Ireland IDV/KYC Challenges
No Notified eID to Fall Back On
Ireland has no eID scheme notified under Regulation (EU) No 910/2014 and no compulsory national identity card. MyGovID serves public services, so private onboarding still runs on passports and driving licences.
Irish Names Break Global Matching
Ó, Mac, Mc and Ní prefixes, fada marks and bilingual English and Irish name fields on official documents trigger false positives when diacritics are dropped in international databases.
Ownership Is Hard to See Through
Post-Sovim designated person access under S.I. No. 308 of 2023 returns month and year of birth but not day or address, and Regulation 25(2) bars sole reliance for due diligence. Irish law uses more than 25% while AMLR moves to 25% or more.
Registry Data Is Not Verification
The Companies Registration Office confirms a company exists, not who controls it or whether they are sanctioned. KYB needs screening layered on top of registry lookups.
Regulatory Update
What AMLR Changes for Identity Verification in Ireland
The EU Anti-Money Laundering Regulation (EU) 2024/1624 applies directly in Ireland from 10 July 2027, with no transposition period. It sets the due diligence rules the CJA 2010 framework will operate under, with AMLA, the new EU-level supervisor, established in Frankfurt.
Timeline
- End of 2026 Member State EUDI Wallet issuance deadline
- During 2026 Government Digital Wallet closed beta pilot
- 10 July 2027 AMLR applies, no transposition
- Late 2027 Acceptance duty under eIDAS 2.0 Article 5f
- 2028 AMLA direct supervision begins
eIDAS Expressly Recognised
Article 22(6) lets obliged entities verify identity with electronic identification means at the eIDAS substantial or high levels and relevant qualified trust services. Ireland’s current document and biometric routes stay lawful, but non-eIDAS methods carry a documentation and justification burden.
The Ownership Test Tightens
AMLR sets the test at 25% or more ownership, or control by other means. Ireland's current test is more than 25%, so KYB checks should confirm the 25% line and control.
Existing Customers Get Re-Checked
AMLR expects existing customer records to be brought up to standard on a risk basis, not just new onboarding. Continuous monitoring keeps back-book files current between reviews.
Accountability Stays With You
Article 18 keeps you liable when verification is outsourced, and Article 48 when you rely on another obliged entity. Section 40 of the CJA 2010 already says the same.
FOR CENTRAL BANK-SUPERVISED BUSINESSES
Streamline Central Bank-Supervised Onboarding in Ireland
Connect identity verification, QES, optional Penny Drop and compliance evidence in one configurable workflow for businesses within the Central Bank of Ireland’s supervisory remit. Reduce customer drop-off and manual handovers while giving compliance teams a review-ready record of every decision.
1. Verify the customer
Verify identity using the configured route, such as NFC chip reading of the Irish passport, docless database checks or document and biometric checks.
2. Complete qualified signing
Apply and validate the QES within the same journey, keeping the signed document, verification result and supporting evidence together.
3. Confirm the payment account
Penny Drop Verification confirms that the payment account belongs to the customer, as a supporting fraud and account-ownership control.

EUDI Wallet
Wallet-ready · from 2027AMLR Article 22(6) points to electronic identification means at the eIDAS substantial or high levels. Ireland’s Government Digital Wallet is in closed beta pilot, and Shufti is built to accept wallet-based verification as it goes live.

LiveDatabase-driven verification confirms identity in seconds for low-risk onboarding with no document upload, using permitted reference data sources. Shufti escalates to stronger checks as risk rises.
NFC Chip Verification
LiveShufti reads the secure chip in the Irish ePassport and the Irish Residence Permit card. This is the high-assurance capture route in a country with no notified eID scheme.
Document and Face Biometric
LivePermitted by AMLR Article 22(6)(a). Document authentication of the Irish passport, passport card, driving licence and Irish Residence Permit, paired with iBeta Level 3 Conformance to ISO/IEC 30107-3 liveness to confirm a real, present person.
Qualified Electronic Signature
LiveSection 33(2)(a) of the CJA 2010 recognises information from relevant trust services under the Electronic Identification Regulation. Shufti runs eIDAS-qualified signing powered by Evrotrust, an EU qualified trust service provider, producing PAdES-LTV signatures. For Ireland the signing identity check runs through NFC and face biometrics.

