Cameroon IDV/KYC Challenges
Increased FATF Monitoring Puts Every Onboarding Decision Under Review
Cameroon has been on the FATF list of jurisdictions under increased monitoring since June 2023, so supervisors and foreign counterparties look closely at how local firms identify customers. Shufti records every check, screening hit and decision in one case file that stands up to supervisors and supports any report your team files with ANIF.
Mobile Money Scale Concentrates Fraud Risk
Cameroon held nearly 31 million mobile money accounts at the end of 2024, about 60% of the CEMAC total, according to the BEAC. Each wallet opened on a borrowed identity can carry scam proceeds, so Shufti's device fingerprinting and money mule detection flag risky wallets early.
Two Beneficial Ownership Thresholds Apply to Cameroonian Companies
Cameroon's national register counts anyone holding 20% or more as a beneficial owner, while the CEMAC regulation falls back on more than 25% for its register. Shufti maps owners at 20% and above through every corporate layer, so neither threshold leaves a controller unidentified.
Several Generations of Identity Cards Circulate at Once
Decree No. 2025/059 introduced a new CNI with a QR digital seal, yet older cards stay valid until they expire, so customers present different designs and security features. Shufti's zero-shot document intelligence verifies every generation and checks the new card's seal against its printed data.
Documents and Languages
Individual Documents Shufti Verifies in Cameroon
Shufti verifies 13 Cameroonian identity documents plus passports and ID cards from other countries. The cards below cover the core documents Cameroonian onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsCarte Nationale d'Identité (CNI)
The DGSN issues the CNI under Decree No. 2025/059 as a bilingual, biometric card with an MRZ and a QR digital seal. Shufti checks the seal and MRZ against the printed data, tests the card's security features and matches a live selfie to the photo.
Carte de Séjour and Carte de Résident
Foreign nationals living in Cameroon hold a DGSN-issued carte de séjour, valid for two years, or a carte de résident, valid for ten. Both are biometric cards with a QR digital seal, and Shufti verifies each one and confirms the holder with a liveness-checked selfie.
Cameroonian Passport
The biometric passport, issued since July 2021 through the DGSN's PassCam service, covers Cameroonians abroad and customers without a current CNI. Shufti reads the chip and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Regional traders, foreign workers and visiting investors onboard this way, together with a Cameroonian residence card where they hold one.
Cameroonian Driving Licence
The Ministry of Transport issues driving licences and handles applications through its online services portal. Shufti checks each licence for authenticity, expiry and a facial match, which helps delivery, ride-hailing and car-rental platforms vet drivers and gives lenders a second identity document.
Proof of Address
Cameroonian customers usually prove their address with an ENEO electricity bill, a CAMWATER water bill, a lease or a certificat de domicile from the mayor or police commissioner. Shufti reads each one and matches the name and address to the verified identity in the same step.
Entity Identity
RCCM Extract and Registration Record
Companies register in the Registre du Commerce et du Crédit Mobilier (RCCM) under OHADA's Uniform Act on General Commercial Law, kept by the court registry with a national file. Shufti verifies the extract and checks name, number, legal form and managers against live registry data.
Statuts and Constitutional Documents
OHADA's Uniform Act on commercial companies requires written statuts that set out capital, shareholdings and management powers, and many are drawn up before a notary. AI-OCR reads ownership, capital and signing authority from French or English text and flags GAN-generated or edited pages.
Sector Licences and Approvals
Banks, microfinance and payment institutions are licensed on COBAC's binding opinion, market intermediaries and crypto-asset providers need COSUMAF approval and insurers follow CIMA rules. Shufti reads each licence or approval and confirms that it matches the company's RCCM record.
Business Address Proof
Companies prove their premises with a lease, an ENEO or CAMWATER bill in the company name or a domiciliation agreement. Shufti cross-checks each document against the registered office on the RCCM record, so a virtual or borrowed address stands out.
Tax Identity
Numéro d'Identifiant Unique (NIU)
The Direction Générale des Impôts (DGI) assigns every taxpayer an NIU under Article L1 of the Livre des Procédures Fiscales, and registration takes place online. Shufti extracts the NIU from tax documents, confirms active status on the DGI taxpayer file and matches it to the RCCM record.
Attestation de Conformité Fiscale
The DGI's attestation de conformité fiscale confirms that a company has met its filing and payment obligations for the period shown. Shufti reads the certificate, checks its validity date and confirms it through the DGI's authentication service, so expired or edited copies fail.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign parent companies and shareholders are verified with their home-country tax registrations. Shufti gathers FATCA and CRS self-certifications in the same due diligence form, so tax residency is settled before the account opens.
