers in precious metals and stones, auditors and lottery organisers for AML. Its Resolution No. 96 of 2016 sets their internal control rules, including five-year retention of identification records and web-ID video.
Ministry of Taxes and Duties
The Ministry supervises gambling under Decree No. 226 of 2025, which replaced Decree No. 9 of 2005. Online players must be 21 or older, are identified by video session or venue visit, hold one account per operator and may self-exclude for six months to three years.
Ministry of Justice
The Ministry keeps the Unified State Register of Legal Entities and Individual Entrepreneurs and supervises notaries, lawyers and realtor organisations for AML under its Resolution No. 183 of 2016. Law No. 150-Z replaces the current registration rules from 1 July 2027.
Ministry of Internal Affairs
Citizenship and migration units issue biometric ID cards, passports and residence permits under Edicts No. 294 and No. 107, and traffic police units issue driving licences. The NCES document validity service draws on Ministry data to confirm whether a document is still current.
List of Organisations and Individuals Involved in Terrorist Activities
The KGB keeps this single national list under Council of Ministers Resolution No. 1256 of 2014, covering terrorism and weapons proliferation, UN Security Council designations included. Article 9-1 of Law No. 165-Z requires freezes within one working day and client checks every three months.
Interagency Commission and EAG Evaluation
An Interagency Commission set up under Article 15-1 of Law No. 165-Z coordinates AML policy. Belarus is a founding member of the Eurasian Group, whose 2019 mutual evaluation was followed by a second follow-up report in November 2025, and was not on FATF's June 2026 lists.
Belarus Data Residency and Deployment
Edict No. 60 requires Belarusian firms selling online to use internet resources hosted and registered in Belarus. Shufti runs on-premises inside your own Belarusian infrastructure, air-gapped if required, with any other hosting location and transfer safeguards fixed in your agreement.
Law No. 99-Z on Personal Data Protection
The National Personal Data Protection Center enforces Law No. 99-Z, in force since November 2021, and Article 16 requires breaches to reach it immediately and within three working days. Shufti protects identity and biometric data with encryption, role-based access and configurable retention.
Biometric Data and Cross-Border Transfers
Article 8 treats biometric data as special personal data that needs added safeguards, and Article 9 bars transfers to countries without adequate protection unless an exception applies. Shufti uses only the facial data each check needs and fixes processing locations before any transfer.
Retention Controls
Retention is configurable by client and licence, covering the five-year minimum in Article 6 of Law No. 165-Z, counted from the end of the relationship. Statutory minimums are not automatic deletion dates, and legal holds keep records in place when the DFM or a court asks.
Encryption and Security
Data is encrypted in transit and at rest, with role-based access and audit logging throughout. ISO 27001:2022 and SOC 2 Type 2 reports support the vendor reviews firms run under Law No. 455-Z on information protection and Operational and Analytical Center Order No. 66.
Data Subject Rights and Verification Results
Articles 11 and 13 of Law No. 99-Z let people ask how their data is processed and demand that processing stop. Shufti returns verification results and supporting reasons through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Article 7 of Law No. 99-Z lets an operator have an authorised person process data under a contract setting purposes, actions and protection measures. Shufti processes data as that authorised person for your firm, which remains the operator, and its privacy notice identifies any independent activities.

Frequently Asked Questions
Does Shufti support ID card e-signature and MSI identification, and what happens when customers cannot use them?
Yes. Shufti authenticates ID card holders through their GosSUOK certificate and runs beside a firm's MSI lookup in the same flow. Customers without a chipped card or an MSI record verify with an older passport or a foreign document and a live selfie instead.
Is scanning a Belarusian ID card enough, or should verification include its chip?
A scan shows only what is printed, while the ID card's chip holds the holder's data and photo in signed form that is far harder to forge. Shufti reads the chip, compares it with the card, runs forensic checks and matches a live selfie.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI adapts to unfamiliar layouts without a template, so a foreign resident's national ID or a recently redesigned passport is checked for authenticity and tampering like any known format. Belarusian passports issued before 2021 and still valid get the same checks.
How does Shufti OCR compare with Google OCR for Cyrillic identity documents?
Shufti's OCR, accurate to 99.7% across 150+ languages, reads Belarusian and Russian fields and keeps letters such as ў and і intact. Against Google Vision, Shufti averages 93% accuracy to Google's 78.4% across the languages in its published benchmark, which matters for documents foreign residents bring.
How does Shufti verify ownership when a Belarusian company has several corporate layers?
Shufti pulls the EGR record for each Belarusian company in the chain, maps shareholdings through holding entities and identifies owners at the 10% threshold in Article 1 of Law No. 165-Z. It then compares the result with the ownership information the company provides.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. CDD in Belarus continues after onboarding, since Article 8 of Law No. 165-Z requires data updates at a frequency set by risk, and within 20 working days of any doubt. Shufti monitors transactions against each baseline and flags register and ownership changes.
How does Shufti keep screening current and handle Belarusian name variations?
Watchlists, including the KGB's national list that Article 9-1 requires firms to check at least every three months, update within 15 minutes of a change at source. Phonetic matching links Belarusian, Russian and Latin spellings and patronymics, so transliteration never hides a match.
Can we choose Belarusian hosting or run verification inside our own infrastructure?
Yes. Run Shufti on-premises in your own data centre in Belarus, air-gapped if required, with any other hosting location agreed in the contract. Your agreement names where data is processed and how each transfer abroad meets Article 9 of Law No. 99-Z on cross-border transfers.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every access. Biometric data, which Article 8 of Law No. 99-Z treats as special personal data, is limited to what verification needs, protected with added measures and deleted on your schedule.
Can we configure different retention periods for different Belarusian licences?
Yes. Retention is set per client, licence and record type, so identification records run at least five years after the relationship ends under Article 6 of Law No. 165-Z. Legal holds pause deletion when the DFM or a court requests records.
What does Shufti provide when our compliance team needs to prepare a DFM report?
Shufti's case file holds the customer's verified identity, screening results, transaction history, alerts and analyst notes in one place. Your compliance officer exports a report-ready bundle and files the special form with the DFM by the next working day, as Law No. 165-Z requires.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as NFC, e-signature or address verification without code changes. Routing rules send customers to different checks by product, risk tier or residency, so a non-resident moves straight to passport verification.
How does Shufti make verification queries easier for our customer support team?
Every decision is shown in the back office with the reason, the failed check and the captured evidence. Support teams can tell a customer exactly what to fix, such as a glare-covered ID card or an expired residence permit, and escalate disputed results to compliance.
