Armenia IDV/KYC Challenges
Remote Banking Fraud Has Raised the Bar for Remote Identification
Identity verification in Armenia came under scrutiny in May 2025, when the Central Bank of Armenia (CBA) reviewed remote banking fraud complaints and recommended stricter remote customer identification. Shufti pairs document checks with certified liveness and deepfake detection, so stolen passwords cannot open an account.
New Biometric Identity Documents Arrive in November 2026
The Law on Identity Documents makes the ID card mandatory from age 16 and brings in new biometric cards and passports by 1 November 2026, while older documents stay valid until they expire. Shufti's zero-shot document intelligence verifies every generation side by side.
Self-Declared Ownership Data Needs Independent Checks
Armenian companies declare owners holding 20% or more in the State Register's declaration system, yet MONEYVAL's 2026 evaluation found no checks on the accuracy of that data. Shufti's live registry call maps ownership through every corporate layer and verifies each owner.
Bank Suspicious Transaction Reports Are Due the Same Business Day
Banks report suspicion to the Financial Monitoring Center (FMC) on the same business day, or by noon the next, under CBA Decision 75-N, leaving little time to gather evidence. Shufti's case management keeps identity, screening and transaction evidence in one file, ready for filing.
Documents and Languages
Individual Documents Shufti Verifies in Armenia
Shufti verifies 6 Armenian identity document types plus passports and ID cards from other countries. The cards below cover the core documents Armenian onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsYes Em National Identification
Yes Em is the national identification system run by EKENG, the state e-governance agency, under Government Decree 572-N of 2017. Citizens use it with an ID card and reader or Mobile ID, and Shufti records a Yes Em login made through your firm's EKENG connection as an identity route.
Armenian Identification Card
The Migration and Citizenship Service issues the card, which keeps the holder's data in electronic storage and usually shows the Public Services Number. Shufti reads the chip by NFC, tests the card for tampering and matches a live selfie to the chip photo.
Armenian Residence Card
Foreign nationals with temporary or permanent residence status hold a residence card from the Migration and Citizenship Service, valid for one year or five years. Shufti authenticates the card, matches the holder by selfie and reads the details, so long-term residents onboard like citizens.
Armenian Biometric Passport
The passport's electronic storage holds the holder's photo and fingerprints. Shufti reads it by NFC and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Stateless Person and Refugee Documents
Armenia issues convention travel documents to refugees and stateless persons, and the 2026 law adds biometric ID cards for both groups. Shufti verifies these formats with a live selfie, giving people without a national passport the same route to an account.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Non-residents opening accounts remotely, foreign founders and relocated professionals use these documents in the same flow as Armenian citizens.
Armenian Driving License
The Ministry of Internal Affairs issues licenses valid for 10 years, and a digital version is now available through a Yes Em login. Shufti checks authenticity, expiry and the facial match, making the license supporting evidence and age proof for gaming and car rental onboarding.
Proof of Address
The ID card shows only the country of residence, so address evidence comes from utility bills, bank statements and residence registration certificates. Shufti verifies the document in the same step as the ID and matches the name and address.
Entity Identity
State Register Extract
The State Register Agency of Legal Entities at the Ministry of Justice registers LLCs, joint stock companies and other entities. Shufti calls the register live at every check, confirming name, registration number, status, founders and head, and flags companies whose details have changed.
Company Charter
AI-OCR reads ownership, capital and signing authority from the charter and its amendments, and flags GAN-generated or edited pages before a reviewer relies on them.
Business Address Proof
The registered address in the State Register extract is cross-checked against lease agreements and utility bills, so a company's registered and trading addresses match before onboarding.
Tax Identity
Taxpayer Identification Number (TIN)
Under Article 288 of the Tax Code, each organization receives its eight-digit TIN automatically at state registration, and Article 287 lets banks open company accounts only once a TIN exists. Shufti extracts the number and cross-checks it against the live register record.
