Venezuela IDV/KYC Challenges
A Laminated Cédula Without a Chip Anchors Most Onboarding
KYC in Venezuela still rests on the cédula, a laminated card with no chip, and SUDEBAN Resolution 010.25 lets banks accept it whether current or expired. Shufti tests every card for tampering and matches a live selfie to its photo.
Customer Risk Must Be Re-Rated Every Six Months
Article 46 of Resolution 010.25 makes banks refresh each risk rating every six months, run data update campaigns every 18 months and monitor transactions against each profile. Shufti tests transactions against profiles, refreshes sanctions and PEP data every 15 minutes and flags ownership changes.
No Central Register Records Venezuelan Beneficial Owners
Venezuela keeps no beneficial ownership register, and the CFATF's 2025 follow-up report still rates it non-compliant on company ownership transparency. Firms rebuild ownership from the acta constitutiva and shareholder book, which Shufti reads to identify every natural person in control.
Thin Case Files Weaken RAS Reports to the UNIF
Every obligated subject reports suspicious activity to the UNIF through a Reporte de Actividades Sospechosas, in the form the UNIF sets, and a report missing its evidence trail draws follow-up questions. Shufti's case management assembles report-ready bundles for each RAS.
Documents and Languages
Individual Documents Shufti Verifies in Venezuela
Shufti verifies 10 Venezuelan identity documents plus passports and ID cards from other countries. The cards below cover the core documents Venezuelan onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsCédula de Identidad (V and E Numbers)
SAIME issues the cédula under the Ley Orgánica de Identificación as the main identity document, numbered for life with a V prefix for Venezuelans and E for resident foreigners. Shufti reads the photo, signature and fingerprint areas, flags edited fields and matches the holder's face.
Expired and Older Cédulas
Resolution 010.25 accepts a current or expired cédula for bank onboarding, so older card generations stay in daily use. Shufti reads each generation still in circulation and applies your own expiry rules, so a genuine but expired card is not rejected by default.
Venezuelan Passport
SAIME's biometric passport carries a contactless chip. Shufti reads it by NFC and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding. Venezuelans abroad often onboard with it.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Resolution 010.25 identifies non-resident foreigners by passport, and foreign directors, investors and Venezuelans holding residence cards abroad use these documents too.
Venezuelan Driving Licence
INTT issues licences as a polycarbonate card with chip and QR code, available since 2024, and as an emailed licence holders print and laminate themselves. Shufti checks authenticity, expiry and facial match on both formats, which helps delivery and ride-hailing platforms vet drivers.
Proof of Address
Resolution 010.25 lists water, electricity and phone bills and a constancia de residencia from a consejo comunal or condominium board as address evidence. Shufti verifies CORPOELEC and CANTV bills and residence certificates in the same step as the ID, matching name and address.
Entity Identity
Acta Constitutiva and Estatutos
Resolution 010.25 asks for certified copies of a company's founding documents, estatutos and later amendments as registered with the Registro Mercantil. AI-OCR reads ownership, capital and signing authority from them and flags GAN-generated or edited pages.
Registro Mercantil Filings
SAREN's Registro Mercantil records company formation, amendments and merchants' books. Shufti checks each filing against the acta and against corporate registry data, so a dissolved company or an unregistered amendment surfaces before onboarding.
Powers of Attorney and Gaceta Oficial Appointments
Representatives act through an authenticated power of attorney, and officials of public bodies through the Gaceta Oficial resolution naming them. Shufti reads the instrument, verifies the person it names and confirms the signing scope before any account opens.
Business Address Proof
Utility bills and leases in the company's name are cross-checked against the address on its RIF and its Registro Mercantil filings.
Tax Identity
Registro Único de Información Fiscal (RIF)
SENIAT assigns every company a RIF, a letter prefix with eight digits and a check digit, and Resolution 010.25 requires a current, legible RIF from each corporate customer. Shufti extracts the number, validates its structure and matches the name and address to the company file.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign parents and shareholders are verified with their home-country tax registrations, and Shufti collects FATCA and CRS self-certifications in the same onboarding flow.