Evidence-Ready Checks Across People & Businesses
Individual Documents We Verify
Shufti verifies 14+ individual Irish document types.
View All Supported DocumentsIrish Passport
Biometric ICAO-compliant passport issued by the Passport Service under the Passports Act 2008. Carries an NFC chip holding a digital facial image for chip-based checks.
Irish Passport Card
Card-format travel document issued alongside the Irish passport for EU, EEA, Swiss and UK travel. Bilingual English and Irish data, verified through document and biometric checks.
Irish Driver Licence
EU-format photocard licence issued through the National Driver Licence Service under the Road Safety Authority. Widely used for identity and address evidence in Irish onboarding.
Entity Identity
Certificate of Incorporation
Issued by the Companies Registration Office on formation. Confirms the registered company name, the company registration number and the date of incorporation for KYB.
Certificate of Incorporation on Change of Name
CRO record of a corporate name change. Establishes continuity of legal identity when a current trading name differs from the name on historical filings.
Tax Identity
Tax Registration Number (TRN) Certificate
Issued by the Revenue Commissioners. The Tax Reference Number runs to seven digits followed by one or two letters, and it confirms registered business tax identity.
VAT Registration Certificate
Revenue-issued credential confirming VAT-registered status. Irish VAT numbers carry the IE prefix in formats such as IE1234567A and IE1234567AB for EU trade.
Ownership & Control (UBO)
Central Register of Beneficial Ownership (RBO)
Statutory register under S.I. No. 110 of 2019. Per-entity access at a fee returns a limited extract, so Shufti pairs it with independent ownership checks. Designated persons must complete an administration declaration with the Registrar before access is granted.
Director and Owner Identity
Identity evidence for the people named on CRO filings and RBO entries. Each is screened against sanctions, PEP and adverse media lists during KYB onboarding.
Languages We Cover
Bilingual Document Handling
Irish documents carry English and Irish data fields. Shufti parses both, matches bilingual name fields across the passport, passport card and driving licence, and logs the result.
Irish Naming Conventions
Name matching handles Ó, Mac, Mc and Ní prefixes and fada marks across English and Irish spellings, cutting false mismatches.
Regulatory Evidence Standards
Cross-document checks reconcile names and identifiers across the passport, driving licence, CRO filings and RBO data, supporting Central Bank and Data Protection Commission review.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer avoidable re-submissions
Optimised capture for Irish document formats and the NFC-enabled Irish ePassport cuts avoidable re-submissions and manual review.
Cleaner audit trails
Structured logs aligned to Section 55 retention and FIU Ireland reporting keep every onboarding decision audit-ready.
Better name matching outcomes
Matching handles Ó, Mac, Mc and Ní prefixes and fada marks, reducing false positives and manual review.
One workflow, one back office
KYC, KYB and AML screening are consolidated in one operational case view, so one back office team works on every customer file.
Passport-first flow design
Passport and driving-licence-first onboarding reflects how Irish customers actually verify without a national ID card.
Continuous Compliance
Compliance that does not stop at onboarding
AMLR treats customer due diligence as a continuing obligation. Perpetual monitoring keeps the customer picture current between reviews, so risk is caught when it appears, not at the next annual check.
Surface Changes as it happens
DetectPerpetual monitoring flags risk when it appears, not at the next annual review. Behavioural biometrics, background fraud signals, and ongoing sanctions and PEP screening watch every active relationship.
Step up when the signal fires
VerifyWhen a signal fires, re-verification confirms the person or the ownership change using the same live methods above, so a flag turns into a resolved decision.
Keep the file audit-ready
ComplyEvery check and decision is logged to the record-keeping standard in Section 55 of the CJA 2010, so files stay organised and retrievable for supervisory review.
Perpetual KYC
pKYCKeeps individual customer risk current with behavioural biometrics, background fraud signals and ongoing AML screening, so back-book records stay standard-ready.
Perpetual KYB
pKYBMonitors CRO filings and RBO beneficial ownership data for shareholding and control changes, so a shift past the 25% or more UBO threshold is caught between reviews.