Ownership and Control
Central Register of Beneficial Owners (RCBE)
Cameroon's central register of beneficial owners runs on a DGI platform and takes declarations from companies and legal arrangements established in the country. Shufti extracts every declared owner, compares the declaration with the shareholder register and statuts, and screens each person.
Shareholder Register and Ownership Chart
Article 33 of CEMAC Regulation No. 02/24 requires firms to identify the people who hold a controlling interest in a legal person or exercise effective control over it. Shufti traces each holding through intermediate companies and checks every owner it finds against sanctions, PEP and adverse media lists.
Managers, Directors and Authorised Signatories
Article 31 of the same regulation requires firms to record the people holding management positions in a legal person before onboarding it. Shufti verifies each manager and signatory, screens them and alerts the case owner when the RCCM record shows a change in management.
Languages We Cover
French, English and Foreign Document Parsing
Cameroonian identity documents and company records are issued in French and English, while foreign customers bring documents in many other languages and scripts. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and averages 93% accuracy against Google Vision's 78.4% in its published benchmark. Zero-shot document intelligence extracts data from layouts it has never seen, on first sight, without waiting for a template.
Cameroonian Name Matching
Cameroonian records mix French and English spellings, multi-part family names and inconsistent surname order. Native phonetic models for 80+ languages match these variants in sanctions and PEP screening, so word order or a dropped accent never hides a listed person.
Cross-Document Consistency Checks
Names, dates of birth and card numbers are reconciled across the CNI, passport, residence card, NIU records, RCCM extract and declared beneficial owners. Shufti flags every mismatch for review, so a changed date of birth or a swapped surname cannot pass unnoticed.

Every Verification Route Cameroon Firms Rely On, in One Platform
Article 22 of CEMAC Regulation No. 02/24 requires enhanced vigilance whenever a customer is not physically present for identification. Shufti supports CNI digital seal checks and biometric face matching, plus chip, registry, document, and video routes for non-residents and customers without a CNI.
CNI Digital Seal Verification
LiveThe new CNI carries a QR digital seal that encodes the holder's details. Shufti decodes the seal, compares it with the printed fields and the MRZ, and stores the result in the case file, so a card with edited details fails.
NFC Chip Verification
LiveShufti reads the chip in the Cameroonian biometric passport and in most foreign biometric passports, then matches a live selfie to the chip photo. Altered chip data fails its signature check.
Document and Face Biometric
LiveShufti authenticates a passport, CNI or residence card and matches a live selfie to its photo with iBeta Level 3 liveness. Non-residents and foreign directors usually take this route.
Taxpayer and Registry Checks
LiveFor sole traders and company representatives, Shufti confirms the NIU against the DGI taxpayer file and the business details against the RCCM record, so the person and the business behind them are checked in one flow.
Fraud Prevention Across the Cameroonian Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Cameroonian businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for CNI seal reads, selfies, passport chips and bilingual company papers cuts failed attempts before they reach your review queue.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decision history, packaged as report-ready bundles for STR filing with ANIF.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, management and transaction changes across the full compliance lifecycle.
CNI and Residence Card-First Flow Design
Residents verify through CNI or residence card seal and biometric checks first, while non-residents move to passport chip verification in the same flow.
Shufti's IDV/KYC Solutions for Cameroon
KYC Solutions
KYC in Cameroon covers citizens at home and abroad, foreign residents and visiting non-residents, most of them holding a CNI, a residence card or a passport. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Remote onboarding carries enhanced vigilance duties under CEMAC rules, so a document alone is not enough. Shufti matches a live selfie to the CNI, chip or document photo with iBeta Level 3 liveness, blocking masks, replays and deepfakes while 99.5% of genuine customers pass first time.
.Age Verification
Gaming platforms and age-restricted services must keep minors out, and the CNI only becomes mandatory at 18. Shufti estimates age from a selfie in under 5 seconds and falls back to the date of birth on the CNI or passport when needed.
.Bank Account Verification
Loan payouts, refunds and withdrawals go astray when an account number or holder name is wrong. Shufti validates the account and confirms the holder's name in real time before money moves, so funds reach the verified customer.
.Address Verification
ENEO bills, leases and certificats de domicile arrive as photos, scans and PDFs of uneven quality. Shufti reads each one with layout-aware extraction and fuzzy matching, reaching a 99.3% pass rate, so genuine addresses clear without anyone retyping them.