VAT Registration
Article 59 of the Tax Code makes a company a VAT payer once turnover passes AMD 115 million, and its VAT number is the TIN with a /1 suffix. Shufti reads the VAT status a company declares and reconciles it with its registration documents.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign parents and non-resident founders are verified with their home tax registrations, and FATCA and CRS self-certification forms are collected and checked inside the same due diligence flow.
Ownership and Control
Beneficial Ownership Declarations
Articles 60.1 to 60.5 of the Law on State Registration of Legal Entities require every company to declare its beneficial owners within 40 days of registration and confirm them by 20 February each year. Shufti reads the declaration, verifies each owner and screens them.
Shareholder Register and Ownership Chart
The State Register records participants only for LLCs, so joint stock company share registers and group charts fill the gap. Shufti maps ownership through every intermediate company and screens each owner against sanctions, PEP and adverse media lists.
Directors and Authorized Representatives
Each director and authorized representative is identity-verified and screened, and Shufti alerts the team when the register records a change of management.
Languages We Cover
Armenian, English and Non-Resident Document Parsing
Armenian ID cards, residence cards and passports print data in Armenian script alongside English fields, and non-residents bring documents in Cyrillic and other scripts. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and extracts both versions of every field. It averages 93% accuracy against Google Vision's 78.4% in its published benchmark, and its zero-shot document intelligence reads unseen layouts on first sight, with no template needed.
Armenian Name Matching
Surnames ending in -yan or -ian, and the patronymics beside them, transliterate inconsistently into Latin. Native phonetic models for 80+ languages and script-to-Latin transliteration match each variant against sanctions and PEP lists.
Cross-Document Consistency Checks
Names, dates of birth and Public Services Numbers are reconciled across the ID card, passport, residence card and State Register extract, so a mismatch surfaces before approval.

Every Verification Route Armenian Firms Rely On, in One Platform
Article 18 of the AML Law requires each reporting entity to set its own procedures for identifying customers it never meets, and CBA Regulation 279-N treats a relationship without face-to-face contact as a high-risk criterion. Shufti supports every route Armenian firms use, plus chip, database, document, and video routes for non-residents and customers without an Armenian ID card.
Yes Em Authentication
LiveCitizens log in with an ID card and reader or Mobile ID, and Yes Em returns their Public Services Number as a unique identifier. Shufti adds the result from your firm's Yes Em integration to the case file alongside the document and selfie checks.
State Database Check (eIDV)
LiveGovernment Decision 1849-N lets Armenian companies, CBA-licensed firms included, connect to state databases through EKENG under contract. Shufti runs the comparison through your firm's EKENG connection in seconds and stores each result, so typed or edited data cannot pass.
First Payment Account Check
LiveClause 40 of Regulation 279-N requires the first payment in a non-face-to-face relationship to come from an account in the customer's name at a qualifying institution. Shufti confirms the account holder's name in real time before funds move.
NFC Chip Verification
LiveShufti reads the chip in Armenian biometric passports, ID cards and most foreign biometric passports and checks it against the printed data, the high-assurance route for customers who cannot use Yes Em.
Document and Face Biometric
LiveiBeta Level 3 certified liveness confirms a real person is present before Shufti matches the face to the document, blocking deepfakes, masks, replays and injected video. This is the route most non-residents take.
Fraud Prevention Across the Armenian Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Armenian businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for ID cards, residence cards and Armenian-script fields catches glare, blur and cropped edges before submission, so customers rarely retry.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decision history, packaged as report-ready bundles for filing through the FMC Online System.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file, while perpetual KYC/KYB tracks ownership, director and transaction behavior changes.
Yes Em and ID Card-First Flow Design
Citizens authenticate through Yes Em or the ID card chip first, while non-residents move to biometric passport verification in the same flow.
Shufti's IDV/KYC Solutions for Armenia
KYC Solutions
KYC verification online in Armenia covers citizens using Yes Em or their ID card, residents with residence cards and non-residents with foreign passports. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
The CBA's 2025 call for stricter remote identification puts more weight on the selfie step in Armenian onboarding. Shufti's face verification passes 99.5% of genuine users on the first try while stopping deepfakes, masks and injected video.