AMLA (EU Anti-Money Laundering Authority)
The new EU-level supervisor has been established in Frankfurt since July 2025. It begins direct supervision of selected high-risk cross-border entities from 2028 and shapes technical standards under AMLR.
Deployment Option
Cloud in EU regions, including Ireland, or on-premise, keeps Irish customer data in-region and supports GDPR accountability.
Regulatory Alignment
Aligned with CJA 2010 due diligence, beneficial ownership and record-keeping duties, with GDPR and the Data Protection Act 2018, and with AMLR from 10 July 2027.
Retention Controls
Section 55 of the CJA 2010 sets a five-year minimum. The clock starts when the service ends or at the last transaction, whichever is later, and An Garda Síochána may direct up to five further years. From 10 July 2027, AMLR Article 77 applies a five-year baseline, with case-by-case extensions of up to five more years.
Encryption & Security
Encryption in transit and at rest, with access controls and audit logging, supports Article 32 GDPR and Data Protection Act 2018 duties under ISO 27001 certification.
Scope of Our Role
Shufti acts as a data processor and provides verification technology, not legal or regulatory advice. Customer due diligence and the choice of verification method remain with the obliged entity, documented in its own risk assessment.
AI Act Position
Article 50 AI Act transparency duties apply from 2 August 2026, and Shufti supports disclosure and human review in verification workflows.

Frequently Asked Questions
Which identity documents can be used for Irish onboarding?
Customers can use the Irish passport, including its NFC chip, along with the Irish passport card and the Irish driving licence. Eligible EU and EEA identity cards, passports and the Irish Residence Permit can also be accepted when they meet the applicable CJA 2010 requirements. Shufti supports document, NFC and biometric verification in one workflow.
How does Shufti support Central Bank of Ireland-supervised businesses?
Shufti connects identity verification, KYB, AML screening, QES, account verification and decision evidence in one configurable workflow. This helps businesses within the Central Bank of Ireland’s supervisory remit reduce manual hand-offs, standardise compliance records and prepare clearer evidence for internal audit and applicable supervisory review.
What documents are required for KYB in Ireland?
Typically a Certificate of Incorporation from the Companies Registration Office, the Tax Reference Number, a VAT registration certificate and beneficial ownership details from the RBO. Shufti verifies these in real time and screens the UBOs behind them against sanctions and PEP lists.
How are Irish name variants handled in screening?
Matching accounts for Ó, Mac, Mc and Ní prefixes, fada marks and bilingual English and Irish name fields, so legitimate Irish names resolve correctly and false positives on Irish names stay low.
How long must AML records be retained in Ireland?
Five years. Section 55 of the CJA 2010 requires records to be kept for at least five years from the date the service to the customer ends or the date of the last transaction, whichever is later. A member of An Garda Síochána not below the rank of Sergeant may direct up to five further years.
Is EU-region data hosting available?
Yes. Shufti offers EU-based cloud regions, so Irish customer data stays in-region in line with GDPR and the Data Protection Act 2018. On-premises deployment is available where residency requirements are stricter.
What changes for Ireland under AMLR from July 2027?
AMLR applies directly, so no Irish transposition law is needed. Article 22(6) points to eIDAS electronic identification means and qualified trust services; document plus biometric checks stay a lawful route, and the beneficial ownership test moves to 25% or more.
Does Ireland have an eIDAS-notified eID scheme?
No. Ireland has not notified an electronic identification scheme under Regulation (EU) No 910/2014, and it does not appear on the European Commission’s published list of notified or pre-notified schemes. Shufti verifies Irish customers through NFC chip reading, docless database checks, documents and biometrics.
How do QES and account verification work together in Ireland?
Irish law does not set a qualified electronic signature plus payment-account identification route. The payment-account limb in the original Section 33(4) of the CJA 2010 was deleted in 2018. Shufti still connects QES, account verification and supporting evidence in one workflow, subject to the applicable account and transaction requirements.
When will the EU Digital Identity Wallet be usable for onboarding in Ireland?
Under eIDAS 2.0, member states target wallet availability from the end of 2026, and private relying parties that use strong customer authentication accept wallets in the period after that. Ireland’s Government Digital Wallet ran a public consultation and closed beta testing during 2026, and Shufti is built to accept wallet-based verification as it goes live.
