Belize IDV/KYC Challenges
No National ID Card Means Four Documents Carry the Load
Belize has no national ID card yet, so identity verification in Belize rests on passports, Social Security cards, driver's licences and voter ID cards, while 11.5% of residents were born abroad (2022 Census). Shufti verifies each one, local or foreign, in one flow.
Remote Customers Need Compensating Checks by Law
Section 15(4B) of the Money Laundering and Terrorism (Prevention) Act (MLTPA) requires extra measures for customers who are not physically present, and CBB guidance warns that remote business carries inherent forgery risk. Shufti combines chip reads, liveness-checked selfies and account-name checks in one session.
Ownership Records Sit With Registered Agents
The Belize Companies Act 2022 places each company's beneficial ownership register with its registered agent, gives companies 15 days to report changes and lets the FSC demand the register within 24 hours. Shufti traces everyone holding more than 25% through every corporate layer.
A Three-Day Reporting Window Leaves No Room for Thin Case Files
Section 17(4) of the MLTPA requires a suspicious transaction report to the Financial Intelligence Unit (FIU) within three days of a suspicion forming. A case rebuilt from scattered notes eats into that window, so Shufti's case management keeps evidence and decisions in report-ready bundles.
Documents and Languages
Individual Documents Shufti Verifies in Belize
Shufti verifies Belizean identity documents plus passports and ID cards from other countries. The cards below cover the core documents Belizean onboarding relies on, with the full list on the supported documents page.
View All Supported DocumentsBelize ePassport
The Nationality and Passports Department has issued e-passports with a chip holding the holder's data and photograph since October 2022. Shufti reads that chip and runs nine forensic detection layers, from MRZ checksum validation to hologram analysis, so a cloned or altered passport fails before onboarding.
Social Security Card
The Social Security Board issues a photo and signature card to citizens and residents, with non-citizen cards expiring alongside their permit. CBB guidance names it as photo ID, and Shufti verifies the card, reads the number and matches the photo to a selfie.
Voter ID Card
The Elections and Boundaries Department photographs each elector at registration and issues a voter ID card, which CBB guidance lists among acceptable identity documents. Shufti checks the card's security features and photo, then pairs it with proof of address in the same case.
Belize Driver's Licence
The Department of Transport issues driving licences under the Motor Vehicles and Road Traffic Act, and CBB guidance accepts a licence as photo ID. Shufti checks authenticity, expiry and facial match, which helps lenders, insurers and rental firms confirm the person behind the wheel.
Residence Cards and Work Permits
Foreign residents hold residence cards issued by immigration authorities or Temporary Employment Permits arranged through the Labour Department, and many also carry a Social Security card. Shufti verifies each permit, its expiry and the holder's face, then links it to the passport in one case.
Foreign Passports and National ID Cards
Shufti actively processes 10,000+ ID document types from 240+ countries and territories, and its zero-shot AI learns new document formats in minutes. Foreign-born residents, Qualified Retired Persons programme participants and non-resident clients of banks, brokers and registered agents onboard this way.
Proof of Address
Belize addresses carry no postcodes, so CBB guidance points to recent utility bills, tax assessments, bank or credit union statements and the Register of Electors to confirm where a customer lives. Shufti reads each document and matches name and address to the verified identity in one step.
Entity Identity
Certificate of Incorporation and BCCAR Record
The Belize Companies and Corporate Affairs Registry (BCCAR) registers companies under the Belize Companies Act 2022 and business names under the Business Names Act, all through its Online Business Registry System (OBRS). Shufti verifies the certificate and checks its details against live registry data at every check.
Company Articles
A Belize company's articles set out its share classes, members' rights and the powers of its directors. AI-OCR reads ownership, capital and signing authority from the articles and any later amendments, and flags GAN-generated or edited pages before they reach your reviewers.
Trade Licence and Sector Licences
Licensing boards in each district issue trade licences under the Trade Licensing Act 2024, in force since January 2025, while banks hold CBB licences and securities firms, registered agents and digital asset businesses hold FSC licences. Shufti reads each licence and checks holder, scope and validity.
Registered Office and Business Address Proof
Every Belize company keeps a registered office, and companies with foreign participants act through a licensed registered agent. Shufti compares a lease or utility bill with the registered office on the BCCAR record, so a borrowed or virtual address surfaces before the account opens.
