Slovenia IDV/KYC Challenges
Chip and Non-Chip ID Split
The biometric osebna izkaznica added an NFC chip in March 2022, yet older non-chip cards stay valid until they expire. Capture logic has to read both without turning away genuine customers.
VASP Onboarding Load
Slovenian crypto-asset service providers sit under ZPPDFT-2 and MiCA at once, most supervised by ATVP. Platforms build KYC and AML controls at speed as volumes climb.
UBO Register Access Tightened
Public access to the Register dejanskih lastnikov closed on 9 August 2025. Obliged entities keep direct access once registered with AJPES; counterparties need a legitimate-interest certificate.
Supervisory Follow-Up Pressure
MONEYVAL published its sixth-round report on 7 July 2026 and placed Slovenia in enhanced follow-up. It found bank supervision improved, non-financial sectors and risk data weaker.
Regulatory Update
What AMLR Changes for Identity Verification in Slovenia
The EU Anti-Money Laundering Regulation (EU) 2024/1624 applies directly in Slovenia from 10 July 2027, with no transposition period. It sets the due diligence rules ZPPDFT-2 will operate under. AMLA, the EU-level supervisor in Frankfurt, supervises directly from 2028.
Timeline
- 24 Dec 2026 Member State wallet issuance duty
- 10 July 2027 AMLR applies, no transposition
- 24 Dec 2027 Wallet acceptance duty, large private relying parties
- 2028 AMLA supervision begins
eIDAS Becomes an Explicit Route
AMLR Article 22(6) gives two equal means: an identity document with reliable independent sources, or eIDAS electronic identification at substantial or high with qualified trust services. Slovenia’s routes under Articles 33, 34 and 35 of ZPPDFT-2 continue. Document which you use and why.
The Ownership Test Tightens
AMLR sets the test at 25% or more, where ZPPDFT-2 says more than 25%, and control must be assessed too. Control-based ownership can arise below any line.
Existing Customers Get Re-Checked
AMLR expects existing customer records to be brought up to standard on a risk basis, not just new onboarding. Continuous monitoring keeps back-book files current between reviews.
Accountability Stays With You
AMLR Article 18 keeps the obliged entity fully liable for outsourced due diligence. Article 56 of ZPPDFT-2 already works the same way today.

.SUPPORTED VERIFICATION METHODS FOR SLOVENIA
Every Verification Route Slovenia Uses, in One Platform
Shufti supports the full range of remote verification routes used in Slovenia, from the EUDI Wallet and the SI eID card to video and biometric checks. Each method below shows what is live today and what is ready for the 2027 rollout.
EUDI Wallet
Wallet-ready · from 2027AMLR Article 22 makes eIDAS-based electronic identification a primary route for remote verification. Slovenia is developing its wallet under the eIDAS 2.0 rollout. Shufti is built to accept wallet-based verification as the Slovenian wallet goes live.
Notified eID
LiveeIDAS HighThe Slovenian eID card scheme, notified at eIDAS assurance level high, puts a high-assurance eID means on the osebna izkaznica. Holders use it through the eOsebna app and SI-PASS. Shufti verifies it today, alongside supported commercial eIDs such as smsPASS, Rekono and Halcom One.
Docless Database eIDV
LiveA background check against Slovenian government, telecom, credit and utility data confirms identity in seconds for low-risk onboarding, with no document upload. Shufti confirms source coverage and escalates as risk rises.
NFC Chip Verification
LiveShufti reads the secure chip in the osebna izkaznica, the dovoljenje za prebivanje and the Slovenian ePassport. This is the high-assurance capture route where eID activation is still low.
Document and Face Biometric
LivePermitted under AMLR Article 22(6)(a) and Article 35 of ZPPDFT-2. Authenticates the osebna izkaznica, potni list and dovoljenje za prebivanje with iBeta Level 3 Conformance to ISO/IEC 30107-3 liveness.
Video Identification
LiveArticle 34 of ZPPDFT-2 permits attended video-electronic identification, on conditions set by the rulebook at Uradni list RS 58/23, with at least six months of enhanced monitoring after. A guided real-time session checks security features, runs face match and liveness.
Qualified Electronic Signature
LiveZPPDFT-2 recognises qualified electronic signatures on powers of attorney under Articles 30 and 31, and Slovenian QTSPs issue qualified certificates on the EU Trusted List. Shufti runs eIDAS-qualified signing powered by Evrotrust, producing PAdES-LTV signatures. For Slovenia the signing check runs through NFC and face biometrics.

