Greece IDV/KYC Challenges
Two ID Cards, Two Capture Paths
Greece’s new-type card carries a contactless chip. The old card has no machine-readable zone and lost EU travel validity on 3 August 2026. As at 25 August 2026, old-type cards remain valid domestically until replaced. Onboarding has to read both.
Digital Identity That Stops at the Counter
Gov.gr Wallet puts the Greek ID card and driving licence on phones, but it is accepted face to face. Remote onboarding still runs on document capture and video sessions.
Greek Names Break Global Matching
Dimitrios and Demetrios, Greek alphabet and ELOT 743 transliteration, accented and unaccented forms trigger false positives and manual review spikes in international databases.
Ownership Is Hard to See Through
The Κεντρικό Μητρώο Πραγματικών Δικαιούχων has been closed to the public since November 2022. Obliged entities retain access for due diligence. ΓΕΜΗ confirms a company exists, not who controls it, and AMLR tests ownership at 25% or more, or control.
Regulatory Update
What AMLR Changes for Identity Verification in Greece
The EU Anti-Money Laundering Regulation (EU) 2024/1624 applies directly in Greece from 10 July 2027, with no transposition period. It sets the due diligence rules that Law 4557/2018 and the Bank of Greece framework will operate under, with AMLA, the new EU-level supervisor, established in Frankfurt.
Timeline
- End of 2026 Member State wallet issuance target
- 10 July 2027 AMLR applies, no transposition
- Late 2027 eIDAS 2.0 Article 5f acceptance, defined sectors
- 2028 AMLA direct supervision begins
eIDAS Routes Expressly Recognised
Article 22(6)(b) recognises eIDAS eID at assurance substantial or high with qualified trust services. Article 22(6)(a) permits document-based verification. Greece’s routes under Bank of Greece Act 172/1/29.5.2020, as amended in July 2025, continue under national rules. Firms should document why the method fits the risk.
The Ownership Test Tightens
AMLR sets the beneficial-ownership test at 25% or more, or control by other means, so Κεντρικό Μητρώο Πραγματικών Δικαιούχων records and KYB checks should confirm both.
Existing Customers Get Re-Checked
AMLR expects existing customer records to be brought up to standard on a risk basis, not just new onboarding. Continuous monitoring keeps back-book files current between reviews.
Accountability Stays With You
Article 18 keeps customer due diligence accountable with the obliged entity even when verification is outsourced, so vendor evidence and clean audit trails matter more under AMLR.
FOR BANK OF GREECE-SUPERVISED BUSINESSES
Streamline Bank of Greece-Supervised Onboarding in Greece
Connect identity verification, QES, Penny Drop and compliance evidence in one configurable workflow for businesses operating within the Bank of Greece supervisory remit. Reduce customer drop-off and manual handovers while giving compliance teams a consistent, review-ready record of every decision.
1. Verify the customer
Verify identity using one of the three routes Bank of Greece Act 172/1/29.5.2020 permits. Those are a videoconference with a trained employee, automated identification by dynamic selfie, and an automated video-call reviewed afterwards. For old-type Greek identity cards, use live or unattended video and confirm authenticity through gov.gr.
2. Complete qualified signing
Apply and validate the QES within the same journey, keeping the signed document, verification result and supporting evidence together.
3. Confirm the payment account
For dynamic-selfie identification, Penny Drop Verification can confirm that the customer’s first credit comes from an account in their name at an EU or FATF-member institution, as one Bank of Greece risk-mitigation option.