Tax Identity
Taxpayer Identification Number and GST Registration
The Belize Tax Service assigns each business a Taxpayer Identification Number (TIN) and registers it for General Sales Tax (GST), charged at a standard rate of 12.5%. Shufti extracts the TIN and matches it against the company name, BCCAR record and trade licence.
Foreign Tax Registrations and FATCA/CRS Self-Certification
Foreign parents, members and non-resident clients are checked against their home-country tax registrations, and Belize takes part in the automatic exchange of financial account information. Shufti gathers FATCA and CRS self-certifications inside the same due diligence form before approval.
Ownership and Control
Register of Beneficial Owners
Section 86 of the Belize Companies Act 2022 requires a register of beneficial owners at the registered office and with the registered agent, and a 2023 amendment added it to Registrar filings. Shufti collects each declaration, maps the owners named and screens them before approval.
Shareholder Register and Ownership Chart
The MLTPA counts anyone who owns or controls more than 25% of shares or voting rights, directly or indirectly, as a beneficial owner. Shufti maps holdings through intermediate companies, foundations and trusts, then screens each owner against sanctions, PEP and adverse media lists.
Directors, Officers and Authorised Signatories
Belize companies file their register of directors with the Registrar, and regulated firms identify everyone who can act for a corporate customer. Shufti verifies each person, screens them against sanctions and PEP lists and alerts the case owner when the registry shows a board change.
Languages We Cover
English, Spanish and Foreign Document Parsing
Belize issues its identity documents and company filings in English, yet 54% of residents speak Spanish (2022 Census) and foreign-born customers bring documents in many languages. Shufti's OCR reads 150+ languages and scripts at 99.7% accuracy and averages 93% accuracy against Google Vision's 78.4% in its published benchmark. Zero-shot document intelligence extracts data from layouts it has never seen, on first sight, without waiting for a template.
Belizean Name Matching
Belizean records mix English and Spanish naming conventions, so double surnames, dropped middle names and accented letters often differ from one document to the next. Native phonetic models for 80+ languages match these forms in sanctions and PEP screening, keeping one customer as one identity.
Cross-Document Consistency Checks
Names, dates of birth, Social Security numbers and TINs are reconciled across the passport, Social Security card, licence, voter ID card, BCCAR record and beneficial ownership register. Shufti flags any mismatch for review before the case is approved.

Every Verification Route Belizean Firms Rely On, in One Platform
Belize has no national eID, so remote verification follows the standard in section 15(4B) of the MLTPA, which requires extra checks for customers who are not physically present. Paragraph 283 of the CBB Guidelines lists those checks, including a reliable, independent digital identification tool and a first payment from the customer's own account. Shufti supports both, plus chip, document and video routes for residents and non-residents.
Document and Face Biometric
LiveShufti authenticates a Social Security card, driver's licence, voter ID card or permit and matches a live selfie to its photo with iBeta Level 3 liveness. Holders of older passports and many non-residents verify through this route.
Video Identification
LiveAgent-led video sessions, run in the language your customers use, pair document checks with face matching and record the whole session, consent included, as evidence. Firms use them for higher-risk customers they cannot meet in person.
First Payment and Account-Name Check
LiveBoth section 15(4B)(d) of the MLTPA and paragraph 283(ix) of the CBB Guidelines name a first payment through an account in the customer's own name. Shufti confirms the account holder's name in real time within the same session.
Fraud Prevention Across the Belizean Customer Journey
Reduce fraud losses and protect customer trust across onboarding, account access, and payments. Shufti connects identity, behavioral, device, network, and transaction intelligence to help Belizean businesses act on risk while keeping legitimate customers moving.
Governance & Controls
Audit-Ready Decisions, Lower Operational Drag
Fewer Avoidable Re-submissions
Capture guidance for passport chips, Social Security and voter ID card photos, selfies and BCCAR filings cuts failed attempts before they reach your review queue.
Cleaner Audit Trails
Shufti's case management records sources, results, timestamps, evidence, analyst notes and decision history, packaged as report-ready bundles for STR filing with the FIU.
One Workflow, One Back Office
Unify KYC, KYB, AML screening and transaction monitoring in one case file. Perpetual KYC/KYB tracks ownership, director and transaction changes across the full compliance lifecycle.
ePassport and Social Security Card-First Flow Design
Residents verify through the e-passport chip or Social Security card first, while non-residents move straight to passport verification in the same flow.