Languages We Cover
Slovenian Latin Script Handling
Native Slovene parsing keeps č, š and ž intact across the osebna izkaznica, potni list, sodni register and Register dejanskih lastnikov, so checks stay accurate against official sources.
Bilingual Document Verification
Italian and Hungarian appear on documents and municipal records in the bilingual border areas. Shufti processes both alongside Slovene without losing field accuracy.
Name Matching And Evidence Consistency
Matching reconciles č, š and ž on the document face with the stripped characters in the machine-readable zone, cutting false mismatches on Slovenian names.
GOVERNANCE & CONTROLS
Audit-Ready Decisions, Lower Operational Drag
Fewer Osebna Izkaznica Re-Submissions
Capture tuned to both chip and non-chip osebna izkaznica formats cuts avoidable re-submissions and manual review workload.
Cleaner Audit Trails
Structured logs aligned to the ZPPDFT-2 ten-year retention rule and Urad reporting duties keep every decision audit-ready.
Slovenian Name Matching Accuracy
Diacritic-aware fuzzy matching resolves č, š and ž variants and cuts false declines from transliteration gaps in screening.
One Workflow For KYC, KYB And AML
Banka Slovenije checks, Urad screening and ZVOP-2 data duties all run in one back office without any separate integrations.
Slovenian National ID KYC Entry Point
The osebna izkaznica leads identity verification, with the potni list and dovoljenje za prebivanje as the fallback route.
CONTINUOUS COMPLIANCE
Compliance that does not stop at onboarding
AMLR treats customer due diligence as a continuing obligation. Perpetual monitoring keeps the customer picture current between reviews, so risk is caught when it appears, not at the next annual check.
Surface Changes as it happens
DetectPerpetual monitoring flags risk when it appears, not at the next annual review. Behavioural biometrics, background fraud signals, and ongoing sanctions and PEP screening watch every active relationship.
Step up when the signal fires
VerifyWhen a signal fires, re-verification confirms the person or the ownership change using the same live methods above, so a flag turns into a resolved decision.
Keep the file audit-ready
ComplyEvery check and decision is logged to ZPPDFT-2 record-keeping standards, so the file is organised and retrievable for internal audit and supervisory review.
Perpetual KYC
pKYCKeeps individual customer risk current with behavioural biometrics, background fraud signals and ongoing AML screening, so back-book records stay standard-ready.
Perpetual KYB
pKYBMonitors the Register dejanskih lastnikov and the AJPES registers for control changes, so any shift past the 25% or more UBO threshold is caught between reviews.

Frequently Asked Questions
Which identity documents can be used for KYC verification in Slovenia?
Customers can use the Slovenian osebna izkaznica, including the high-assurance eID means and NFC chip it has carried since March 2022. The potni list, vozniško dovoljenje and dovoljenje za prebivanje are also accepted where ZPPDFT-2 conditions are met. Shufti supports document, eID, NFC and biometric verification in one configurable workflow.
How does Shufti support Banka Slovenije-supervised businesses?
Shufti connects identity verification, KYB, AML screening, QES, account verification and decision evidence in one configurable workflow. This helps businesses within the remit of Banka Slovenije reduce manual hand-offs, standardise compliance records and prepare clearer evidence for internal audit and applicable supervisory review.
What documents are required for KYB in Slovenia?
Typically an izpisek iz sodnega registra, the AJPES business register profile, the davčna številka and VAT ID, and beneficial ownership details from the Register dejanskih lastnikov. Shufti verifies these and screens the UBOs behind them against sanctions and PEP lists.
Is video identification legally accepted for onboarding in Slovenia?
Yes. Article 34 of ZPPDFT-2 permits attended video-electronic identification, and the technical rulebook published at Uradni list RS 58/23 sets the conditions. Those include a real-time encrypted session, a trained operator, security-feature checks and a one-time code the customer states during the session.
How are Slovenian name variants handled in screening?
Matching accounts for č, š and ž and for the stripped characters that appear in the machine-readable zone, so a name printed as Žižek and read as ZIZEK resolves correctly. That keeps false positives on Slovenian names low and cuts avoidable manual review.
How long must AML records be retained in Slovenia?
Under Article 142 of ZPPDFT-2, customer due diligence data and documentation are kept for ten years after the business relationship ends or the transaction is completed. Records on the compliance officer, staff training and internal controls are kept for four years.
Is EU-region data hosting available for Slovenian customers?
Yes. Shufti offers EU-based cloud regions, including Frankfurt and Vienna, so Slovenian customer data stays in-region in line with GDPR and ZVOP-2. On-premise deployment is available where residency requirements are stricter.
What changes for Slovenia under AMLR from July 2027?
AMLR applies directly, so no Slovenian transposition law is needed. Article 22(6) gives two equal means: an identity document with reliable independent sources, or eIDAS electronic identification at substantial or high with qualified trust services. It sets the ownership test at 25% or more and requires control to be assessed.
Who can access Slovenia's beneficial ownership register?
Public access to the Register dejanskih lastnikov closed on 9 August 2025. Obliged entities keep direct access once registered with AJPES; others now need a legitimate-interest certificate. Shufti captures UBO evidence and flags gaps against register data.
When will the EUDI Wallet be usable for onboarding in Slovenia?
Under eIDAS 2.0, EU member states target wallet availability from the end of 2026, and regulated businesses must accept wallet-based verification in the period after that. Slovenia is developing its wallet under this rollout. Shufti is built to accept wallet-based verification as the wallet goes live, so onboarding flows will not need to be rebuilt.