.Supported Verification Methods for Greece
Every Verification Route Greece Uses, in One Platform
Shufti supports the full range of remote verification routes used in Greece, from the EUDI Wallet and gov.gr digital identity to video, document and biometric checks. Each method below shows what is live today and what is ready for the 2027 rollout.
EUDI Wallet
Wallet-ready · from 2027AMLR Article 22(6)(b) points to eID at substantial or high assurance. The EUDI Wallet, though not named, meets that route. Greece is building its wallet on the gov.gr Wallet under eIDAS 2.0. Shufti is built to accept wallet verification as it goes live.
National eID and digital identity
Greece does not appear on the EU list of eIDAS-notified eID schemes at the time of writing, so there is no assurance-level badge on this row. Shufti supports Gov.gr as an Active eIDV route, alongside the gov.gr Wallet digital identity.
Docless Database (eIDV)
LiveDatabase-driven verification confirms identity in seconds for low-risk onboarding with no document upload, using permitted reference data sources. Shufti escalates to stronger checks as risk rises.
NFC Chip Verification
LiveShufti reads the secure chip in the new-type Δελτίο Ταυτότητας and the Greek ePassport. This is the high-assurance capture route as Greece completes its national ID switch.
Document and Face Biometric
LivePermitted by AMLR Article 22(6)(a). Document authentication of the new-type Δελτίο Ταυτότητας, Δελτίο Διαμονής and Greek ePassport, paired with iBeta Level 3 Conformance to ISO/IEC 30107-3 liveness to confirm a real, present person. Old-type cards require live or unattended video plus gov.gr authentication under the Bank of Greece rules.
Video Identification
LiveBoG Executive Committee Act 172/1 (May 2020), amended by Act 244/5 (July 2025), sets remote identification rules. It allows live video calls with trained agents, dynamic selfie checks, or since 2025, automated video review with human follow-up. Sessions check document security live, verify face and presence, and log outcomes.
Qualified Electronic Signature
LiveMinisterial Decision 27499 EX 2021, as amended by Decision 32590 EX 2024, sets requirements for remote identification of natural persons for issuing a trust service certificate in Greece. Shufti runs eIDAS-qualified signing powered by Evrotrust, an EU qualified trust service provider, producing PAdES-LTV signatures. For Greece the signing identity check uses NFC and face biometrics.

Primary identity document for Greek citizens in Law 4557/2018 onboarding. The new-type card issued from 25 September 2023 is ICAO-compliant, valid for ten years and issued from age 12, and carries a contactless chip, so it supports high-confidence NFC verification.

Biometric travel document issued through the Hellenic Police. ICAO-compliant with a machine-readable zone and an NFC chip that supports chip-based checks for cross-border onboarding.
Δίπλωμα Οδήγησης (Greek Driving Licence)
EU-format Greek driving licence, accepted as a supporting document where Greek rules permit. Verified for authenticity through document checks, though it carries no NFC chip.
Άδεια Διαμονής (Residence Permit for Third-Country Nationals)
Identity document for non-EU residents in Greece. Carries a biometric chip under the EU residence permit format, so it supports remote, high-assurance identity verification.
Ευρωπαϊκό Δελτίο Ταυτότητας (EU National Identity Card)
National identity cards from EU and EEA states, accepted for Greek onboarding. Verified against ICAO standards with document, biometric and chip-based checks.

Registration evidence drawn from the same ΓΕΜΗ record. Includes the company number, establishment date, legal status and registered address for verification.
Memorandum and Articles of Association
Constitutional documents defining corporate governance, ownership structure, voting rights and beneficial owner disclosure thresholds.
Tax Identity
Tax Identification Number (ΑΦΜ)
Nine-digit Greek tax number issued through the Independent Authority for Public Revenue. Required for every Greek business tax and banking relationship and used to bind entity records together.
VAT Registration Number
Greek VAT number beginning with EL followed by nine digits. Required for taxable economic activity and used to confirm a business is trading legitimately.
ΓΕΜΗ Registration Filing
General Commercial Registry filing confirming tax registration, business commencement date and ongoing compliance with Greek authorities.
Ownership & Control (UBO)
Central Register of Beneficial Owners (Κ.Μ.Π.Δ.)
Mandatory beneficial ownership record under Articles 20 and 21 of Law 4557/2018, filed through TaxisNet. Shufti checks control data against it, with the AMLR ownership test applied at 25% or more for entities.
Shareholder Registry
Records documenting share ownership distribution, voting rights and percentage holdings. Shufti uses them to map the people behind a Greek company.
Company Articles of Association (Ownership Section)
Governance documents identifying controlling persons and documenting the beneficial owner threshold disclosures required by Law 4557/2018.
Languages We Cover
Greek script and Latin transliteration handling
Greek documents present names in both the Greek alphabet and ELOT 743 Latin transliteration. Shufti captures both forms so checks stay accurate against official sources.
Name matching for Greek diacritics and transliteration variance
Fuzzy matching and phonetic algorithms reconcile name variants, handling diacritical marks and ELOT 743 transliteration differences that would otherwise read as mismatches.
Evidence consistency across verification steps
Cross-document checks reconcile names and identifiers across the Δελτίο Ταυτότητας, ΓΕΜΗ records, ΑΦΜ data and beneficial owner declarations to catch mismatches early.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer avoidable re-submissions
Capture tuned to both the new-type and old-type Greek identity card cuts avoidable re-submissions and manual review.
Cleaner audit trails
Structured logs aligned to Article 30 record keeping under Law 4557/2018 and to goAML reporting keep every onboarding decision audit-ready.
Better name matching outcomes
Matching handles Greek script, accents and ELOT 743 transliteration variants, reducing false positives and manual review.
One workflow, one back office
KYC, KYB and AML screening are consolidated in one operational case view, so one back office team works on every customer file.
National ID-first flow design
Δελτίο Ταυτότητας-first onboarding reflects Greece’s national identity ecosystem and the way customers actually verify.
Continuous Compliance
Compliance that does not stop at onboarding
AMLR treats customer due diligence as a continuing obligation. Perpetual monitoring keeps the customer picture current between reviews, so risk is caught when it appears, not at the next annual check.
Surface Changes as it happens
DetectPerpetual monitoring flags risk when it appears, not at the next annual review. Behavioural biometrics, background fraud signals, and ongoing sanctions and PEP screening watch every active relationship.
Step up when the signal fires
VerifyWhen a signal fires, re-verification confirms the person or the ownership change using the same live methods above, so a flag turns into a resolved decision.
Keep the file audit-ready
ComplyEvery check and decision is logged to Law 4557/2018 record-keeping standards, so the file is organised and retrievable for internal audit and supervisory review.
Perpetual KYC
pKYCKeeps individual customer risk current with behavioural biometrics, background fraud signals and ongoing AML screening, so back-book records stay standard-ready.
Perpetual KYB
pKYBMonitors the Κεντρικό Μητρώο Πραγματικών Δικαιούχων and ΓΕΜΗ for shareholding and control changes, so a move past 25% or a control change is caught between reviews.