.Age Verification
Armenia's 2024 gambling law bars under-21s from casino, internet and betting games and under-18s from lotteries, so one age threshold does not fit every product. Shufti reads date of birth from the verified document and applies the right limit in the same check.
.Bank Account Verification
Remote relationships in Armenia start with a first payment from the customer's own account, and payouts fail when account details are wrong. Shufti validates the account details and confirms the holder's name in real time before money moves.
.Address Verification
The ID card shows no street address, so firms rely on bills and registration certificates whose layouts differ by issuer. Shufti extracts the address with layout-aware OCR and fuzzy-matches it to the application, passing 99.3% of genuine documents.
.Document Verification
Armenian onboarding now spans ID cards issued under the 2011 and 2026 laws, residence cards, passports, driving licenses and refugee documents. Shufti authenticates each format, reads Armenian and English fields within seconds and rejects altered or screen-captured copies.
.Identity Verification
Separate vendors for document checks, selfies, Yes Em logins and addresses leave one customer spread across several systems. Shufti runs document, biometric, NFC, address and database checks in one API session, giving compliance teams a single decision and record.
.KYB Solutions
Due diligence on an Armenian company starts with the State Register extract, follows founders through holding companies and identifies beneficial owners at the 20% threshold the AML Law sets. Shufti's live registry calls keep each company record current.
Explore MoreBusiness Verification
Onboarding an Armenian company means confirming its State Register entry, TIN, head and everyone who owns or controls 20% or more. Shufti's live registry call pulls that picture together in one check, putting corporate onboarding under two minutes.
.Enhanced Due Diligence
Layered holdings, PEP links, foreign founders and cash-heavy sectors need a closer look. Shufti's branching questionnaires, configurable risk scoring and UBO verification links gather source of funds and ownership evidence, and route high-risk files to senior approval.
.AML Screening
A customer who is clean at onboarding can land on a list next week. Shufti's perpetual KYC rescreens every customer against 4,000+ watchlists, including UN Security Council lists and the domestic list the FMC publishes, refreshes sanctions and PEP data every 15 minutes and keeps every alert in one case file.
Explore More
Business AML Screening
An Armenian company's risk often sits with its founders and head. Shufti screens the entity and every owner and director against sanctions lists, including the FMC's domestic designations, PEP data and adverse media, and perpetual KYB rescreens the portfolio as records change.
.
Transaction Monitoring
Article 6 of the AML Law has financial institutions report non-cash transactions of AMD 20 million, cash of AMD 5 million and crypto-asset deals of AMD 1 million or more. Shufti's 500+ pre-built rules cover structuring, smurfing and mule activity with 60% fewer false positives.
.Travel Rule
Article 20.1 of the AML Law, added in 2025, requires originator and beneficiary data to travel with every crypto-asset transfer, and Article 27 has providers reject transfers where it is missing. Shufti exchanges that data across major Travel Rule networks and verifies unhosted wallet ownership.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit and gives a 0 to 100 confidence score with a written reason, while your AML officer keeps the final call and every override is logged.
.Built To Fit Armenia's Compliance Landscape
AML compliance in Armenia rests on one AML Law and one financial regulator. The CBA supervises the financial sector and houses the FMC, while sector bodies oversee gambling operators, notaries, lawyers and auditors. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each license your group holds.
Law on Combating Money Laundering and Terrorism Financing
Law HO-80-N of 2008, substantially amended in July 2025, applies to every reporting entity. Article 3 defines beneficial owners at 20% or more, Article 17 requires ongoing due diligence throughout each relationship and Article 22 requires records to be kept for at least five years.
Central Bank of Armenia (CBA)
The CBA licenses and supervises banks, credit organizations, payment and settlement organizations, insurers, investment firms and crypto-asset service providers. Its Regulation 279-N sets minimum AML requirements and was last amended in January 2026, and banks need its prior consent before outsourcing operations.