Shufti's IDV/KYC Solutions for Belize
KYC Solutions
Belizean firms onboard citizens with e-passports or Social Security cards, foreign-born residents with permits, and non-resident investors and traders with foreign passports. One Shufti flow routes each by risk, so nobody faces checks they don't need.
Explore MoreFace Verification
Paragraph 281 of the CBB Guidelines states that non-face-to-face transactions carry an inherent risk of forgery and fraud. Shufti matches a live selfie to the passport, Social Security card or licence photo with iBeta Level 3 liveness, blocking masks, replays and deepfakes.
.Age Verification
Casinos, online gaming operators and sellers of age-restricted goods must confirm a customer is an adult before play or purchase. Shufti estimates age from a selfie in under 5 seconds and stops 99.8% of underage attempts, with a document fallback.
.Bank Account Verification
Broker withdrawals, loan disbursements and insurance payouts go astray when an account number or holder name is wrong. Shufti confirms the account holder's name in real time before funds move, so each payout lands with the verified customer.
.Address Verification
Utility bills, tax assessments and credit union statements reach your team as photos, scans and PDFs, often with addresses written by area and landmark rather than postcode. Shufti reads them with layout-aware extraction and fuzzy matching at a 99.3% pass rate.
.Document Verification
Passports, Social Security cards, licences, voter ID cards, permits and company papers arrive in every format and quality. Shufti authenticates each within seconds and catches screenshots, replays, synthetic PVC cards and print-and-scan forgeries before they reach your analysts.
.Identity Verification
Separate tools for selfies, documents, chips and addresses split one customer across several records. Shufti runs biometrics, NFC, document and address checks in one API session, so each customer ends up with a single verified identity.
.KYB Solutions
Business verification in Belize means reconciling the BCCAR record, trade licence, TIN and beneficial ownership register, often across foundations, trusts and foreign parents. Shufti's live registry calls and owner mapping assemble that picture in one place, in line with the Belize Companies Act 2022.
Explore MoreBusiness Verification
Onboarding a Belizean company means confirming its certificate of incorporation, trade licence, TIN, signatories and everyone who owns or controls more than 25%. Shufti's live registry call confirms the BCCAR record, and declared owners are checked against the beneficial ownership register the company or its registered agent provides.
.Enhanced Due Diligence
Section 15 of the MLTPA requires enhanced due diligence for higher-risk customers, including senior management approval and source of funds checks for PEPs. Shufti's due diligence forms branch by risk, score each answer and collect source-of-funds evidence in one case.
.AML Screening
A customer who is clean at onboarding can land on a list next week, and section 15(3A) of the MLTPA requires ongoing monitoring of every business relationship. Shufti's perpetual KYC rescreens customers against 4,000+ watchlists, including the Consolidated Belize Sanctions List and UN Security Council lists, refreshing every 15 minutes.
Explore More
Business AML Screening
A company's sanctions exposure often sits with its members, directors and beneficial owners. Shufti screens each of them against the Consolidated Belize Sanctions List and UN lists, and perpetual KYB rescreens the company whenever the BCCAR record changes.
.
Transaction Monitoring
Occasional transactions of BZ$30,000 or more trigger full due diligence under the MLTPA, so payments split to stay below it are a warning sign. Shufti's library of 500+ pre-built rules covers structuring, smurfing, and mule activity, with 60% fewer false positives and report-ready case bundles.
.Travel Rule
The MLTPA (Amendment) Act 2026 brings digital asset service providers under section 19, which requires originator and beneficiary information to travel with each transfer. Shufti connects to major Travel Rule networks and verifies who owns each self-hosted wallet.
.AI Compliance Co-Pilot
One common name can return 140+ screening hits. Shufti's AI Compliance Co-Pilot reviews every hit, assigns a confidence score out of 100 with a written reason, and leaves the final decision with your compliance officer.
.Built To Fit Belize's Compliance Landscape
AML in Belize starts with the MLTPA, which applies to every reporting entity, while the CBB, the FSC, the insurance supervisor and the FIU add rules for the firms they oversee. Shufti maps its KYC, KYB, AML screening and transaction monitoring controls to every regime below, so one platform covers each license your group holds.
Money Laundering and Terrorism (Prevention) Act, Cap. 104 (MLTPA)
Amended twice in 2023 and again in May 2026, the MLTPA defines beneficial owners above 25% (section 2) and sets due diligence and non-face-to-face measures (section 15), ongoing monitoring (section 15(3A)), five-year record retention (section 16(4)) and suspicious transaction reports within three days (section 17(4)).