Frequently Asked Questions
Which identity documents can be used for Greek onboarding?
Customers can use the Greek national identity card, the Δελτίο Ταυτότητας, including the new-type card with its contactless chip. Greek passports, residence permits for third country nationals and eligible EU and EEA identity cards can also be accepted where Greek rules allow. Shufti supports document, NFC, video and biometric verification within one configurable workflow. For Bank of Greece-supervised remote onboarding, old-type cards require live or unattended video plus gov.gr authentication.
How does Shufti support Bank of Greece-supervised businesses in Greece?
Shufti connects identity verification, KYB, AML screening, QES, account verification and decision evidence in one configurable workflow. This helps businesses within the Bank of Greece supervisory remit reduce manual hand-offs, standardise compliance records and prepare clearer evidence for internal audit and applicable supervisory review.
What documents are required for KYB in Greece?
Typically a ΓΕΜΗ registration certificate, the nine-digit ΑΦΜ tax number, the EL-prefixed VAT number, the articles of association and beneficial ownership details filed in the Central Register of Beneficial Owners. Shufti verifies these and screens the UBOs behind them against sanctions and PEP lists.
How are Greek name variants handled in screening?
Matching accounts for Greek script, accents and ELOT 743 Latin transliteration, so variants such as Dimitrios and Demetrios resolve correctly and false positives on Greek names stay low. Shufti keeps both the Greek and the transliterated form on file so checks reconcile against official sources.
How long must AML records be retained in Greece?
Law 4557/2018 Article 30 requires records kept for five years after a relationship ends. From 10 July 2027 AMLR Article 77 sets a five-year baseline Member States may extend. Shufti applies configurable retention and automatic purge.
Is EU-region data hosting available?
Yes. Shufti offers EU-based cloud regions, so Greek customer data stays in-region in line with GDPR and Law 4624/2019. On-premise deployment is available where residency requirements are stricter.
What changes for Greece under AMLR from July 2027?
AMLR applies directly, so no Greek transposition law is needed for the Regulation itself. It expressly recognises eIDAS-notified eIDs and qualified trust services as one route and permits document and biometric verification as another, and sets the beneficial ownership test at 25% or more.
How do QES and account verification work together under Greek rules?
For dynamic-selfie identification, the Bank of Greece framework requires one additional safeguard. One option is to confirm that the first credit comes from an account in the customer’s name at an EU or FATF-member institution. Shufti connects QES, account verification and supporting evidence in one workflow.
When will the EUDI Wallet be usable for onboarding in Greece?
Under eIDAS 2.0, member states target wallet issuance by the end of 2026, and Article 5f requires defined sectors and large platforms to accept the wallet after that. Greece is developing its wallet under this rollout, building on gov.gr Wallet. Shufti is built to accept wallet-based verification as the Greek wallet goes live, so onboarding flows will not need to be rebuilt.
Can we keep using video identification in Greece after July 2027?
Video identification remains usable where national rules permit it, with a documented justification for the method choice. Bank of Greece Act 172/1/29.5.2020, as amended in July 2025, permits both a real-time videoconference and an automated video-call with asynchronous human review. Shufti supports both, so firms can shift the mix over time without changing platforms.