Ownership and Control
Libro de Accionistas and Ownership Chart
The shareholder book records every holder and their stake. Shufti maps holdings through intermediate companies to each natural person who directly or indirectly controls the business, the beneficial owner test in Resolution 010.25, and screens each one against sanctions and PEP lists.
Beneficial Owner Declarations
With no national register to check against, Article 50 of Resolution 010.25 makes banks verify the beneficial owner information they collect. Shufti tests each declaration against the shareholder book, the acta and the RIF, and flags any owner missing from one of them.
Administrators, Legal Representatives and Authorised Signatories
Each administrator and signatory named in the estatutos or a power of attorney is identity-verified and screened, and Shufti alerts the case owner when a new filing changes who runs the company.
Languages We Cover
Spanish and Foreign-Script Document Parsing
Cédulas, passports, RIF certificates and company filings are issued in Spanish, and documents for indigenous citizens can add an indigenous language. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and averages 93% against Google Vision's 78.4% across its published benchmark. Zero-shot document intelligence reads foreign residents' document layouts it has never seen on first sight, without waiting for a template.
Venezuelan Name Matching
Venezuelans carry the father's and the mother's surname, often two given names, particles such as de or del, and accents that many databases drop. Native phonetic models for 80+ languages match these variants in sanctions and PEP screening.
Cross-Document Consistency Checks
Names, cédula numbers and dates of birth are reconciled across the cédula, passport, driving licence, RIF and company filings, so one customer never splits into mismatched records.

Every Verification Route Venezuelan Firms Rely On, in One Platform
Article 75 of SUDEBAN Resolution 010.25 tells banks to identify customers they never meet through biometrics, electronic signatures, one-time passwords and digital database checks, and SUDEBAN's June 2024 circular on online account opening adds biometric recognition checked against official identity records. Shufti supports online identity verification in Venezuela through the biometric and database routes, plus chip, document and video routes for non-residents and customers without a usable cédula.
Biometric Face Match as the Alternative Biometric Control
LiveArticle 60 of Resolution 010.25 calls for a fingerprint or, where one cannot be taken, an alternative biometric control. Shufti's face match with iBeta Level 3 liveness gives remote channels that control and logs every result.
NFC Chip Verification
LiveShufti reads the chip in the Venezuelan passport and most foreign biometric passports, then matches a live selfie to the chip photo. Venezuelans abroad and customers with worn cédulas use this high-assurance route.
Document and Face Biometric
LiveShufti authenticates the cédula, passport or a foreign ID card and matches a live selfie to its photo. Most non-resident customers and foreign directors take this route, with the evidence kept in the case file.
Fraud Prevention Across the Venezuelan Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Venezuelan businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for laminated cédulas, worn cards and passport chip reads catches glare, cropping and blur before submission, cutting failed attempts.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decision history, packaged as report-ready bundles for RAS filing with the UNIF.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, director and transaction changes, managing the full compliance lifecycle.
Cédula and Passport-First Flow Design
Residents verify with the cédula and a biometric match first, while Venezuelans abroad and non-residents move to passport NFC in the same flow.
Shufti's IDV/KYC Solutions for Venezuela
KYC Solutions
KYC verification in Venezuela serves cédula holders at home, a large diaspora onboarding from abroad, resident foreigners and non-resident visitors, each carrying different documents. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
SUDEBAN's online account-opening rules call for biometric recognition, and a laminated cédula photo is easy to swap. Shufti matches a liveness-checked selfie to the cédula photo or passport chip with a 99.5% first-try pass rate, so genuine customers rarely retry.
.Age Verification
Online casinos and bingos licensed by the CNC, along with other age-restricted services, need proof of age that does not slow sign-up. Shufti estimates age from a selfie in under five seconds and blocks 99.8% of underage attempts, with a document check as fallback.
.Bank Account Verification
Payouts and Pago Móvil transfers go astray when an account number or holder name is wrong. Shufti validates Venezuelan bank account details and confirms the account holder's name in real time, so money reaches the right person the first time.
.Address Verification
Utility bills and residence certificates vary by provider, municipality and consejo comunal. Shufti's layout-aware extraction and fuzzy matching verify them at a 99.3% pass rate, so genuine documents clear without manual rekeying.