Financial Monitoring Center (FMC)
The FMC, set up within the CBA in 2005, is Armenia's financial intelligence unit. Reporting entities register with it within one month of starting activity under Article 9 of the AML Law and file suspicious and threshold reports through the FMC Online System.
Law on Crypto-Assets
In force since 4 July 2025, the law lets only CBA-licensed legal entities provide crypto-asset services, from trading platforms to custody and transfers. Providers already active when it took effect must be licensed by 31 January 2027, and most crypto-asset service providers are now AML reporting entities.
State Revenue Committee
The State Revenue Committee administers tax registration and is the supervising body under the Law on Regulation of Gambling Activities of 2024. Gambling operators must identify players, check restricted-persons and self-exclusion lists, and are AML reporting entities under Article 3 of the AML Law.
State Register Agency of Legal Entities
The Agency, part of the Ministry of Justice, registers companies, issues register extracts and runs the beneficial ownership declaration system. It can seek liquidation of a company that misses three annual ownership confirmations in a row, and late or incorrect declarations draw administrative fines.
Migration and Citizenship Service
The Service, under the Ministry of Internal Affairs, issues ID cards, passports and residence cards. Adopted in May 2026, the Law on Identity Documents replaces the 2011 passport and ID card laws by 1 November 2026 and makes every new document carry biometric data.
EKENG and the Yes Em System
EKENG operates Yes Em, the national identification system behind ID card and Mobile ID logins, together with the government interoperability platform. Firms that connect to state databases through it sign a contract with EKENG and meet the minimum security requirements EKENG applies to every technical connection.
FMC Applicable Lists
Under Article 28 of the AML Law, everyone must freeze the assets of persons on UN Security Council lists immediately and without notice. The FMC publishes those lists alongside Armenia's domestic designations, and reporting entities screen against them and file a report after any freeze.
Interagency Committee and National Risk Assessment
The Interagency Committee on Combating Money Laundering, Terrorism Financing and Proliferation Financing, chaired by the CBA Governor, coordinates national policy. Its 2021 to 2023 risk assessment ranks fraud first among money laundering threats, and a 2025 to 2028 national strategy sets current priorities.
MONEYVAL Evaluation of Armenia
MONEYVAL adopted Armenia's sixth-round mutual evaluation in May 2026 and placed the country in enhanced follow-up, calling for systematic checks on the accuracy of beneficial ownership data. Armenia was not on the FATF list of jurisdictions under increased monitoring in June 2026.
Armenia Data Residency and Deployment
Shufti runs on-premises in your own infrastructure, air-gapped if required, or in Shufti's cloud with hosting locations and transfer safeguards fixed in your agreement. Banks outsourcing IT operations need CBA prior consent under Decision 118-N, and the agreement carries the audit access terms the CBA expects.
Law on Protection of Personal Data
Law HO-49-N of 2015 allows biometric data to be processed only with consent unless a law provides otherwise, and Article 23 requires notifying the Personal Data Protection Agency before such processing starts. Shufti adds encryption, role-based access and configurable retention for identity and biometric data.
Cross-Border Transfers and Breach Reporting
Article 27 allows transfers to countries with adequate protection, and elsewhere only with the agency's permission. A data leak must be announced and reported to the Police and the agency immediately under Article 21. Shufti's data processing agreement records transfer safeguards and incident duties.
Retention Controls
Retention is configurable by client and license, covering the five-year AML minimum and the five years companies keep beneficial ownership records. Statutory minimums are not automatic deletion dates, and legal holds keep records in place for as long as an investigation needs them.
Encryption and Security
Data is encrypted in transit and at rest, with role-based access and audit logging throughout. ISO 27001:2022 and SOC 2 Type 2 reports support the vendor reviews banks run under CBA Decision 173-N, which requires a certified information security management system.