.Document Verification
CNIs from different generations, residence cards, passports and company papers arrive in every format and quality. Shufti authenticates each within seconds and catches screenshots, replayed images, synthetic PVC cards and print-and-scan copies, so forgeries stop at the first check.
.Identity Verification
Separate tools for documents, selfies, chip reads and addresses scatter one customer across several records. Shufti runs biometric, NFC, document and address checks in one API session, giving compliance teams one decision and one audit trail per customer.
.KYB Solutions
Business verification in Cameroon means reconciling the RCCM extract, the NIU and the owners declared to the RCBE, often across several corporate layers. Shufti's live registry calls and owner mapping assemble those records into a single review.
Explore MoreBusiness Verification
Onboarding a Cameroonian company means confirming its RCCM record, NIU, signatories and everyone who owns or controls 20% or more. Shufti's live registry call pulls that picture together in one check, putting corporate onboarding under two minutes.
.Enhanced Due Diligence
Article 23 of Regulation No. 02/24 requires senior management approval, checks on the origin of funds and enhanced monitoring for PEPs. Shufti's due diligence forms branch by risk, score every answer, collect source-of-funds evidence and send UBO verification links, so the EDD file is complete before anyone signs off.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Shufti's perpetual KYC rescreens customers against 4,000+ watchlists, including the UN Security Council lists ANIF publishes, refreshing every 15 minutes and keeping every alert in one case file.

Business AML Screening
Risk in a company often sits with its owners and managers. Shufti screens entities, managers and beneficial owners against UN lists and asset freezes ordered under CEMAC Regulation No. 04/24, and perpetual KYB rescreens them whenever the RCCM record or declared ownership changes.
.
Transaction Monitoring
Cash transactions of 5 million FCFA or more must be reported to ANIF, so deposits split just below that line are a red flag. Shufti's library of 500+ pre-built rules covers structuring, smurfing, and mule activity, cuts false positives by 60% and builds report-ready case bundles.
.Travel Rule
Article 42 of Regulation No. 02/24 requires virtual asset service providers to pass originator and beneficiary details with every transfer. Shufti's Travel Rule solution exchanges IVMS101 data through one integration with major networks and confirms ownership of unhosted wallets.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit and gives a confidence score out of 100 with a written reason, while your MLRO keeps the final call.
.Built To Fit Cameroon's Compliance Landscape
CEMAC Regulation No. 02/24 and ANIF apply to every reporting entity in Cameroon, while COBAC, COSUMAF, CIMA and national authorities add rules for the firms they oversee. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each licence your group holds.

Decree No. 2019/2300/PM on Games of Chance
Implementing Law No. 2015/012, the decree requires casino, betting and lottery operators to declare their activity to the minister in charge of games and to ANIF, prove their AML/CFT capacity and report each year on their AML controls. Foreign online operators need a Cameroonian subsidiary.
Agence Nationale des Technologies de l'Information et de la Communication (ANTIC)
Under Law No. 2010/012 on cybersecurity and cybercrime, ANTIC regulates electronic security and certification and acts as the root certification authority. The same law requires network operators and service providers to secure their systems and keep connection and traffic data for ten years.
GABAC AML Standards and FATF Monitoring of Cameroon
GABAC, the FATF-style body for Central Africa, adopted its mutual evaluation of Cameroon in October 2021. FATF's June 2026 update found that every action plan deadline had expired, with risk-based supervision, information sharing with ANIF, confiscation and targeted financial sanctions still to be addressed.
Cameroon Data Residency and Deployment
COBAC Regulation R-2016/04 requires banks to keep their servers, files and records available in the CEMAC state where their head office sits, even when activities are outsourced. Shufti offers on-premises deployment, with any other hosting location and transfer arrangement set in the agreement.
Personal Data Protection Law (Law No. 2024/017)
Law No. 2024/017 classes biometric data as sensitive, makes processing subject to the data protection authority's prior authorisation and gave controllers 18 months to comply. Shufti protects identity and biometric data with encryption, role-based access controls and configurable retention, and documents processing for your filing.
Cross-Border Transfers
Article 32 requires the authority's prior authorisation before personal data leaves Cameroon, after it checks the destination's protection level and the contractual safeguards in place. On-premises deployment keeps verification data within your own systems, and Shufti lists every processing location for the authorisation request.
COBAC Outsourcing and IT Risk Rules
Outsourcing a banking activity needs prior approval from COBAC's Secretary General under R-2016/04, and COBAC Regulation R-2024/01 on IT risk applies to banks and payment institutions from January 2026. Shufti discloses its processing locations, signs a data processing agreement and supplies the audit logs supervisors ask for.