.Document Verification
Venezuelan onboarding draws on current and expired cédulas, passports, driving licences and foreign IDs in every condition. Shufti authenticates each within seconds and catches forgeries, screen replays and edited fields that a visual check misses.
.Identity Verification
Separate tools for documents, selfies, database checks and addresses split one customer across several records. Shufti runs document, biometric, NFC, address and eIDV checks in one API session and returns one decision with the evidence attached.
.KYB Solutions
Business verification in Venezuela means reconciling Registro Mercantil filings, the acta constitutiva, the RIF and the shareholder book, with no beneficial ownership register to lean on and a control-based owner test in Resolution 010.25.
Explore MoreBusiness Verification
Onboarding a Venezuelan company means confirming its Registro Mercantil filings, RIF, legal representatives and every natural person who owns or controls it. Shufti reads, cross-checks and screens those records in one check, so the relationship opens on a complete ownership picture.
.Enhanced Due Diligence
Article 80 of Resolution 010.25 requires senior approval, source and destination of funds and beneficial owner checks for PEPs, whose status lasts five years after leaving office. Shufti's due diligence forms branch by risk, score each answer and file the evidence in one case.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Shufti's perpetual KYC rescreens customers against 4,000+ watchlists, including UN Security Council lists and the international sanctions programmes that name Venezuelan officials and state entities, refreshed every 15 minutes with every hit kept in one case file.
Explore More
Business AML Screening
A company's risk often sits with its shareholders and administrators, and links to state entities add sanctions exposure. Shufti screens entities, owners and administrators against UN and international lists, rescreens the whole portfolio through perpetual KYB and flags changes to the shareholder book.
.
Transaction Monitoring
Resolution 010.25 tells banks to segment customers by financial profile and flag operations outside their normal range. Shufti's library of 500+ pre-built rules covers structuring, smurfing and mule activity, cuts false positives by 60% and turns alerts into report-ready case bundles for the UNIF.
.Travel Rule
Article 41 of SUNACRIP's Providencia 044-2021 requires originator and beneficiary data to accompany virtual asset transfers above EUR 1,000. Shufti's Travel Rule integration exchanges IVMS101 data across major networks, checks a 2,000+ VASP directory and verifies unhosted wallet ownership.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits, and double surnames multiply the near-matches. Shufti's AI Compliance Co-Pilot reviews every hit, gives a confidence score out of 100 with a written reason and leaves the final call with your compliance officer.
.Built To Fit Venezuela's Compliance Landscape
Venezuela's KYC compliance starts with the LOCDOFT and the UNIF, which apply to every obligated subject, while SUDEBAN, SUNAVAL, SUDEASEG, SUNACRIP and the CNC each add their own AML rulebook and retention terms. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each licence your group holds.
Ley Orgánica contra la Delincuencia Organizada y Financiamiento al Terrorismo (LOCDOFT)
Published in Gaceta Oficial 39.912 on 30 April 2012, the LOCDOFT is Venezuela's core AML/CFT law. Article 9 lists obligated subjects from banks to casinos and notaries, Article 11 bans anonymous relationships, Article 10 sets a five-year record minimum and Article 13 requires reports to the UNIF.
Superintendencia de las Instituciones del Sector Bancario (SUDEBAN)
SUDEBAN's AML rules for banks are set by Resolution 010.25 of 20 March 2025, which repealed Resolution 083.18. It requires risk-based due diligence across supervised entities, six-monthly risk re-rating, fingerprint or alternative biometric capture, biometric routes for digital banking and ten-year record retention under Article 65.
Unidad Nacional de Inteligencia Financiera (UNIF)
Created under Article 24 of the LOCDOFT and attached to the economy and finance ministry, the UNIF receives suspicious activity reports from every obligated subject. Resolution 010.25 leaves the form and timing of bank reports to UNIF regulation, and the UNIF published a National Risk Assessment in 2024.
Superintendencia Nacional de Valores (SUNAVAL)
Providencia 025, published in Gaceta Oficial 43.096 on 27 March 2025, sets AML rules for brokers, issuers, fund managers and decentralised securities platforms, replacing Providencia 209. Article 55 requires investor records, including beneficial owner details and identity documents, to be kept for ten years.