Automated Decisions and Biometric Data
Article 16 of the data protection law allows decisions that affect a person's rights based on data processing only with consent or a legal basis. Shufti returns verification results and supporting details through the API and back office, so support teams can explain outcomes and escalate disputed results.
Scope of Our Role
Shufti acts as an authorized person under the data protection law, handling data only on the firm's written assignment as Article 14 requires. The firm remains the data processor, the controller in Armenian law, responsible for compliance, and Shufti's privacy notice names any activities it runs on its own account.

Meet The CBA's Call For Stricter Remote Identification
eKYC for Armenian banks now sits under closer CBA scrutiny after its 2025 review of remote banking fraud. Shufti runs Yes Em, chip, database and video routes in one flow, confirms the first payment account, screens customers continuously and keeps each decision ready for inspection.
Frequently Asked Questions
Does Shufti support Yes Em, and what happens when customers cannot use it?
Yes. Citizens can authenticate through Yes Em with an ID card or Mobile ID, and Shufti adds the result to the case file. Customers without access move to ID card or passport chip checks, document authentication and liveness in the same flow.
Is scanning an Armenian ID card enough, or should verification include its chip?
A scan alone leaves room for edited or replayed images. Shufti reads the card's electronic storage by NFC, checks it against the printed data, tests security features and matches the holder's live face to the chip photo, a record a scan cannot fake.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI adapts to unfamiliar layouts without a template, so a non-resident's national ID or an Armenian card issued under the 2026 law is checked for authenticity and tampering like any known format, with no wait for template updates.
How accurately does Shufti read Armenian identity documents?
Shufti's OCR reads Armenian script and the English fields beside it, extracting names, dates and Public Services Numbers from ID cards, residence cards and passports. For documents non-residents bring, Shufti's published benchmark shows it averaging 93% accuracy against Google Vision's 78.4%.
How does Shufti verify ownership when an Armenian company has several corporate layers?
Shufti pulls the State Register record and ownership declaration for each Armenian company in the chain, maps holdings through foreign parents and intermediate companies and identifies everyone at the 20% threshold. Each owner is verified and screened, and a register change triggers a rescreen.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Article 17 of the AML Law requires transactions to be checked against the customer's profile and identity data to be refreshed at least once a year. Shufti compares transactions with each profile, schedules annual refreshes and flags register, director and ownership changes.
How does Shufti keep screening current and handle Armenian name variations?
Watchlists update continuously, including UN lists that take effect in Armenia without delay and the FMC's domestic designations. PEP screening covers each customer and beneficial owner as Article 18 requires, and phonetic matching links every Latin spelling of an Armenian name.
Can we choose where data is hosted or run verification inside our own infrastructure?
Yes. Deploy Shufti on-premises, air-gapped if required, so identity data stays on your network, or use Shufti's cloud with hosting locations set in the agreement. That record supports the transfer rules in Article 27 and the CBA's outsourcing consent process.
What controls help us protect identity and biometric data?
Shufti encrypts data in transit and at rest, applies role-based access and logs every access. Biometric data is kept only as long as your configured retention allows, and ISO 27001:2022 and SOC 2 Type 2 reports support your vendor review and agency notification.
Can we configure different retention periods for different Armenian licenses?
Yes. Retention is set per client, license and record type, so a bank, a credit organization and a crypto-asset service provider in one group can each keep records for at least five years after the relationship ends, or longer where a law requires.
What does Shufti provide when our compliance team needs to prepare an FMC report?
Shufti's case file holds the verified identity, screening results, transaction history, alerts and analyst notes in one place, exported as a report-ready bundle. Your team submits it through the FMC Online System within the deadline, without rebuilding evidence from separate systems.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as Yes Em login, NFC chip reads, video identification or account checks without code changes, and routes customers by product, nationality and risk tier, so new CBA requirements reach production quickly.
How does Shufti make verification queries easier for our customer support team?
Each decision shows in the back office with its reason, the check that failed and the evidence captured. Support agents can explain a rejected selfie or ID card in plain language, request a specific retake and pass disputed results to compliance.