Retention Controls
Article 39 of Regulation No. 02/24 requires identity records to be kept for ten years after an account closes or a relationship ends. Shufti configures retention per client and licence, treats legal minimums as floors rather than deletion dates and lets you place records on legal hold.
Encryption and Security
Shufti encrypts personal and financial data in transit and at rest, enforces role-based access and logs every action. ISO 27001:2022 and SOC 2 Type 2 reports support the vendor assessments that banks, payment institutions and insurers complete before onboarding a provider.
Automated Decisions and Biometric Data
Article 44 of Law No. 2024/017 gives people the right to object to decisions based solely on automated processing and to obtain human intervention. Shufti exposes verification results and supporting details through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Shufti processes personal data as a sous-traitant, or processor, under Law No. 2024/017 and acts only on your instructions, while your firm remains the responsable du traitement. Any activity where Shufti acts as an independent controller is identified in its privacy notice.

Frequently Asked Questions
Does Shufti support Cameroon's new CNI, and what happens when customers cannot use it?
Yes. Shufti checks the QR digital seal and MRZ on the new CNI, verifies older card designs by their security features and pairs both with a liveness-checked selfie. Customers without a CNI, such as foreign residents or visitors, switch to residence card or passport verification in the same flow.
Is a CNI image enough to verify a Cameroonian customer?
Not on its own, because CEMAC rules call for enhanced vigilance when the customer is not physically present. Shufti decodes the card's digital seal, checks it against the printed data and MRZ, and matches a live selfie to the photo, so an edited card fails.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI reads layouts it has never seen without waiting for a new template. A regional ID card, a new passport series or a foreign director's residence document is extracted and checked for tampering the first time it enters your onboarding flow.
How does Shufti OCR compare with Google OCR for French and English identity documents?
Cameroonian identity cards print their fields in French and English, and Shufti reads both at 99.7% accuracy. The gap grows on foreign documents, and across the languages in its published benchmark Shufti averages 93% accuracy against Google Vision's 78.4%, so expat and foreign director records arrive complete.
How does Shufti verify ownership when a Cameroonian company has several corporate layers?
Shufti pulls RCCM records for each company in the chain, maps holdings through every layer and identifies everyone holding 20% or more or controlling the company by other means. Each owner is compared with the RCBE declaration and screened before approval.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 21 of CEMAC Regulation No. 02/24 requires ongoing vigilance for as long as a business relationship lasts. Shufti monitors transactions against each customer's profile and source of funds, rescreens customers and beneficial owners, and flags ownership or management changes on the RCCM record.
How does Shufti keep screening current and handle Cameroonian name variations?
Watchlists, including the UN Security Council lists ANIF publishes and freezes ordered under Regulation No. 04/24, refresh every 15 minutes. Native phonetic models match French and English spellings, multi-part family names and reordered surnames, so a respelled name still leads back to the right listed person.
Can we control where our data is hosted or run verification inside our own infrastructure?
Yes. Run Shufti on-premises inside your own infrastructure, air-gapped if required, with any other hosting location agreed in the contract. Banks keep their data available in Cameroon, as COBAC requires, and avoid transfers that need the data protection authority's prior authorisation.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, limits access by role and logs every action, backed by ISO 27001:2022 certification and SOC 2 Type 2 reports. Each processing activity is documented for the prior authorisation Law No. 2024/017 requires, so your application is ready before launch.
Can we configure different retention periods for different Cameroonian licences?
Yes. Retention is set per client, licence and record type, so AML records stay at least ten years after a relationship ends while subscriber, gaming or tax records follow their own schedules. A legal hold stops deletion of any record tied to an investigation.
What does Shufti provide when our compliance team needs to file a report with ANIF?
Shufti's case file holds the verified identity, screening hits, transaction history, analyst notes and decision trail, exported as a report-ready written bundle. Your compliance officer can report forthwith, as Article 105 of Regulation No. 02/24 requires, without rebuilding the case from separate systems.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as CNI seal checks, passport NFC, address verification and AML screening by product, customer type and risk tier. Changes go live without new code or a new release, so compliance updates never wait on engineering.
How does Shufti make verification queries easier for our customer support team?
Every decision appears in the back office with its reason, the failed check and the captured evidence. Support staff can tell a customer whether a selfie failed liveness or a seal check was rejected, then pass disputed results to compliance in one click.