Superintendencia de la Actividad Aseguradora (SUDEASEG)
Providencia SAA-01-0536-2024, published in Gaceta Oficial Extraordinaria 6.835 on 3 September 2024, sets AML rules for insurers, reinsurers and intermediaries. Article 38 calls for enhanced due diligence on non-face-to-face business, and Article 67 sets five years for paper records and ten for digital ones.
Superintendencia Nacional de Criptoactivos y Actividades Conexas (SUNACRIP)
SUNACRIP authorises crypto exchanges and other virtual asset service providers. Its Providencia 044-2021 requires due diligence on occasional transactions above EUR 1,000 under Article 40, originator and beneficiary data on larger transfers under Article 41 and records kept at least five years under Article 61.
Banco Central de Venezuela (BCV)
The BCV sets exchange and payment policy, publishes the official exchange rate and fixes the daily amount each client may move through exchange houses and border exchange operators. Under Articles 117 and 118 of Resolution 010.25, those operators identify customers by cédula or RIF and keep records ten years.
Comisión Nacional de Casinos, Salas de Bingo y Máquinas Traganíqueles (CNC)
The CNC licenses land-based and online casinos and bingos and publishes the register of authorised online operators. Its Providencia DE-19-01, published in Gaceta Oficial 41.581 on 7 February 2019, sets the AML rules for gaming operators, including records kept at least five years.
Servicio Administrativo de Identificación, Migración y Extranjería (SAIME)
SAIME issues cédulas, passports and residence visas. Under the Ley Orgánica de Identificación of 2006, the cédula is the main identity document for civil, commercial and administrative acts, with a lifelong number carrying a V prefix for Venezuelans and E for resident foreigners.
Servicio Autónomo de Registros y Notarías (SAREN)
SAREN runs the Registro Mercantil, which records company formation, amendments and merchants' books, and the notaries that authenticate powers of attorney. Registries and notaries are obligated subjects under Article 9 of the LOCDOFT, with registrars and notaries acting as compliance officers in their offices.
Oficina Nacional contra la Delincuencia Organizada y Financiamiento al Terrorismo (ONCDOFT)
The ONCDOFT is the governing body for organised crime and terrorist financing policy under Article 5 of the LOCDOFT. Under Joint Resolution 017-006 it is the competent authority for designations and asset freezes that implement UN Security Council resolutions, including resolutions 1267 and 1373.
CFATF Mutual Evaluation and FATF Increased Monitoring
Venezuela belongs to the CFATF, whose mutual evaluation of the country was adopted in November 2022. The FATF placed Venezuela under increased monitoring in June 2024 and kept it there in June 2026, with accurate and up-to-date beneficial ownership information among its action plan items.
Venezuela Data Residency and Deployment
SUDEBAN Circular 00036 of January 2024 bars banks, card issuers, exchange houses, fintech institutions and interbank networks from processing banking data outside Venezuela. Shufti runs on-premises inside your own Venezuelan infrastructure, or from regional cloud hosting where that rule does not apply, as set in the agreement.
Habeas Data Under Article 28 of the Constitution
Venezuela has no general personal data protection law. Article 28 of the Constitution lets people access the data held about them and ask for it to be updated, corrected or destroyed, and Article 60 protects privacy. Shufti's audit logs give you the record each request needs.
Biometric Data in Online Account Opening
SUDEBAN's June 2024 circular on online account opening requires banks to keep the biometric data they capture secure and confidential, and bars them from ceding, sharing or trading it. Shufti processes biometric data only for the checks your firm requests and never passes it on.
Banking Secrecy Under the Banking Sector Law
Article 86 of the Ley de Instituciones del Sector Bancario bars banks from disclosing customer operations to third parties without written authorisation. Shufti works under a data processing agreement that keeps verification data confidential and inside the scope your bank sets.
Retention Controls
Retention is configurable by client and licence, from ten years for bank and securities records to five-year minimums for crypto and gaming operators. Statutory minimums are not automatic deletion dates, and legal holds keep records under investigation or litigation from being deleted.