Central Bank of Belize (CBB)
The CBB supervises domestic and international banks, credit unions, payment service providers and remittance providers. Its AML/CFT/CPF Guidelines of December 2023 cover non-face-to-face customers (paragraphs 280 to 285), sanctions screening and outsourcing, and November 2023 guidance sets simplified due diligence tiers for e-wallets and remittances.
Financial Services Commission (FSC)
Under the Financial Services Commission Act 2023, the FSC registers securities and forex firms under the Securities Industry Act 2021 and licenses registered agents, payment processors and money exchangers. Its Guidelines on Beneficial Ownership Information, issued in March 2025, set the 25% threshold and filing through OBRS.
Digital Asset Services Licensing Regulations 2025
Statutory Instrument 162 of 2025, gazetted on 30 December 2025, requires an FSC licence for digital asset services and MLTPA due diligence from every licensee. The MLTPA (Amendment) Act 2026 then adds digital asset service providers to the Act, with the FSC as their AML supervisor.
Financial Intelligence Unit (FIU)
Set up under the Financial Intelligence Unit Act in 2002, the FIU receives suspicious transaction reports and supervises casinos, online gaming, lawyers, accountants, real estate agents, vehicle dealers and dealers in precious metals and stones, all of which must register with it under section 85B of the MLTPA.
Belize Companies and Corporate Affairs Registry (BCCAR)
Run by the FSC, BCCAR registers companies under the Belize Companies Act 2022, which replaced the International Business Companies Act and the Companies Act from 28 November 2022. Its OBRS handles incorporations and filings, and companies report beneficial ownership changes to their registered agent within 15 days.
Office of the Supervisor of Insurance and Private Pensions (OSIPP)
OSIPP licenses insurers and intermediaries under the Insurance Act 2023 and oversees private pension schemes under the Private Pensions Act. The Supervisor of Insurance is the MLTPA supervisory authority for insurance business, so insurers carry the Act's due diligence, monitoring, record-keeping and suspicious transaction reporting duties in full.
Nationality and Passports Department
The Department issues Belize passports through the e-PICS system, launched in October 2022, which produces e-passports with a chip holding the holder's data and photograph. Applicants provide a facial image and fingerprints, and a first passport needs supporting photo ID such as a Social Security card.
Consolidated Belize Sanctions List
The FIU publishes the Consolidated Belize Sanctions List in XML, XLSX and PDF formats. Section 76A of the MLTPA requires the FIU to give notice of UN Security Council listings without delay, section 68 covers persons listed by the High Court, and section 12 sets freezing duties.
National Anti-Money Laundering Committee (NAMLC)
Chaired by the FIU Director under section 77B of the MLTPA, NAMLC brings together the CBB Governor, the FSC, the Supervisor of Insurance, police, customs and prosecutors, and runs a national risk assessment at least every five years. CFATF adopted Belize's latest mutual evaluation in December 2024.
Belize Data Residency and Deployment
Belizean firms must be able to show supervisors where customer data is held and who can reach it. Shufti runs in the cloud or on-premises inside your own infrastructure, air-gapped where required, with hosting locations and transfer arrangements written into the agreement.
Belize Data Protection Act 2021
The Data Protection Act 2021 takes effect on a date set by ministerial Order (section 97) and classes biometric and financial data as sensitive personal data. Shufti protects identity and biometric records with encryption, role-based access controls and configurable retention.
Breach Notification and Cross-Border Transfers
Once in force, the Act requires breach notice to the Data Protection Commissioner within 72 hours (section 61) and adequate protection for personal data sent outside Belize (section 23). Shufti's audit logs, incident procedures and documented transfer terms are built to meet both duties.
CBB Outsourcing Expectations
CBB guidance says a bank cannot contract out of its sanctions obligations (paragraph 553) and must avoid outsourcing where privacy or secrecy rules would delay access to data (paragraph 554). Shufti supplies security documentation, contract terms and prompt data access for those reviews.
Retention Controls
MLTPA records must be kept for at least five years after a transaction or relationship ends, and the Accounting Records (Maintenance) Act keeps company records in Belize. Shufti sets retention by client and licence, uses statutory periods as minimums rather than deletion dates and supports legal holds.