Encryption and Security
Article 20 of the Ley Especial contra los Delitos Informáticos makes improper capture or disclosure of personal data a crime. Shufti encrypts data in transit and at rest, applies role-based access and logs every action, backed by ISO 27001:2022 and SOC 2 Type 2 reports.
Automated Decisions and Biometric Data
Venezuelan law sets no specific rule on automated decisions, but habeas data lets customers ask what a firm recorded about them. Shufti returns verification results and supporting details through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Shufti processes personal data only on your instructions as a service provider, while your firm keeps responsibility as the obligated subject under the LOCDOFT and its sector rulebook. Shufti's privacy notice identifies any activities where it acts independently of its clients.

Frequently Asked Questions
Can Shufti verify Venezuelans without a document upload, and what happens when that check fails?
Yes. Shufti's docless eIDV checks the cédula number and full name against Venezuelan government identity records in seconds. When no match returns, the same flow moves the customer to a cédula or passport check with a liveness-checked selfie, without starting over.
Is a cédula image enough to verify a Venezuelan customer?
No. The cédula has no chip, so an image shows only what is printed on a laminated card. Shufti tests the card for edits and photo swaps, confirms its details through eIDV and matches a live selfie, the alternative biometric control Resolution 010.25 accepts.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI checks unfamiliar layouts without waiting for a template, so a foreign director's ID card or a recently redesigned residence card abroad gets the same forensic and face checks as a known format, and the result lands in the same case file.
How does Shufti OCR compare with Google OCR for the documents Venezuelan firms receive?
Venezuelan documents are in Spanish, which Shufti reads at 99.7% accuracy with accents, ñ and both surnames kept intact. In Shufti's benchmark against Google Vision, its OCR also averages 93% accuracy to Google's 78.4%, which matters for documents some foreign residents and investors present.
How does Shufti verify ownership when a Venezuelan company has several corporate layers?
Shufti reads the acta constitutiva, estatutos and shareholder book of each company in the chain, maps holdings through every layer and identifies the natural persons who directly or indirectly control it. It then tests the result against the beneficial owner declarations the customer filed.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 46 of Resolution 010.25 requires transaction monitoring in line with each customer's risk, six-monthly risk re-rating and data updates every 18 months. Shufti monitors transactions against each profile, flags ownership and director changes, and prompts refreshes when a customer's data falls due.
How does Shufti keep screening current and handle Venezuelan name variations?
Watchlists, including UN Security Council lists and international sanctions programmes covering Venezuelan officials and state entities, refresh every 15 minutes. Phonetic matching handles double surnames, particles and missing accents, and the AI Compliance Co-Pilot explains each hit so analysts clear false matches faster.
Can we keep verification data in Venezuela or run Shufti inside our own infrastructure?
Yes. Banks, exchange houses and fintech institutions bound by SUDEBAN's localisation circular can run Shufti on-premises in their own Venezuelan infrastructure, air-gapped if required. Firms outside that rule can use regional cloud hosting instead, with hosting locations and transfer terms set in the contract.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every action, backed by ISO 27001:2022 and SOC 2 Type 2. Biometric data serves only the checks you request, in line with SUDEBAN's ban on ceding or sharing it.
Can we configure different retention periods for different Venezuelan licences?
Yes. Retention is set per client, licence and record type, so a bank keeps records ten years under Resolution 010.25, an insurer can apply SUDEASEG's paper and digital terms, and a crypto exchange follows SUNACRIP's five-year minimum. Legal holds pause deletion.
What does Shufti provide when our compliance team needs to file a RAS with the UNIF?
Shufti's case file holds the verified identity, screening hits, transaction history, alerts and analyst notes in one place. Your compliance officer exports it as a report-ready bundle and prepares the RAS in the form the UNIF requires, with nothing rebuilt by hand.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as eIDV, passport NFC, address verification and AML screening by product, licence and risk tier without code changes, so a new SUDEBAN or SUNAVAL requirement becomes a configuration update rather than a rebuild.
How does Shufti make verification queries easier for our customer support team?
Every decision appears in the back office with the reason, the failed check and the captured evidence. Support staff can tell a customer whether a blurred cédula photo, a selfie mismatch or an expired passport caused the result, and what to do next.