Encryption and Security
Personal and financial data is encrypted in transit and at rest, access follows defined roles and every action is logged. Shufti's ISO 27001:2022 certification and SOC 2 Type 2 reports give CBB- and FSC-supervised firms the evidence their vendor assessments ask for.
Automated Decisions and Biometric Data
Section 19 of the 2021 Act gives individuals the right not to face decisions based solely on automated processing that carry legal effects. Shufti exposes verification results and supporting details through the API and back office, so teams can explain each outcome and escalate disputed results.
Scope of Our Role
Shufti processes personal data only on your instructions as a data processor, while your firm remains the data controller answerable to its supervisor and the Data Protection Commissioner. Shufti's privacy notice identifies any activity where it acts as an independent controller.

Frequently Asked Questions
How does Shufti verify Belizean customers when Belize has no national ID card?
Shufti starts with the Belize e-passport chip where the customer has one, then verifies the Social Security card, driver's licence or voter ID card with a liveness-checked selfie. Non-residents move to foreign passport checks, and every route ends in one case file.
Is a scan of a Belize passport enough, or should verification include its chip?
A scan shows only the data page, while the e-passport chip carries a digital signature a forger cannot reproduce. Shufti reads the chip, compares it with the printed data and matches a live selfie, which answers the forgery risk CBB guidance attaches to remote onboarding.
Can Shufti verify foreign documents or identity formats it has not encountered before?
Yes. Shufti's zero-shot AI extracts data from unfamiliar layouts without waiting for a template, so a new residence card design or a foreign director's national ID is read and checked for tampering the first time it appears, then added to the document library.
How does Shufti OCR compare with Google OCR for the documents Belizean firms receive?
Belizean documents are issued in English, which Shufti reads at 99.7% accuracy. Foreign documents are where the gap shows, since Shufti averages 93% accuracy against Google Vision's 78.4% across the languages in its published benchmark, so passports from non-resident clients and directors extract cleanly as well.
How does Shufti verify ownership when a Belizean company has several corporate layers?
Shufti pulls the BCCAR record and foreign registry data for each entity in the chain, maps holdings through every layer and identifies everyone owning or controlling more than 25%, the MLTPA threshold. Each owner is checked against the company's beneficial ownership register and screened.
Does Shufti's ongoing monitoring cover more than sanctions screening?
Yes. Section 15(3A) of the MLTPA requires ongoing monitoring of every business relationship, not only list checks. Shufti monitors transactions against each customer's profile, rescreens customers and owners, and flags changes to directors, ownership or BCCAR records as soon as they appear.
How does Shufti keep screening current and handle Belizean name variations?
Shufti refreshes the Consolidated Belize Sanctions List and UN Security Council lists every 15 minutes, which matters because listings take effect without delay. Native phonetic models match double Spanish surnames, dropped middle names and accent variations, so the same person is neither missed nor duplicated.
Can we choose where our data is hosted or run verification inside our own infrastructure?
Yes. Run Shufti in the cloud with hosting locations agreed in the contract, or on-premises inside your own infrastructure, air-gapped if required. Either way every transfer is documented, which supports the adequacy test for transfers in section 23 of the Data Protection Act 2021.
What controls help us protect identity and biometric data?
Encryption in transit and at rest, role-based access, complete action logs and configurable retention protect each record. Biometric templates sit behind stricter roles, matching the sensitive data status the Data Protection Act 2021 gives them, and ISO 27001:2022 certification backs these controls.
Can we configure different retention periods for different Belize licences?
Yes. Retention is set by client, licence and record type, so MLTPA records stay at least five years after a relationship ends, accounting records follow the Accounting Records (Maintenance) Act and other data follows its own schedule. Legal holds pause deletion during investigations.
What does Shufti provide when our compliance team needs to prepare an STR for the FIU?
Shufti's case file holds the verified identity, screening hits, transaction history, analyst notes and decision trail, exported as a report-ready bundle for your compliance officer to file with the FIU. That helps firms meet the three-day deadline in section 17(4) of the MLTPA.
Can we add verification checks without rebuilding our onboarding journey?
Yes. The AI Journey Builder adds or reorders checks such as e-passport NFC, address verification, video identification and AML screening by product, customer type and risk tier, and each change goes live without new code, a new app release or a rebuilt flow.
How does Shufti make verification queries easier for our customer support team?
Every decision shows in the back office with its reason, the check that failed and the evidence captured. Support staff can tell a customer whether a selfie failed liveness or a document did not match, then pass any disputed result to a reviewer.
